March 14, 2002
The meeting convened at 7:30 p.m. in the Community Room at the Reading Police Station, 15
Union Street, Reading, Massachusetts. Present from the Reading Board of Selectmen were
Chairman George Hines, Vice Chairman Camille Anthony, Selectman Gail Wood. Also in
attendance were Reading Town Manager Peter Hechenbleikner, one member of the Lynnfield
Board of Selectmen, three members of the North Reading Board of Selectmen, and four
members of the Wilmington Board of Selectmen (see attached list), plus the following list of
interested parties: Harry LeCours, Robert Turosz, Joe Veno, John Murphy, Scott Garrant, Marci
Bailey, Priscilla Gottwald, Bob Palmer, John Corbett, Robert Cain, Bill Hughes.
Reading Board of Selectmen Chairman George Hines welcomed members of the other Boards of
Selectmen. He reviewed the scope and process of the Melanson Heath audit; noted that the
RMLD and Oversight Task Force Meetings are taped and made available to cable systems in the
other three communities; noted that the audit presentation would be on April 4, 2002 from
Melanson Heath and discussed the future of the RMLD. He asked the other communities to
support reimbursement by the RMLD to the Town of Reading for the audit, and Lynnfield and
North Reading indicated that they were definitely in favor of doing this.
Chairman George Hines asked each of the communities to correspond with the Light Department
and/or their CAB Members to let them know how they feel about this issue.
The question was raised as to whether or not credit cards are still in use at the Light Department.
It was indicated that only two credit cards are in use -- by the Technology Division for purchase
of technology components via the internet.
Chairman George Hines noted that we would want to involve the Selectmen from the other three
communities with the Town of Reading in discussion of the future of the Light Department. The
Selectmen from Wilmington noted that this is really a Reading decision but they would be happy
to give their input.
The members of the Selectmen from Lynnfield, North Reading and Wilmington asked for copies
of the Light Board audit, and it was indicated that they would be receiving it tomorrow.
Other Business
The members of the four Boards of Selectmen discussed the general financial situation in how
they were approaching their budgets. North Reading noted that they would be starting the FY
2004 budget work July 1, 2002.
The Boards of Selectmen Meeting of March 14, 2002 was adjourned at 9:00 p.m.
