HomeMy WebLinkAbout1999-06-22 Board of Selectmen Minutes Board of Selectmen Meeting June 22, 1999 The meeting convened at 7:25 p.m. in the Selectmen's Meeting Room, 16 Lowell Street, Reading, Massachusetts. Present were Secretary Matthew Nestor, Selectmen Camille Anthony and George Hines, Town Manager Peter Hechenbleikner, Assistant Town Manager Russell Dean, Town Counsel H Theodore Cohen, Paula Schena and the following list of interested parties: Bill Blackham, Doug Hine, David Proch Wilson, Lisa Smith, Bob LeLacheur, Neil Sullivan, Mike Flammia, Bob Nordstrand, Richard McDonald, John Coote, Paul Dustin, Mike DeBrigard, Brett Donham, Richard Marks, George Perry, Michael Brenton, Gail Wood, Virginia Adams, Roberta Sullivan, Mark Cardono, Jerry Kaper, Sharlene Reynolds Santo, Richard Moore, Robert Salter, Joanne O'Brien, Edwina Kasper. Discussion/Action Items Signing of Corporex Lease — The Town Manager introduced Corporex representatives Bill Blackham, Doug Hine _and David Proch Wilson, Lisa Smith from Grubb and Ellis and the Reading Business Park Advisory Committee Members Bob LeLacheur, Neil Sullivan, Richard McDonald, Bob Nordstrand, John Coote and Mike Flammia. Matthew Nestor noted that a tremendous amount of work has gone into this project. George Hines noted that he was very pleased, and congratulated the Town Manager and Assistant Town Manager for all of their hard work. t Bill Blackham, Corporex Vice President, noted that this is Corporex's first entrance in the east coast and they are extremely excited about this project. Update on Police Station Project — Paul Dustin, Chairman of the Police Station Building Committee, Richard McDonald, Mike DeBrigard, Architect Brett Donham and the Construction Manager Richard Marks were present. Paul Dustin invited the Board of Selectmen to tour the new site on July 19, 1999 at 6:00 p.m. Brett Donham noted that the project is going well and is 35%-40% done. Completion date is December 21, 1999. He noted that the duct work is being hung, walls are up and there have been very few change orders. Richard Marks noted that things are going well and that they are focusing on quality and cost. The hardest phase of construction is done. With a December completion date, the Police should be able to occupy in mid-January. Town Counsel Appointment—Town Counsel H Theodore Cohen was present. He noted that the Town went out to bid two years ago and he was reappointed as Town Counsel. He noted that this has been an extraordinarily busy year. Town Counsel noted that the majority of his time was spent on the Corporex ground lease,the Police Station project and Video Expo. Board of Selectmen Meeting—June 22, 1999—Page 2 Matthew Nestor asked why the workload has almost doubled from 1995 to 1999. Town Counsel noted that there has been a tremendous amount of activity in real estate, and the Cable TV license also required a lot of his time. On motion by Anthony seconded by Hines, the Board of Selectmen voted to appoint H Theodore Cohen of Keegan, Werlin and Pabian, LLP as Town Counsel for the Town of Reading with a tern expiring June 30, 2000. The motion was approved by a vote of 3-0-0. - Hearing— Amendment to Water and Sewer Advisory Committee - Selectman Camille Anthony read the hearing notice. Matthew Nestor noted that the Board of Selectmen has talked in the past about increasing the membership on the Water and Sewer Advisory Committee. Water and Sewer Advisory Committee Chairman Gail Wood noted that she has a logistical problem breaking in three new members and since the whole Committee is on the Adhoc Water Advisory Committee that could create a problem. Gail Wood suggested that if the Selectmen are going to increase the Committee to five members, that two of the members be Associate. Camille Anthony noted that changing the number on the Adhoc Water Advisory Committee is not a problem. George Hines noted that members are not as diligent unless they are full members, and he didn't see a problem with the Adhoc Committee. On motion by Hines seconded by Anthony, the Board of Selectmen voted to close the hearing on the amendment to Section 2.5 of the Selectmen's Policies. The motion was approved by a vote of 3-0-0. On motion by Hines seconded by Anthony, the Board of Selectmen voted to amend Section 2.5 of the Selectmen's Policies to increase the membership on the Water and Sewer Advisory Committee from three to five members. The motion was approved by a vote of 3-0-0. Personnel and Appointments Board of Appeals—The applicant was not present. Historical Commission — The Board interviewed Virginia Adams, Roberta Sullivan, Mark Cardono, Jerry Kaper and Sharlene Reynolds Santo for positions on the Historical Commission. On motion by Hines seconded by Anthony, the Board placed the following names into nomination for two positions on the Historical Commission with terms expiring June 30, 2002: Virginia Adams, Roberta Sullivan, Mark Cardono, Jerry Kaper and Sharlene Reynolds Santo. Virginia Adams and Roberta Sullivan received three votes each and were appointed. On motion by Hines seconded by Anthony, the Board placed the following names into nomination for three Associate positions on the Historical Commission with terms expiring June 30, 2000: Mark Cardono, Jerry Kaper and Sharlene Reynolds Santo. Mark Cardono, Jerry Kaper and Sharlene Reynolds Santo received three votes each and were appointed. Board of Selectmen Meeting—June 22, 1999—Page 3 Land Bank Committee — On motion by Anthony seconded by Hines, the Board placed the following name into nomination for one position on the Land Bank Committee with a term expiring June 30, 2002: Benjamin Nichols. Mr. Nichols received three votes and was appointed. Town Forest Committee - The Board interviewed Michael Brenton for a position on the Town Forest Committee. He would like to be considered for an Associate position. Town Forest Committee Chairman George Perry noted that the Committee will make a decision on the Associate position and make a recommendation to the Board in the near future. On motion by Hines seconded by Anthony, the Board placed the following name into nomination for one position on the Town Forest Committee with a term expiring June 30, 2002: Irving Dickey, Jr. Mr. Dickey received three votes and was appointed. Solid Waste Advisory Committee—No applicants. Board of Cemetery Trustees—To be rescheduled. Water and Sewer Advisory Committee - The Board interviewed Richard Moore and Robert Salter for two positions on the Water and Sewer Advisory Committee. On motion by Hines seconded by Anthony, the Board placed the following names into nomination for two positions on the Water and Sewer Advisory Committee: Richard Moore and Robert Salter. Richard Moore and Robert Salter received three votes each and were appointed. Council on Aging—The Board interviewed Joanne O'Brien and Edwina Kasper for positions on the Council on Aging. On motion by Hines seconded by Anthony, the Board placed the following names into nomination for three positions on the Council on Aging with terms expiring June 30, 2002: Edwina Kasper, Joanne Wooldridge and Joanne O'Brien. Edwina Kasper, Joanne Wooldridge and Joanne O'Brien received three votes each and were appointed. Board of Health—To be rescheduled. Housing AuthoritX—On motion by Hines seconded by Anthony, the Board placed the following name into nomination for one position on the Housing Authority with a term expiring June 30, 2004: Timothy Kelley. Mr. Kelley received three votes and was appointed. Hazardous Waste Advisory Committee—No applicants. On motion by Hines seconded by Anthony, the Board voted to adjourn their meeting of June 22, 1999 at 9:45 p.m. Respectfully submitted, Secret'ry
