HomeMy WebLinkAbout1991-03-25 Board of Selectmen Minutes Minutes of the Executive Session Boardof Selectmen Meeting March 25, 1991 The meeting convened at 9:05 P.M. in the Superintendents Con- verence Room, 62 Oakland Road, Reading, MA. Members present were , Chairman Eugene Nigro, Vice Chairman George Hines , Secretary Sally Hoyt, Selectmen Dan Ensminger and Russ Graham, Town Manager Peter Hechenbleikner, School Committee members Nissen, Twomey, Cummings, Philbrick and Williams, Superintendant Robert Munnelly, Assistant Superintendent Lynn Bak, and Business Manager Warren Hopkins. On motion by Hines seconded by Ensminger the Board of Selectmen voted to go into Executive Session with the School Committee to discuss labor negotiations and not to come into open session. All five members voting in the affirmative, the Board went into Executive Session. The discussion centered around the status of labor negotiations. Stan Nissen indicated that they have had negotiations with the school teachers, primarily discussing language , issues at this point. He felt that they would reach agreement at a 0 increase in year one, but would need to give them something in year two. There are some language changes including a change in Equipment Manager, reducing the teaching year by one day, increasing the -. sick leave cap by five days, and an extension of the clause which would not continue to permit the School Committee to bypass seniority in considering Reduction in Force. The School Com- mittee has offered the teachers the option of redistributing the same step increase funds among all the teachers. The Town in its negotiations, primarily with the Firefighters at this point, is at a proposed FY92 increase of 0%, FY93 increase of 0% and reopener for FY94. The School is further advanced in terms of the number of negotiation sessions that have taken place. The School Department will delay further negotiations un- til the Town has had a chance to catch up. It would be hoped that the Town negotiations could take the lead in terms of settlements. On motion by Ensminger seconded by Hines, the Board voted to ad- journ the Executive Session at 11: 00 p.m. by an affirmative vote of all five members in attendance.
