OFI�Fq�f Town of Reading George �� 16 Lowell Street (781) 942-9043 Reading, MA 01867-2685 fax(781) 942-9070 W L , Website: www.ci.reading.ma.us 639,INCORp04P BOARD OF SELECTMEN READING MUNICIPAL LIGHT BOARD OF COMMISSIONERS JOINT MEETING September 8, 2003, 7:00pm Minutes Attendance: Gail Wood, Dan Ensminger, Bill Hughes, Bob Soli, Phil Pacino, Camille Anthony, Matt Cummings, Andrew Herlihy and George Hines. I. Roles and Relationships of the Two Boards i I Board members expressed their opinions of their respective Boards roles and responsibilities. There was a discussion of the responsibility to Reading taxpayers and the responsibility to the Light Department ratepayers. II. Discussion on Improving Lines of Communication • There was a discussion of having joint meetings on some regular basis such as quarterly or semi annually. • Another option was the possibility of Chairman and or Vice Chairmen and CEO meetings on a regular basis. • It was suggested that each Board appoint liaisons. III. Topics for discussion. • Adoption of Early Retirement - The RMLB Commissioners were advised that if they wanted to adopt early retirement they would have to advise the Board of Selectmen before 10/31/03. • Formula for Fund distribution - It was agreed to defer discussion for a future meeting. • GM Agreement - The BoS had some questions about the agreement which the Commissioners answered. • Role of the CAB - It was agreed that the role of the CAB reps was to be advisory to their respective Boards of Selectmen and that the role had been somehow skewed and.was not working as intended. It was suggested that the CAB reps should report to their Boards the details of meeting discussions and find a way to express opinions and recommendations ` separately: • Communication from TM Office to RMLD - It was requested that personal issues be communicated between managers. • Communications to/from Outside Towns in district- It was agreed that communications should; be between Chairmen. • Employee Benefits - There was discussion about coordinating a general municipal approach to benefits. The Commissioners felt that would require more discussion. It was suggested that the Commissioners sit in on the joint strategy session with the FinCom and School Committee. • Electric Rates for Municipalities - There was limited discussion on this and agreement that the legal implications should be investigated before it was explored further.
