It shall be unlawful for the driver of any vehicle other than one acting in an
emergency to park said vehicle on any street or in any municipally owned parking lot
between the hours of 1:00 a.m. and 6:00 a.m.
With a valid current year's Community Access Sticker, vehicles may be parked
overnight in the following parking lots under the terms specified:
® Parker Street narking lot: from 5 PM until 8 am_ onda_y_ through Friday; all
day on Saturday and Sunday.
® Harnden Yard Parking lot: from 10 PM until 8_ am_ , Monday through Sunday.
During a snow emergency declared by the Town Manager or his designee, no
parking will be permitted in "Employee/Merchant" spaces from 7:00 a.m. to 10:00 a.m.

5.14 Employee/Merchant Parking
The Town Manager shall designate 13 parking spaces at the "old" Police Station parking
lot on Parker Street (known as the Parker Street lot), and
desienated with ether- restfietions in the Har-nden Yafd varkjng lot en Union Street, as
"Employee/Merchant Parking - Permit Required," and shall order those spaces to be
appropriately marked for that purpose.
The Town Manager shall designate up to 8 parking spaces in the Harnden Yard
parking lot as "Employee/Merchant Parking - Permit Required," and shall order those
spaces to be appropriately marked for that purpose. These spaces are "tandem" spaces,
and permits for these spaces shall only be sold in pairs with the 2 spaces that are back to
back beinsy Piven nermits onlv to the same person or organization.
Such parking spaces shall be restricted to "Employee/Merchant" parking on Monday
through Friday, from 8:30 a.m. to 5:00 p.m. Individual spaces will be assigned to permit holders,
and permit holders will be permitted to park only in their designated space. Priority for permits
for spaces shall be given to those businesses in the closest proximity to each lot that has
spaces designated as "Employee/Merchant Parking". The methodology of assigning spaces
where there is greater demand than supply, shall be developed by the Town Manager.

Dear Rick and Peter,
I was pleased to see that the Selectmen will be reviewing the instructional motions at the meeting
tonight. I don't know if you will be appointing the representative for Community Parish Nursing or
allowing the organization to do this, but obviously I am interested and Sandy is supportive. Having not
served on a town task force before, I am uncertain of the protocal but have attached my current resume if
this is needed.
I also wanted to mention that Jeff Strubble, a town meeting member, did approach me at the end of town
meeting to indicate that he would be interested in participating on the task force as the "town meeting
member." I have not had the pleasure of working with Jeff and he has not been involved in Community
Parish Nursing, but he indicated that he has had experience dealing with the aging of his own parents. I
assured him that I would pass his name on to you.
I am hopeful that the group can have at least one meeting before summer begins so that if any research
or data collection needs to be done, those tasks could at least get started before the fall.
Please send me a quick response this afternoon, so that I know you have received this note before the
Selectmen's meeting tonight. Thanks so much.

Move that the Board go into Executive Session, to discuss strategy with respect to litigation and to return to Regular
Session for the sole purpose of adjournment.
4. Motion to Adjourn
Reference Information - Appropriate topics for Executive Session: This Agenda has been prepared in advance and does not
necessarily include all matters, which may be taken lip at this meeting:
(1) to discuss the "reputation, character, physical condition or mental health rather than the professional competence" of a
particular individual,
(2) to consider the discipline or dismissal of, or to hear complaints or charges brought against a public officer, employee,
staff member, or individual,
(3) to discuss strategy with respect to collective bargaining or litigation, if an open meeting may have a detrimental effect
on the bargaining or litigating position of the governmental body; to conduct strategy sessions in preparation for
negotiations with nonunion personnel; and to conduct collective bargaining sessions or contract negotiations with
nonunion personnel,
(4) to discuss the deployment of security personnel or devices,
(5) to investigate charges of criminal misconduct or to discuss the filing of criminal complaints,
(6) to consider the purchase, exchange, lease or value of real property if an open discussion may have a detrimental effect
(7) to comply with the provisions of any general or special law or Federal grant-in-aid requirements,

body, provided that:. (a) any decision to participate in mediation shall be made in open meeting session and the
parties, issues involved and purpose of the mediation, shall be disclosed; and (b) no action shall be taken by any
governmental body with respect to those issues which are the subject of the mediation without deliberation and
approval for such action at an open meeting after such notice as may be required in this section.
