HomeMy WebLinkAbout1993-11-09 Board of Selectmen Minutes F� Board of Selectmen Meeting November 9, 1993 The meeting was convened at 7:32 p.m. at the Senior Center, 49 Pleasant Street, Reading, MA. Present were Chairman George ! Hines, Secretary Sally Hoyt, Selectmen Dan Ensminger and Bill Burditt, Town Manager Peter Hechenbleikner, CPDC Chairman Dick ' Howard, CPDC members Nancy Shipes and Jonathan Barnes, Planning Director Jonathan Edwards. Review of the Warrant Article 16 on the Special Town Meeting Warrant was discussed. This is the amendment to the Sign Bylaw. Dick Howard reviewed the status of the Sign Bylaw and the process used to date. He reviewed the goals which are to reduce clutter, have a Sign Review Board for the downtown area, have an amortization period for non-comforming signs, permit temporary signs and be respon- sive to criticisms of current sign regulations. Key provisions include permitting one sign per business, reducing a maximum sign area in the downtown dealing with sign illumination and height. Howard reviewed the process of having asked residents about sign regulations. The Board of Selectmen commented on issues of having a Sign Review Board, and specific concerns raised about the line of accountability. The Board of Selectmen directed that Town Counsel review the final draft. On motion by Ensminger seconded by Hoyt the Board of Selectmen voted to support Article 16, subject to Town Counsel's final review, by a vote of 4-0-0. it was noted that a copy of the Sign Bylaw has gone to Town Meeting Members. George Hines reviewed a problem with a Scout project on the west side of Town and Sally Hoyt indicated that she was aware of the problem and the neighbors appreciate the work of the Scouts but ' we need to inform neighborhoods of projects such as this. On motion by Burditt seconded by Ensminger the Board voted to ad- journ at 8:30 p.m. Respectfully submitted, Secretary
