The rate required to generate the budgeted $357,529 is $36.25 for one and two family residential properties which have an average impervious area of 2,552 square feet. The Committee voted an increase of approximately 10% above that rate in order to cover abatements and start building a Storm Water Enterprise Reserve Fund. The difference of $3.59 would generate an additional $39,800. As indicated above, the Committee did not.recommend exemptions. However, they did request calculations on what the rate would be under different exemption scenarios. Pete ~N 6/8/2006 Section 6.3 - Selection Process - Town Accountant The Board of Selectmen (BOS) appoints two town officials, the Town Manager and the Town Accountant. Based on experience the following process should guide future Boards of Selectmen in such searches in the future. The right for the public to be able to monitor the work of town government, embodied by the open meeting law, does conflict with the right of privacy of applicants for senior Town positions. Therefore it is important that a screening committee be convened that can offer casual applicants some measure of confidentiality during the early stages of the selection. For the position of Town Accountant the screening committee should be constituted as follows: • Two members of the Board of Selectmen • One member of the School Committee • One member of the Finance Committee The Town Manager and Human Resources Administrator should be available to staff the process. The School Superintendent should also be consulted because of the close working relationship between the Town Accountant and the School Department. The screening committee members should not be staff of the department or board, but members themselves. Further, it is critically important teat all otriciai committee members be available for screening interviews (even if that means having candidates come back twice). The most important step in the screening process is networking throughout the area to solicit qualified candidates. For Town Accountant this may be somewhat difficult because municipal staffs are so small that there are few assistant Town Accountants that can readily apply for the step up. Reading offers great working conditions, but the salary range may make it difficult to attract strong candidates from other towns. It is only with flexibility that the Town will be able to recruit for this position. The Town has previously developed job descriptions, advertisements and other documents with draft questions for the screening process that help with sparking discussion with the candidate. These documents should be preserved for future use and guidance. The search committee should rate each candidate and compile the results. The committee should look for consensus candidates to bring forward to the Board of Selectmen for their interview process. In general not more than two candidates should be forwarded to the Board of Selectmen interview, as it involves public discussion. . Before the final round of interviews are scheduled the candidates should be aware of the anticipated pay level and conditions of employment given their skills, background and experience so there is little misunderstanding once the more public process begins. The screening committee should not be afraid to recommend a single consensus candidate if that candidate is unanimously supported by the group. However, under this U~P scenario it is very important that there be a clear understanding of the basic conditions of employment before the public interview. The screening committee should report to the Board of Selectmen and the public on its recommendation(s) and schedule public interview sessions. The interviews should be lead by the screening committee members. for the Board of Selectmen. It is important that the Board of Selectmen is comfortable with the candidates before making a selection. The Board of Selectmen should not hesitate to ask for more or different candidates or to ask the candidates to return for a second round of interviews. The Board of Selectmen screening committee members should participate with the Town Manager and Human Resources Administrator on making the final offer to the successful candidate. In addition Article 4-10 of the Reading Home Rule Charter provides for the appointment by the Board of Selectmen of a Land. Bank Committee. Neither document is clear as to the membership or mission of the Land Bank Committee. The purpose of this policy is to establish the details of this Committee. There is hereby established a three (3) member Land Bank Committee. The Committee will be made up of three (3) members appointed for 3 year terms, so appointed that one term shall expire in each year. In selecting the Committee membership of 3 members, the Board of Selectmen shall appoint all members and shall give consideration to members representing the following interests within the community: • Experience with land records; • Experience with legal proceedings involving land transactions; • Knowledge of the Community; • Experience with information technology and it's uses in records management; • Knowledge of and experience in local government in Massachusetts. The Land Bank Committee shall serve as a resource to Town government providing information in its possession on Town owned land. Personnel and Appointments RMLD Citizens Advisorv Board - The Board interviewed Andrew Herlihy for a position on the RMLD Citizens Advisory Board. Tafova moved and Goldv seconded to place the following name into nomination for one position on the RMLD Citizens Advisorv Board with a term expiring June 30. 