January 27, 1990
The meeting convened at 9:05 a.m. on Saturday, January 27'1990"' in
the Selectmens Meeting Room, 16 Lowell Street, Reading, MA.
Present were Chairman Graham, Vice Chairman Ziegler, Selectmen
Nigro and Russell, Town Manager Peter Hechenbleikner and the fol-
lowing list of staff and employees: Ed Loschi, Conservation
Commission; Bill Burditt, Finance Committee; Bruce Morang, Press;
Beth Klepeis, Finance Director; Richard Foley, Town Accountant;
Jack Rivers, resident.
The Town Manager reviewed a list of put backs under an override
scenario. The Board decided that the tax lien material in the
amount of $3,810 should be put in the base budget. There was
discussion as to what the value of a part-time Planner would be;
it was agreed that the dollar item would stay the same but we
would evaluate whether or not it would be on a consulting basis
or staff basis. The position of Planner will be further defined
for the Board, as will the Engineering function. The add back
for the Van Driver will be consolidated between the substitute
Van Driver and the regular Van Driver and the Meals on Wheels
Coordinator. Monies will be also put in this category. For
working purposes, the four police officers and two firefighters
will be included but the Board asked for further information on
what each police officer being restored would involve. In the
Public Works budget, the Board directed the $9000 for tree plant-
ing be taken out of the base budget. The street lighting will
stay as an add back. Chairman Graham asked that the Budget Ad-
visory Committee be set to meet on Monday. On motion by Ziegler,
seconded by Russell the Board voted to support the budget as
modified by vote of 4-0-0.
On motion by Russell, seconded by Ziegler the Board voted to set
the Assistant Director of Public Works - Engineering salary at
$44, 000 per year which is above the quarter point of the salary

journ at 11:55 p.m. by vote of 4-0-0.
