Executive Session
April 24, 1995
The meeting was convened at 7:05 p.m. in the Staff Lounge at Reading Memorial High School.
Present were Chairman Dan Ensminger, Vice Chairman Sally Hoyt, Selectman Bruce MacDonald.
Also present were School Committee members Tim Twomey, Sue Cavicchi, Robin D'Antona,
Robert Spatafaro and Tom Stohlman, Superintendent of Schools Robert Munnelly, Interim
Superintendent Dennis Richards, RMHS Principal Rena Mirken, FinCom members Fred
VanMagness and Richard Coco, Town Manager Peter Hechenbleikner.
On motion by Hoyt seconded by MacDonald the Board of Selectmen voted to go into Executive
Session for purpose of discussion of labor negotiations not to come back into Open Session. All
three members on a roll call vote voted in the affirmative and the motion was carried.
Chairman Dan Ensminger asked for a review of where the salary figures for the School
Department came from. It was noted that the budget as proposed assumes 3% salary increases
for all non-teaching personnel, and a 2.5% salary increase for teaching personnel as of January 1,
1996. It was noted that the teachers will get an automatic increase of 3% effective August 31.
The total salary increase budget as needed is $212,157 using the above assumptions. The salary
increase budget included in the School Department's budget is $251,000, or approximately
$40,000 more than needed using that scenario. This $40,000 is for "incidentals" including
increases in coaches stipends, etc.
The Town Manager expressed concern that Town employees were being offered 2.5% and that is
what is being budgeted where School employees will be getting between 3% and 4.25% - an
increase that he termed inequitable.
On motion by Hoyt seconded by MacDonald the Board of Selectmen voted to adjourn their
meeting at 7:25 p.m. with all three members voting in the affirmative on a roll call vote.
