February 27, 1990
The meeting convened at 7 : 36 p.m. in the Selectmen's Meeting
Room, 16 Lowell Street, Reading, Massachusetts. Present were
Chairman Russell Graham, Vice-Chairman Mollie Ziegler, Secretary
Daniel Ensminger, Selectmen Eugene Nigro and John Russell, Town
Manager Peter Hechenbleikner and Finance Director Beth Klepeis.
Also present were the following residents: Bill Brown, Nancy
Drane, Tom Fuller, Gene Loubier, Bruce Morang.
Minutes
On motion by Ziegler, seconded by Russell the Board approved the
minutes of February 13, 1990 as amended by a vote of 5-0-0.
Liaison Reports
Dan Ensminger indicated that he and several other members of the
Board had attended the Town Hall Dedication on Sunday. Gene
Nigro had nothing under the liaison reports but suggested to any
of the audience watching at home that the voter registration for
the spring election closed tonight at 10:00. Selectmen Russell
and Ziegler had no liaison reports. Selectman Graham indicated
that he had attended the dedication, and had also attended the
annual birthday party for Arnold Berger and Bruce Morang.
Public Comments
Bill Brown asked what the status of land sales was. Russ Graham
indicated that we would have some comment on them before Town
Meeting. Mr. Brown also indicated that cars were still parked on
the sidewalk and should be ticketed.
Tom Fuller and Nancy Drane appeared before the Board of Selectmen
requesting a "parade permit" for the proposed rally in favor of a
Prop 2 1/2 Override to be held on the Reading Common. Based upon
comment from the Police Chief, the Board approved this rally for
Sunday, March 18, 1990 from 12 :30 p.m. to 2:30 p.m. with the con-
dition that the Reading Common be restored to its usual pristine
conditions.
Bill Brown asked if band uniforms are owned by the Town and Nancy
Drane indicated that the band would not be there in uniform. The
motion was passed by a vote of 5-0-0.
Beth Klepeis appeared before the Board of Selectmen at 8: 00 p.m.
to explain the Before Tax Health Care Plan. On motion by Nigro,
seconded by Ziegler the Board voted to close the public hearing
by vote of 5-0-0.
On motion by Ensminger, seconded by Ziegler the Board approved
the following resolution: The Town adopt the Town of Reading
Before Tax Health Premium Plan for employees paid biweekly, ef-
fective for the pay period ending March 2, 1990 in accordance
with the terms of the plan document attached hereto and made a
part of the minutes of the meeting; that Elizabeth W. Klepeis,

Finance Director, being hereby appointed as Plan Administrator
and shall be responsible for the operation and administration of
the Plan; and that Elizabeth W. Klepeis, Finance Director, be and
hereby is authorized as Director to take such steps as may be
necessary to implement said plans and to satisfy such IRS, DOL,
and other statutory requirements as may be necessary. The
resolution was approved by a vote of 5-0-0.
Eugene Loubier from the Winchester Hospital appeared before the
Selectmen and showed them plans of a proposed physician's build-
ing on property recently purchased by Winchester Hospital off of
Newcrossing Road. He indicated that this would be a physician's
building not a speculative building. Winchester Hospital feels
that the Reading market is important. Winchester Hospital cur-
rently owns the site and they want to build a quality building,
but are concerned about costs. They are still in the process of
trying to work out the final package. The building would be a
condiminium for doctor's office suites with diagnostics areas
owned by the hospital. . The property would be taxable. Mr.
Loubier indicated that no trust funds would be sought for the
project, but that they would be looking at possibilities of using
the trust fund for providing social and other services at this
site.
On motion by Ensminger, seconded by Ziegler a proclamation
declaring March Red Cross Month in Reading was approved by a vote
of 5-0-0.
The Town Manager reviewed the results of the Tree Hearing at
Bainbridge Road and Wakefield Street, and a further update after
a trial period will be provided to the Board of Selectmen.
Dan Ensminger asked whether the Finance Committee's 3-2 votes
were legal, since the Charter appears to require majority votes
of the authorized membership of standing committees. Town Coun-
sel will be consulted with regard to this matter.
On motion by Russell, seconded by Ziegler the Board voted to go
into Executive Session for the purpose of approval of minutes on
a roll call vote with all members in favor, and the vote being 5-
0-0.
