As the Board of Selectmen has had hearings on a couple of regulatory issues over the last couple
of months, residents have expressed an interest in taking a broad view of the neighborhood
generally bounded by Lowell Street, Woburn Street, High Street and Middlesex Avenue.
The Board of Selectmen will be meeting on Saturday, September 10, 2005, at 9:00 a.m. at the
corner of Mt. Vernon and Chute Street. They will be available to walls around the neighborhood,
and hear residents' comments and concerns. They will be able to spend approximately 1 1/4 hours
at.this location.

Dear Sir/Madam,
I have resided at the above Reading address for more than six years and would like to
offer a few observations regarding traffic in the neighborhood.
Chute Street is very narrow and is reduced to one-way on Sundays when the
Episcopal Church holds service.
There are many children in the neighborhood, including my own that are three
and five years old.
Many cars turn onto Chute Street from Woburn Street to "cut through" to
Route 129 without going through the center of town. These cars drive quite
fast and many fail to stop at Mount Vernon Street.
For these reasons, I would like to recommend that Chute Street be made a permanent
one-way street heading southbound. I have spoken with many local residents who also
feel this would improve traffic conditions and reduce the possibility of injury.
I will be following up with Town Hall later this week to discuss possible solutions to this
matter. Thank you for your assistance in reviewing this request.

As a 12 year resident of Chute Street and a 45 year resident of Reading, I am writing to you in
strong opposition to the proposal to make Chute Street a one-way street. I cannot be at the
meeting on Tuesday, June 28, due to a previous commitment, so I am writing to you in order to
be on record in opposition.
My concerns about this proposal are two-fold: safety and quality-of-life.
Since I moved to Chute Street in 1993, the street has blossomed into a neighborhood with very
young children. There are 10 children currently living in the part of Chute Street that runs
between Woburn and Mt. Vernon Streets, and there are more young children living nearby on
Mt. Vernon and School Streets. If Chute Street is made one-way, both the volume and speed of
traffic will increase on Chute Street and the adjacent streets. Chute Street will become a major
cut-through to and/or from Haven Street that will jeopardize the safety of our children and
diminish the quality-of-life in our neighborhood. Although some drivers currently use Chute
Street as a cut-through, the two-way traffic flow forces drivers to slow down. By eliminating the
two-way traffic, there will be little impetus for drivers to slow down and this safety issue will be
exacerbated by the additional traffic to the area that the new building at the corner of Haven and
Chute Street will generate.
In addition, the character of the street will change if it becomes one-way. Over the many years
I've lived in Reading, I've seen streets that have become one-way slowly transform into mere
extensions of the downtown and loose their residential character. As a residential taxpayer and a
mother of two young children, I do not want this to happen to my neighborhood.
Despite living near Haven Street, Chute Street remains a neighborhood. In recent years, the
Reading Police Department has done an excellent job in enforcing the parking laws. This has
greatly reduced the number of cars that park all day on Chute Street while their owners take the
train to Boston or work in office buildings along Woburn Street. I applaud the diligence of the
Reading Police and appreciate the results of keeping parking along Chute Street as it should be in
any neighborhood, and as it is in most Reading neighborhoods for short term visitors only.
Unfortunately, this is not the case on Mt. Vernon Street, where employees of commercial
establishments along Woburn. Street park all day and interfere with tubing onto Chute Street.
This parking situation should be stopped and I would recommend similar parking regulations
along Mt. Vernon as currently exist on Chute Street. Residential property owners should not

have to accommodate the owners of commercial establishments who do not plan for enough
parking for both their employees and their customers. Unfortunately, with the new development
at the corner of Haven and Chute Streets and its apparent lack of parking, I fear there will be
increased pressure to allow parking along Chute Street and more parking along Mt. Vernon
Street. This should not be allowed.
Residential property owners located near commercial establishments should not have our
children's safety jeopardized by increased traffic and speed, our property values diminished by
the sprawl of development, be inconvenienced by parked cars blocking entrances and exits to
streets and driveways, and our neighborhood character drastically altered. Chute Street is a
wonderful neighborhood that currently enjoys a harmonious co-existence with the downtown
commercial area. I urge you to help us maintain this balance by opposing the proposal to make
Chute Street a one-way street and any future proposal that seeks to loosen the parking
regulations as well.

This letter is being written to express our dissatisfaction and disbelief regarding
the recent change in the traffic pattern on Chute Street, changing the upper portion of the
street, between Mt. Vernon Street and Woburn Street, from two lanes of traffic into a
one-way.
The change seems to have taken place without a great deal of public input, since a
number of local residents were unaware of the proposed change until an article appeared
in the Chronicle,. stating, the decision had already been made.
Now, northbound drivers on Chute Street, instead of being able to go directly
across Woburn Street, must make a right hand turn onto Woburn, then a left onto
Bancroft and a second left onto Mt. Vernon. The width of Bancroft Street at its
intersection with Woburn Street is far less than that of Chute Street, and frequently there
are cars parked near the intersection, making the turn difficult at best and possibly posing
a much greater safety hazard than existed before the change. Also, due to the entrance to
the Atlantic parking lot being directly across Woburn Street, the number of cars using the
intersection has always been somewhat high, and now it has increased further due to the
change in the traffic flow on Chute Street. When a car is waiting at the base of Bancroft
to enter onto Woburn Street, the amount of space left for traffic turning from Woburn
onto Bancroft becomes even more reduced, again raising safety concerns. The left hand
turn from Bancroft onto Mt. Vernon is also problematic, due to the reduced lines-of-sight
for any oncoming traffic.
Additionally, it seems rather absurd to have the two portions of such a short street
being one-way in apposite directions. It makes one question the rational basis for
invoking such a change, since the old pattern of traffic did not seem to cause any
-problems -in.traffic.flow, . and. the.newer.pattern.seems to.present .a n-w.nber.of.safety
concerns that previously did not exist.

