March 25, 2003
The meeting convened at 7:00 p.m. in the Lounge at the Senior Center, 49 Pleasant Street,
Reading, Massachusetts. Present were Chairman Camille Anthony, Secretary Richard
Schubert, Selectmen George Hines and Gail Wood, Town Manager Peter Hechenbleikner,
Nadine Wandzilak from the Advocate and Dennis Anderson from the Chronicle.
Discussion/Action Items
Downtown Parking Survey–Process and Timeframe - Chairman Camille Anthony indicated that
she would like to have a process to review the parking study for Downtown and get this matter
back before the Board of Selectmen.
Selectman Richard Schubert indicated that he would like to see early action on the Hamden Yard
parking lot regulations, modification to the High Street parking regulations, and the change in the
regulations to the off street lots limiting parking to a specified number of hours per day. He
would like to do this before Town Meeting so that a representation can be made to Town
Meeting as to the long-term viability of the revolving fund.
Chairman Camille Anthony noted that she feels we need to do a process or workshop involving
the Board of Selectmen, the Planning Commission, the Downtown Steering Committee and the
Downtown business people. This could deal with the longer term issues.
Selectman George Hines felt that we needed to do a statement of the problem and develop an
approach.
The Town Manager was directed to do the following:
1. Set up a workshop meeting, preferably as soon as possible, with the Downtown Steering
Committee, CPDC, Board of Selectmen and Downtown business people.
2. Set up a public hearing in April before Town Meeting to make the changes to the
Hamden Yard parking lot, High Street lot and regulations setting up the maximum hours
per day that one could park in the parking lots. With regard to High Street, instead of
taking some of the spaces between Vine and Haven Streets on-High Street for the
"employee permit spaces," we could reduce the two hour spaces there, increase the
commuters spaces there and place some of the employee paid parking spaces on High
Street north of Woburn Street.
Setting Up Meeting with Boards of Selectmen of communities served by the RMLD - Chairman
Camille Anthony reviewed the need to meet with the RMLD communities. The purpose would
be to review the status of the Town Meeting Warrant Articles, and also to have any other
discussion with regard to budget matters. The Board tentatively set April 9th for that meeting.
The Town Manager will not be able to be there because the Finance Committee will be meeting
— that night.

Chairman Camille Anthony asked for an update on Meadow Brook. The Town Manager noted
that Meadow Brook was suppose to get back to us with specific maps which would show the
land that they would need, and locate the parcels on those maps so we can determine how we
acquire those particular parcels. Selectman George Hines asked for another site walk, in better
weather but before the leaves come out on the trees, and showing specific locations of where
proposed improvements would be.
A motion by Schubert seconded by Wood to adjourn the meeting of March 25, 2003 at 7:45
p.m. was approved by a vote of 4-0-0.
