November 14, 1997
The meeting was convened at 8:00 a.m. in the Conference Room, 16 Lowell Street, Reading,
Massachusetts. Present were Chairman Camille Anthony, Vice Chairman Bruce MacDonald,
Secretary Sally Hoyt, Selectman Dan Ensminger, Town Manager Peter Hechenbleikner, Public
Works Director Ted McIntire and Grove Street residents Ms. Kramer and Ms. Adams.
Compost Center
Bruce MacDonald noted that he was suggesting an emergency reopening of the Compost Center
on Sunday. He asked what the hours and dates will be for normal openings had the Board not
closed the Compost Center on Sundays.
On motion by MacDonald seconded by Hoyt, the motion was made to open the Compost Center
on Sunday, November 16, 23 and 30th from 9:00 a.m. to 5:00 p.m. Camille Anthony expressed
concern that we would not be able to get publicity out for an opening on the 16`h and suggested
the dates of the 23rd and the 30th. This was accepted as a friendly amendment. The Board then
discussed opening a week later — perhaps Monday, December l; Friday, December 5; Saturday,
December 6; and Sunday, December 7. The Town Manager noted that there was no funding
available to open an additional Saturday and Sunday.
A substitute motion was offered by MacDonald seconded by Hoyt that on an emergency basis
and for the convenience of the public because of adverse weather this Fall, that the Compost
Center be open Sunday, November 23 and Sunday, November 30 from 9:00 a.m. to 5:00 p.m.,
and the Public Works Director and Town Manager are directed to open the Compost Center on
Monday, December l; Friday, December 5; and Saturday, December 6 during normal operating
hours depending on weather.
The Chair asked for comments from the public. Ms. Adams and Ms. Kramer both felt that
because of circumstances the proposal was very reasonable. On the motion, the vote was 3-0-0
and the motion was approved. (Anthony left immediately before the vote.) Dan Ensminger
suggested that for next year, we consider one month in the Spring and one month in the Fall of
Sunday hours.
Bandstand
The Board discussed the Bandstand presentation and what was needed to make a decision. It
was suggested that if the Historical Commission package could be reproduced that could be
helpful to the Board in making a decision. Ms. Hoyt noted that she would be voting for the
Bandstand option #1 in front of the Town Hall.
On motion by Ensminger seconded by Hoyt, the Board voted to adjourn at 8:25 a.m. by a vote of
3-0-0.
