HomeMy WebLinkAbout1998-02-12 Board of Selectmen Minutes Board of Selectmen Meeting February 12, 1998 Revised The meeting was convened at 7:30 p.m. in the Selectmen's Meeting Room, 16 Lowell Street, Reading, Massachusetts. Present were Chairman Camille Anthony, Vice Chairman Bruce MacDonald, Secretary Sally Hoyt, Selectmen Dan Ensminger and George Hines, Town Manager Peter Hechenbleikner, and the following list of interested parties: Ted McIntire, Jonathan Edwards, Richard Foley, Beth Klepeis, Maria Silvaggi, Deirdre Hanley, Diane Young, Christine Redford, Donald Wood, Madeline Gillis, Dorothy Alworth, Lorraine Barry, Sally McDonald, Kathleen Miksis, Corinne Fisher, Rachel Baumgartner, Geraldine Pothier, Kimberly Lynn, Joe Connelly. The Town Manager presented a proposed motion relative to conflict of interest. The Fire Chief's son, Michael Wood, is a candidate for a position of Fire Fighter. The appointment would violate the conflict of interest law unless the Board of Selectmen and the Town Manager grant a waiver under Chapter 268A, Section 19 (b)(I). The Town Manager recommended this action. On motion by Hines seconded by Ensminger, the Board voted in accordance with Chapter 268A, Section 19 (b)(1) "the financial interests of Chief Wood with respect to the hiring of Chief Wood's son as a Fire Fighter, and as disclosed by Chief Wood in his memorandum of February 5, 1998 to the Town Manager, is not so substantial as to be deemed likely to effect the integrity of the services which the Town of Reading expects from Chief Wood," and the Town Manager is hereby authorized by Chief Wood with written documentation confirming this determination, - ` The motion was approved by a vote of 4-0-0. Discussion/Action Items Budget ets — The following budgets were reviewed: DPW, Water & Sewer, Police, Dispatch and Animal Control. New program requests were reviewed, and the Board went through a draft prioritization process. The Town Manager will finalize this process, and the Board of Selectmen will then add in the Police new program requests based on the completion of the reading of this study by the remaining members of the Board. Town Manager's Salary — The Board of Selectmen reviewed the Town Manager's salary and comparable salaries for comparable positions in other communities. Discussion included a percentage of salary or a one time bonus. On motion by Hines seconded by Ensminger the Board of Selectmen determined the Town Manager's salary for FY98 to be 3.5% increase above current salary, or $88,661 per annum. The motion was approved by a vote of 5-0-0. On motion by Ensminger seconded by Hines, the Board voted to adjourn their meeting of February 12, 1998 by a vote of 4-0-0.
