April 11, 2000
The meeting convened at 7:30 p.m. in the Community Room, Reading Police Station, 15
Union Street, Reading, Massachusetts. Present were Chairman Sally Hoyt, Vice
Chairman Matthew Nestor, Secretary George Hines, Selectmen Camille Anthony and
Matthew Cummings, Town Manager Peter Hechenbleikner, and the following
representatives of other communities: John Encarnacao (Wakefield), Darin Leary, Pat
Jordan (Stoneham), Mark McDonough, Joseph Maney, Harry LeCours (Lynnfield), Lori
Becker, Buzz Stapezynski (Andover), Chris Richards, Reading Advocate.
The first part of the meeting was the social gathering of representatives and members of
the Board of Selectmen from Lymlfield, Andover, Wakefield, Stoneham and the Reading
Board of Selectmen. Chairman Sally Hoyt welcomed the participants. Visitors were
conducted on a tour of the Reading Police Station by Sergeant Bruce Russell.
Reading Town Manager Peter Hechenbleikner presented material submitted by the MMA
on Special Education. A copy of this material and the Agenda are attached to these notes.
A special note was that nationwide the State pays for 53% of the Special Education costs.
In Massachusetts, the State pays for 17%. Some hope was expressed that we would have
meaningful Special Education reform this year-- perhaps as part of the budget process.
Other items discussed were:
♦ Water supply;
♦ Where communities get their water, and whether or not they are satisfied with the
MWRA water source;
♦ Capital project funding and implementation — Lynnfield just passed a $52 million
Prop 2 %2 override for schools and Senior Center projects;
♦ Administration of construction projects - Clerk of the Works vs. Project Manager;
♦ Ability to fund services under Prop 2 % and its constraints — particularly with regard
to growing education costs;
♦ Ambulance service — Lynnfield and Wakefield are in the process of bringing this
service"in house."
The discussion and dialogue among all participants was excellent. Support was
expressed for future meetings of this type.
On motion by Anthony seconded by Cummings, the Board of Selectmen voted to go into
Executive Session at 10:00 p.m. for the purpose of discussion of negotiations relative to
the purchase and sale of real estate—Reading landfill property not to come back to Open
Session. On a roll call vote, all five members voted in the affirmative.
