♦ New flags are needed for downtown. We will be removing the existing flags
this week, and replacing them the following week. If any resident wants to
make a donation to the fund to continue this display, they may drop off a
check at the Town Clerk's office made out to the Town of Reading for the Flag
Display. All donations are gratefully accepted.
♦ At the Board of Selectmen's request, I am putting a "Highlights" section on the
agenda for the first Board of Selectmen meeting of the month. We will have a
Department or Division of Town government come in and do a brief
presentation on the Department or Division. The purpose is to highlight what is
going on in that area of Town government, and what upcoming issues may be.
♦ The Board of Selectmen has asked that we preview future agendas, and get
material to the Board longer ahead of time than the weekend before the
minintinn at Whirh the i-q.qi ip i.q to hp qr1drP.-,.-,Pd.

♦ The Board has received the new Monthly Reports from Town staff. We are
looking for feedback on whether these reports give you more concise
information that you find helpful.
♦ The Town is very much in need of a new CAB member to the Reading
Municipal Light Department. This is a very important position which reports
directly to the Board of Selectmen. If anyone is interested, please contact my
office.
♦ Water restrictions are now in place. It took us a while longer to get the word
out via reverse 911, but this has been accomplished. We have been getting
some feedback from residents — some supportive and some not so supportive.
One resident wanted me to convey to the Board her outrage as to how this
was done, and that it was done without any public input.
♦ Included in the Board of Selectmen material is a survey of other communities
in the Ipswich River basin, and the status of their water restriction. Reading's
restrictions are more severe at this time than any other community other than
Wilmington, which has a total outdoor water restriction because of well
contamination.
♦ Also included in the packet is the report on the water leak detection survey
recently done in Reading. We do this survey annually, and the results of this
survey are to reduce leaks that result in 86,000 gallons of water lost per day.
This is certainly a worthwhile effort.
♦ The Board of Selectmen is invited on a tour of the Barrows and RMHS
projects next Monday evening — see your packets tonight for the invitation.
♦ An extension to complete the Verizon CATV license may be needed, and the
Chairman is authorized to issue an extension.

On Monday August 29, 2005 the Reading School Committee invites members of the
Board of Selectmen, Finance Committee and former School Building Committee to
participate in tours of the Barrows and Reading Memorial.High School prior to opening
the doors to our students. This is an informal, non posted event as outlined in the Open
Meeting-Law-manual which states "any on -site inspection of a project or program by a
governmental body does not qualify as a meeting." I have attached a copy of that section
.of the Open Meeting Law manual.
We would like to have the group tour Barrows at 6:30 p.m. and RMHS at 7:30.

It is my intention to have a 15 minute "Highlights" at the beginning of the first BOS meeting of each month. The intent
would be to have each Department/Division make a brief (10 minute) presentation to the BOS and to the Community,
followed by time for Q &A. If there is a Board, Committee, or Commission associated with the Division, then that B /C /C
should be part of the program - for example the Conservation Division and the Conservation Commission.
This is a great opportunity for you to present to the BOS and to the community what is going on in your area of Town
government, and what you see as upcoming issues and opportunities. It should be done as a very positive presentation -
and as professionally as we can do it. The presentation should focus on the major highlights of what is going on in that
Department/Division, and what issues are up- coming. It is not intended as a time to have a detailed discussion - those
may need to be specifically scheduled for another time.
Media such as power -point presentations are appropriate - and photographs or other graphics are always good.
We will be starting this in September - September 6 is the meeting date. They will be timed for 7:45 or 8 PM - so no
waiting around for a long time until we get to your agenda item. I need a volunteer to go first. And if you're not first, I
need to know what month you'd like to be scheduled for. As you can see, there are 2 years worth of "highlights ". and then
we can start all over again. Let Paula Schena know what you'd like for your schedule.

Pete,
Since I will not be able to attend our BoS meeting on August 23, 1
wanted
to express my opinion with respect to the discussion on the town
accountant's salary grade. As a member of the town accountant screening
committee, I heard from many of the qualified candidates that the salary
range was less than market rate considering the experience required for
the
position. With that in mind and knowing the board's desire to fill the
position with a well qualified candidate, I am in favor of raising the
town
accountant's position to a level higher than the current grade 17.
Please share this with the other members of the board.

The READING HOUSING AUTHORITY, a public body corporate and politic organized
under Massachusetts General Laws, Chapter 121B (hereinafter referred to as "the
Authority ") and the TOWN OF READING, MASSACHUSETTS, a municipal
corporation (hereinafter referred to as "the Town") hereby enter into and agree to this
Memorandum of Understanding, it being understood and agreed as follows:
The TOWN agrees to name the AUTHORITY as the BUYER'S NOMINEE
pursuant to the TO' rights under the Purchase and Sale Agreement dated
November 30, 1999 for the property at 75 Pleasant Street (the property) and to
notify the SELLER, Margaret C. Molyneaux, pursuant to Paragraph 4 (if
necessary) thereof, of the Town's nomination of the Authority to be the
grantee of said deed.
2. The AUTHORITY shall purchase said property in accordance with the terms
of said Purchase and Sale Agreement, and the TOWN shall have no further,
rights, responsibility or obligation in connection with said purchase.
3. The AUTHORITY and the TOWN shall work together to develop a plan for
the shared use of the unimproved land area for public parking while
maintaining the improved area of said land for two or more units of low -
income or affordable housing, which housing units shall continue to be owned
and operated by the AUTHORITY.

4. The AUTHORITY and the TOWN will work together at a mutually agreeable

said time period for implementation of said plan to extend for not more than

conditions which are financially feasible and mutually acceptable to both the
AUTHORITY and the TOWN.

Authority.
