HomeMy WebLinkAbout1991-06-03 Board of Selectmen Minutes Minutes of the Board of Selectmen Meeting June 3, 1991 The meeting was called to order at 9:30 p.m. in the Selectmen's Meeting Room, 16 Lowell Street, Reading, MA. Present were Chair- man Eugene Nigro, Vice Chairman Dan Ensminger, Secretary Sally Hoyt, Selectmen Russ Graham and George Hines. The Town Clerk .announced the results of the election. There were 4,505 votes cast, with 1,764 voting yes and 2,693 voting no on Question 1, and 1,735 voting yes and 2, 685 voting no on Question 1. There was a turnout of 32.79%. Therefore, in accordance with the Charter the Referendum Election was successful and the Board needs to call a new Town Meeting to adopt an FY92 budget. On mo- tion by Graham seconded by Hoyt the Board voted to close the War- rant for a Special Town Meeting to be held June 18, 1991 at 7: 30 p.m. in the Parker Middle School Auditorium. Paul Dustin recommended that all four Articles as proposed be in- cl'uded. ncluded. Ensminger felt the same. The Board voted to include all four articles and the Warrant was closed by a vote of 4-1-0 with Hines in opposition. The Finance Committee will have to have a mailing to Town Meeting Members four days before the Special Town Meeting. The Board of Selectmen agreed to have a Special Meeting on Thursday, June 6 and requested that all Boards, Committees, and Commissions of the Town be invited. Carroll McMillan from the Reading Taxpayers As- sociation agreed that the RTA would make a presentation at that time of where they felt that cuts could be made. He indicated their information was not yet finalized but that it will be available for Thursday night. Jim Keighly from the audience indicated that 50% of the people voting didn't know what they were voting for. He said many people have the perception that there is an $8 million cut proposed. He would not change the budget. On motion by Hoyt seconded by Graham the Board approved the sign- ing of a Certificate of Appreciation for the It's Good to Care program. The Board signed the bond anticipation notes which were awarded to BayBank at the rate of 4 .70% expiring January 14, 1992 . On motion by Graham seconded by Hoyt the Board voted to adjourn the meeting at 10: 00 p.m. by vote of 5-0-0. Resp ctful`ly submitted: Secreta y
