TOWN MANAGER'S REPORT
Tuesday, July 26, 2005
® Chili's liquor license - change in Officer/Director.
o The Board of Selectmen is scheduled to have an extra meeting on Monday, August
8 to interview candidates for the Town Accountant position, and also to meet with
the Emerson Road and Dividence Road neighborhood. Does the Board want to
start early maybe with a short break for a meal? Like perhaps 6 PM.
o There is an Eagle Scout Court of Honor for Harrison Swyter on August 28 - is any
member of the Board of Selectmen available to attend and present the certificate?
♦ The Library was closed today because of a lack of air conditioning. The Facilities
Department is trying their best to get the necessary parts, and get them installed as
soon as possible.
® A Special Act has been filed by Governor Romney for the Interbasin Transfer so
that Reading may buy MWRA water.
® Attached are notes from the recent meeting I had with the John Street neighborhood
regarding improvements (the entire area from Salem to the RR, from Main to
Wakefield were invited). We are planning on going ahead with implementing the
consensus, and this will involve curb and sidewalk construction, as well as traffic
regulations that will be on a future Board of Selectmen agenda for hearing (probably
September 10).

John Street Neighborhood Traffic Improvements
Twenty residents attended the meeting at the Senior Center, 49 Pleasant Street, Reading,
Massachusetts at 7:30 p.m. on July 19, 2005. The residents were responding to an invitation to
all residents and property owners in the area bounded by the railroad tracks, Main Street, Salem
Street, and the Wakefield/Reading boundary.
Residents present were from Wilson Street, Village Street, John Street,' Haven Street,
Washington Street, Osborn Avenue, Gardner Road, John Street Court, Pleasant Street and Parker
Street.
The Town Manager presented a packet of material that included a GIS map of the area and charts
showing the results of the pre and post phase I Walkers Brook Drive construction traffic counts.
The Town Manager reviewed the fact that the Town has $100,000 as a developer contribution for
traffic improvements in the neighborhood. There have been a number discussions with the
neighborhood going back to the time before the landfill was sold. The Town has implemented
several improvements including the changes at John Street/Village Street, the change at Village
Street/Washington Street, and the improvement of the signal at Washington and Main Street.
The Town Manager also reviewed emails from two residents.
The consensus was as follows:
With regard to construction, the priority would be curbing both sides and sidewalks one
side on John Street for its full length. It's anticipated that the sidewalk would be on the
west side of John Street from Salem to Pleasant and then on the east side of John Street
for the remainder of the length.
2. Second priority would be for curb and sidewalk on Pleasant Street from John to Smith
Avenue.
3. A third priority would be curb and sidewalk on Haven Street from John to Parker.
4. A fourth priority would be curb and sidewalk on Green Street from John to Main.
The following regulations were suggested:
Four way stop at Elliot and Green Street, Pleasant and Eaton Street and Village and
Green Street.
2. It was suggested that crosswalks and the three color pedestrian warning signs be located
within the neighborhood where possible, including John Street at Haven Street and at all
of the locations where sidewalks would be built.
3. It was suggested that at the John Street/Green Street four way stop sign that reflectorized
tape on the vertical sign post be used to further identify this as a stop sign - for some
reason its difficult to see and people go through it.
4. It was suggested that improved alignment of the John Street/Village Street bend be done.
This could include signing that John Street does not go through to Walkers Brook Drive -
you have to take a right hand turn; parking prohibition on John Street right before the turn
so that. vehicles can stay in their lane.
5. It was suggested that there be signing or striping, cars be kept away from the intersections
by the State regulated 25 feet.
6. It was suggested that Haven Street at John Street be focused and narrow - it's too wide
and people take the turn too fast.
7. It was suggested that in the area of Hunt Park, we extend the off street parking area
somewhat, perhaps widen out the street on the Hunt Park side somewhat for parallel
parking, and if possible curb and pave the area.
The Town Manager thanked everyone for attending. The meeting was extremely productive and
the discussion was excellent. The meeting adjourned at 9:15 p.m.

To The Reading Town Manager
I am the owner, of 92 Bancroft Avenue, in Reading. In response to your legal notice, I am not in favor of heavy vehicle
traffic, on Bancroft Avenue. My house is located, at the corner of Route 129, Lowell St. and Bancroft Avenue. Our
driveway is located close to the corner and it is already a dangerous situation backing out.

Subject: Chute Street
Dear Pete,
My neighbors and I want to thank all the selectmen members for making Chute Street a 1 way street. The prompt
installation of the signage was outstanding. I want the transportation board to be aware that about 20+ cars a day
disobey the 1 way signs and drive northbound up Chute Street, it occurs from 6 a.m.-10 p.m. 1 think a police
presence may be needed to deter these violators.
