HomeMy WebLinkAbout1991-02-12 Board of Selectmen Minutes Minutes Board of Selectmen Meeting February 12, 1991 The meeting convened at 7 : 30 p.m. in the Selectmen's Meeting Room, 16 Lowell Street, Reading, MA. Present were Chairman Russ Graham, Vice Chairman Dan Ensminger, .Secretary George Hines, Selectmen Eugene Nigro and Sally Hoyt, Town Manager Peter Hechenbleikner and the following interested party: Nancy Eaton. On motion by Hoyt, seconded by Ensminger the minutes of January 10 , 1991 were approved by a vote of 5-0-0 . On motion by Ensminger, seconded by Hoyt the minutes of January 17, 1991 were approved by a vote of 5-0-0 . On motion by Hoyt, seconded by Hines the minutes of January 23, 1991 were approved by a vote of 5-0-0. Liaison Reports Gene Nigro indicated that the Reading Taxpayers Association has invited him to speak at their meeting next week. George Hines indicated that he has been informed that the Perkins site plan review case has been filed with the Court. Russ Graham indicated that he and the Town Manager had met with Ken King, an individual who is a member of the Reading Taxpayer's Association. Chairman Graham has suggested that his concerns be addressed at the FinCom level. Dan Ensminger asked about the status of the School budget deliberations. He also indicated that he had met with the Super- intendent regarding growth projections. Sally Hoyt has heard from a number of citizens regarding the need for additional spe- cial needs teachers in the Middle Schools. Personnel On motion by Nigro, seconded by Hoyt the Board approved the con- tinuation for a period of 90 days from the date of their call-up of health benefits to employees who currently have Town health benefits and who have been called to active duty. The Town will pick up its 65% share as is currently the case. Prior to the ex- piration of the 90 days the issue will be re-evaluated. The mo- tion was approved by a vote of 5-0-0. Discussion/Action Items On motion by Ensminger, seconded by Hoyt the Board closed the_. Warrant for the Annual Town Meeting by vote of 5-070. The Town Manager reviewed the various articles. On motion by Ensminger, seconded by Hoyt the Board voted to waive voter registration at each precinct as requested by the Town Clerk by vote of 5-0-0. The Board reviewed the Pearl Street School requests for proposals, and on motion by , seconded by , and approved by a vote of 5-0-0 authorized it to be released. On motion by Hines, seconded by Hoyt the Board approved the sale of Plat 35, Lot 27 on Pinevale Avenue to Richard Phelan by vote of 5-0-0. George Hines moved to reduce the overtime budgets in the Highway, 1 Selectmen Minutes - 2/12/91 - page 2 Building Maintenance, Parks, and Cemetery Divisions by 15% equal- ing a total of $5,254, adding $4,000 to the Personal Services ac- count in the Department of Community Development to provide for a full-time clerical position there, and to add money to the Parks budget for the shade tree program. There was discussion about reducing the reduction to 12% or $4,000. On the main motion, the vote was 2-3-0 and the motion failed. On motion by Hines, seconded by Hoyt the Board voted to go into Executive Session to discuss an item of litigation, to return to open session at 9: 30 p.m. All five members voted in the affirm- ative and the motion was carried. At 9:40 p.m. the Board of Selectmen came out of Executive Session and on motion by Hines, seconded by Ensminger voted to approve the agreement as outlined with General Electric. A press state- ment was read by the Town Manager and a motion was approved by a vote of 5-0-0. On motion of Hines, seconded by Ensminger the Board voted to ad- journ at 9:50 p.m. by vote of 5-0-0.
