HomeMy WebLinkAbout1997-10-28 Board of Selectmen Executive Session Minutes Board of Selectmen Meeting Executive Session October 28, 1997 The meeting was convened at 7:30 p.m. in the Senior Center, 49 Pleasant Street, Reading, Massachusetts. Present were Chairman Camille Anthony, Vice Chairman Bruce MacDonald, Secretary Sally Hoyt, Selectman George Hines, and the following list of interested parties: Gerard McDonald, Jim Keigley, Joe Connelly, Mollie Ziegler, Mark Nelson, Jonathan Edwards, Stewart Chipman, Dick Howard, Tim Twomey, Nancy Eaton, John Kilborn, Don Nadeau, Lorraine Salter, Chris Campbell, Carol Grimm, Pam Andren, Bob Nordstrand, Rick Schubert, Susan Cavicchi, Kate Kaminer, John Downing. On motion by MacDonald seconded by Hoyt, the Board voted to go into Executive Session for the purpose of discussion of strategy with respect to purchase or sale of real estate, not to come back into Open Session. On a roll call vote, all four members voted in the affirmative and the motion was carried. Lonp,wood Poultry Farm The Town Manager reviewed the description of the Longwood Poultry Farm property. A fact sheet outlining the size, current zoning other possible development scenarios, status of Chapter 61 and the property included was reviewed. The bodies representing the Conservation Commission, Community Planning and Development Commission, Recreation Committee, Finance Committee, CPDC, Board of Assessors and schools broke into separate groups to discuss their representation on a study committee to determine whether or not the Town should acquire this property in whole or in part, or do anything with respect to potential offering of the property to the Town under the regulations of Chapter 61. Nancy Eaton was the representative from the Conservation Commission. Stewart Chipman was the representative from the Open Space Committee. Kate Kaminer was the representative from the Recreation Committee with John Downing as an alternate. Camille Anthony was the representative from the Board of Selectmen with Bruce MacDonald as an alternate. FinCom and the Planning Commission as well as the School Department will designate members. Mollie Ziegler was the representative from the Board of Assessors. Board of Selectmen continues Executive Session re: Acquisition of Real Estate All other bodies adjourned and the Board of Selectmen stayed in Executive Session. Camille Anthony updated the Board on the proposed swimming pool program whereby Nelson Burbank would make a donation to the YMCA, with a donation in the amount of approximately $500,000 from the Town, to establish a community pool. Issues that need to be dealt with include legal issues, access, identification as a community pool and strong representation on any board. The Town wouldnot be responsible for operating costs, and the possibility of packaging a number of services at this site. The Board asked to have Nelson Burbank come into an Executive Session to discuss the matter further. The consensus of the Board was that they were supportive of this concept. On motion by MacDonald seconded by Hoyt, the Board voted to adjourn at 9:25 p.m. on a roll call vote, with all four members present voting in the affirmative. Respec fully submitted, e Secretary
