HomeMy WebLinkAbout1996-08-27 Board of Selectmen Minutes - Executive Session Board of Selectmen Meeting - Executive Session August 27, 1996 The meeting convened at 7:45 p.m. in the Selectmen's Meeting Room, 16 Lowell Street, Reading, Massachusetts. Present were Chairman George Hines, Secretary Bruce MacDonald, Selectmen Dan Ensminger and Sally Hoyt, Town Manager Peter Hechenbleikner The Board discussed the issue of land acquisition relative to a Police Station site on Union Street, or expansion of the existing site on Parker Street. The Town Manager reviewed a memo and outlined the material along with sketches prepared by Town Planner, Jonathan Edwards. The options numbered six in total. Members of the Board expressed their preference with regard to the options, based on the likelihood of acquisition of land and what land would be needed. Bruce MacDonald expressed preference for Option 2b which provides for a new Police Station to be built on Union Street, as long as there is an appropriate reuse of the older part of the Police Station. Sally Hoyt noted that she likes the Union Street option, and Option 2b would be her preference. Dan Ensminger expressed concern about costs of Option 2b, and the Town Manager noted that with Options 3 and 4 there would be a temporary relocation of all or portion of the Police operations. The Board seemed to focus on Options 2b and 3. The Board asked for the.following additional information: 1. For Option 3, the cost of relocation of the Police Station while work was being done on site. 2. The cost of acquisition of the rear portion of the Board of Realtor's property on Union Street. 3. With regard to Option 2b, the Board asked for information on the capital and operating costs of the existing Police Station for possible Town reuse. 4. The value of the existing Police Station site without selling the adjacent land which would be used for parking 5. The premium cost for building Option 2b with parking under a portion of the building 6. The cost of taking down the "new wing" at the existing Police Station. The Board directed the Town Manager to open discussion with the Board of Realtors regarding acquisition of their property on Union Street, the possibility of trading their property on Union Street for the Police Station building without parking, and the possibility of acquiring the rear portion of their property to connect the Union Street parking lot to the new parking lot to be ....._._... created behind the buildings on Hamden Street.
