HomeMy WebLinkAbout2005-01-29 Board of Selectmen HandoutTo the Board of Selectmen and Town Manager: I apologize for not being able to discuss this in person, but I am in a theatre group and we have two performances this morning in Lexington. My aim is to resolve the issue of the lighting at the Jordan's complex. There is no reason we as residents cannot coexist harmoniously with this new complex. There are a few suggestions I'd like to make toward this end, which I am certain both Dickinson and Jordan's will be amenable to. With current lights in place : Install better shielding over the lights so that all lights are focused downwards and away from residential areas (currently lights glare out towards back and sides) Turn off lights one hour after store closes until 7am (this policy would need to be monitored) Gate the parking lot and have Reading police patrol it regularly through the night OR Hire a security guard for nights Change the lights themselves to lower lights (similar to Woburn Post office on Washington St) these lights are shielded all the way around and are lower wattage and less offensive than the ones at Jordans. Again- turn off the lights one hour after store closes until 7am Gate the lot and have police patrol it OR hire security guard for nights LANDSCAPING Due to the height of the building and lot, most effective way to landscape would be to plant quick growing pines on or near abutters property. This includes residents of the Condominiums, Eaton Street, and Smith Avenue. Trees could also be planted all around the bottom of the parking area Thank you, Diana LaVancher 3 Smith Avenue, Reading 781 - 944 -9190 C" . Z e7 p> O. LAKE QUAMVAPOIWTT P. • BOX 517, WAKFF1FLD, MA 01880 www.wakefield.org Statement on Walkers' Brook Lighting The Board of Directors of the Friends of Lake Quannapowitt (FOLQ) wishes to formally state its concern about the impact of lights on Lake Quannapowitt and on its surrounding lands from the Walker's Brook Development in Reading. We are concerned that the brightness of the lights, their height, and their reflection on the lake significantly alter the lake environment — extending to the center of Wakefield. These lights become the dominant visual feature of the lake at night, detracting from the serenity of the lake and surrounding lands. While we support rights of commercial development, we feel there are also rights of local residents in the face of unnecessary alteration of a peaceful environment. We question if light pollution effects on the northern third of Wakefield were ever considered during the design process for Walker's Brook Project. Although it has been reported that efforts, such as redirecting lights, have been made to address the problem, FOLQ believes that larger steps are necessary . To explore possible solutions, we request that meetings be held among concerned parties, including, but not limited to, FOLQ, Dickinson Development of Quincy, officials from Reading and Wakefield, and residents of both Wakefield and Reading who have been affected. Ideas that should be explored include (1) reducing wattage of lights wherever possible. (2) shielding and directing light to intended locations, and (3) selectively removing or reducing lights illuminating the sides of the Jordan's Furniture building and reflecting off the building's rim. To address security concerns, we suggest that vulnerable areas be reviewed, and that a variety of solutions be considered, including alternative lighting (such as motion detectors), alarms and fencing. Reasonable safety seems to have been achieved by other commercial areas with more discreet lighting. As advocates for the environment around Lake Quannapowitt, we are aware that quiet, green recreational space is becoming increasingly scarce. We feel that the degradation of the lake environment by the height and intensity of night lighting at Jordan's furniture is unnecessary and warrants alteration. We are respectfully asking that corrections be vigorously pursued.