Dear Mr. Hechenbleikner,
I am writing as a concerned resident of Kingston Street.
Our sidewalks are in deplorable condition with cracks, tree roots
pushing up the sidewalk material. My children have tripped, or fallen
over on their bikes due to the unevenness. In fact, the sidewalks are so
bad, I tell them to ride in the street.
Nevermind the danger to the elderly residents that walk our street.
The surface of our street is a mess of patchwork repairs, again making
it unsafe for the children to ride bikes, or roller blade. I remind you
they should be on the sidewalks and not the street. But both surfaces
are equally bad.
And finally, motorists, not from our street, tend to roar down the
street.... heedless of the young children that now live here this is a
tragedy waiting to happen!
We look forward to meeting you during your tour of our neighborhood on
Saturday, September 10th.

I just left a message with Paula, but it might be easier to correspond
by email, as I will probably be out during the afternoon.
I was wondering what the background is.for the selectmen's review of the
Middlex-Woburn-High section of town? The letter we received doesn't give
the background, and it might be helpful to understand what issues lead
to it in order to comment appropriately (e.g. it would be great if the
town could get the MBTA to cut off the bell ringing the entire time the
train gates are down, but I doubt that's what the issue is!).
Also, the streamteam was wondering if the selectmen would like to go to
the river as part of their tour of the water treatment plant sites, we
could probably be available to accompany you/them if you/they'd like.

I cannot attend the meeting tomorrow, so I am emailing this instead. I just noticed
the letter said to do by yesterday, so I hope this is not too late.
I live at the corner of Linden and Lowell at 60 Lowell St. I attended the meeting to
stop heavy trucking on Linden between Woburn and Lowell. I am glad it passed with
town approval. Are the signs up yet?
I realize that Lowell Street, Route 129 is a state road, but does the town have any say
over the speed limit in close approximation to the town center? I have quite a hard
time getting out of my driveway because of the speeding traffic.
I would like to have the speed limit on Lowell Street between Bancroft and Main
Street reduced as traffic approaches the town hall and the center. Also in the
opposite direction as well. I believe the speed limit is 35 miles per hour from way
back on Lowell St. This is way too fast as traffic approaches the town center and
lights at Main St. There is an incline in the road from Bancroft to Sanborn, then
downhill to the light. When traffic is backed up from the light at Main and Lowell, I
hear screeching of brakes as vehicles cannot know that traffic is stopped until they
hit the top of that incline. Again, as traffic on Lowell heading out of town stops to
take a left onto Middlesex, many brakes and horns are heard.
Many drivers only use the 35 mph as a suggestion, not the law. I am sure that many
of the trucks using Lowell St. are going much faster than that. Can you have a speed
check done?
I hear quite a few vehicle horns as traffic pulls out from Linden and Middlesex onto
Lowell. The traffic on Lowell is often going too fast and blow their horns to show how
mad they are that another vehicle pulled in front of them as they are speeding along
on Lowell.

Dear Peter,
I am writing today in response to your notification, sent to the residents of various street surrounding and including
Sanborn Street, regarding the Selectmen's walk around the neighborhood scheduled for Saturday September 10,
2005. 1 am a current owner at the Schoolhouse on Sanborn Street. If I am unable to attend the walk I would like to
bring to the attention of the Board a specific traffic condition particular to Sanborn Street.
The location of Sanborn Street, residing between Lowell and Woburn Streets causes it to be a natural byway for
vehicular traffic seeking to cut through from one part of town to another. However in recent years it seems that
not only has the amount of traffic has greatly increased, but also the speed of the vehicles. The reason for my
concern relates specifically to the day care/ nursery school operations conducted by the Congregational Church.
The nature of these operations calls for parents dropping off and retrieving young children several times a day.
During these periods, both sides of Sanborn Street become full to capacity with parents, students and siblings
crossing to and exiting or entering parked vehicles. These events naturally coincide with AM and PM rush hour
traffic volume, which in my opinion has created a serious safety hazard to the young children and their parents. I
have witnessed several instances recently of vehicles traveling on Sanborn with complete disregard for the safety
of the pedestrians in the vicinity. You may recall that approximately 5 years ago a resident in our building was
fatally injured in the crosswalk at the corner of Sanborn and Woburn. It is my sincere hope that by bringing this
matter to the attention of the Selectmen that we can avoid a tragic situation from occurring.

Mr. McIntire:
The NHESP has reviewed a "Site Alternatives Comparison" (dated 8/05, prepared by CDM) for the above-listed
project site, and conducted a site visit on September 6. Based on a review of the information that has been
provided and the information contained in our database, it is the opinion of the NHESP that a replacement water
treatment plant could be constructed on any of the three "alternative" sites (existing compost, former compost,
existing plant site) and avoid a "take" of state-listed rare species provided that the project entails no clearing of
existing forested areas. I note that some forest clearing associated with widening of the access road to the former
compost area or within a small area of wetland behind the existing plant would be acceptable.
A final determination by the NHESP will require review of final engineered project plans.