2008: Andrew Herlihv. Mr. Herlihv received three votes and was appointed. Economic Development Committee - Rescheduled for May 23, 2006. Discussion/Action Items Highlights - Veterans' Agent - Veterans' Agent Lou Cimaglia was present. He noted.that there are 536,000 veterans in Massachusetts and approximately 1300 in Reading. He processes applications for indigent veterans, applications for education, tax exempt forms for disabled veterans, helps with finding housing, etc. He has enrolled over 50 Reading veterans at the V.A. facility. Close the Warrant - Special Town Meeting on June 12. 2006 - The Town Manager reviewed the Warrant for the Special 1own meeting. He noted-th-al-rticie 3 ism aix nrd-the-C *tal Improvements Program for the MWRA buy-in. Article 4 is for approval to purchase 100% of the Town's water from the MWRA. Article 5 is a Home Rule Petition to shorten the process for legislative approval for 100% buy-in to the MWRA. Article 6 is to amend the FY 2007 Budget to either approve money to update the environmental impact for MWRA buy-in, or to move forward with the design of a Water Treatment Plant. Selectman Ben Tafoya had concerns regarding combining both items in Article 6. The Town Manager indicated that he would add a new article to see what sum the Town will authorize to build a new Water Treatment Plant. The Town Manager noted that Article S is for the acquisition of land on Main Street. A motion by Goldv seconded by Tafova to close the Warrant consisting of eight Articles for a Special Town Meeting on June 12. 2006 at 7:30 p.m. in the High School Auditorium. 62 Oakland Road. Reading was approved by a vote of 3-0-0. Approve Purchase and Sales Agreement - Dividence Meadows - The Town Manager noted that this property is at the end of Kiernan Road. Town Meeting authorized up to $40,000 and we received a grant for $16,000. We are purchasing 10 acres of land for the remaining cost of $31,000 that includes closing costs. 5 ~3 Board of Selectmen Meeting - Mav 16.2006 - Paae 4 A motion by Tafova seconded by Goldv to approve the Purchase and Sales Agreement between the Town of Readinnu and Hillcrest Realtv. Inc. for the purchase by the Town of property known as Dividence Meadows, Reading. Massachusetts. beins part of the property particularly described in Book 8624. Pate 411 in the Middlesex South Reeistrv of Deeds being 10.41 acres of undeveloped land was approved by a vote of 3-0-0. Town Counsel Performance Review - The Town Manager noted that the Board of Selectmen had agreed to do an annual review of Town Counsel services. He also noted that the form used in the past was in the packet and if the Board had no changes, he will distribute it to staff and Boards, Committees and Commissions now. After the feedback is received, then two Selectmen and the Town Manager will do the review with Town Counsel. Chairman Camille Anthony designated Selectmen Ben Tafoya and Stephen Goldy to do the review. The deadline date for reviews to be returned to the Town Manager is June 15, 2006. Establishiniz a Downtown Parking Task Force - The Town Manager reviewed the draft policy establishing an ad hoc Downtown Parking Task Force. He noted that it will be composed of seven members. The purpose of the committee is to develop a work plan and schedule, become familiar with the Master Plan and zoning, review past studies that have been done and evaluate alternatives. The Town Manager also noted that there is the issue of type of parking - surface or structure. He will wait for the result of the survey that Julie Thurlow is doing before scheduling a Selectmen's hearing. Ms. Thurlow noted that the surveys will be reviewed next Thursday. The Town Manager noted that he will set up a meeting with the merchants for tea, Friday. Chairman Camille Anthony asked if businesses are open on the evening, and the Town Manager noted that he would add to the mission to look at if the hours of the business have an effect on the parking. A resident from 14 Bancroft Avenue asked if there was a tool to evaluate how long turnover is, and Police Chief Jim Cormier indicated that there was not.. Rick Schaffer noted that the mission is not asking the Task Force to look at how the parking affects the private neighborhoods. Selectman Ben Tafoya noted that was why the composition of the Task Force includes two residents of the neighborhood. He suggested adding to the mission evaluating the current situation and alternative parking plans and evaluate the impact on Downtown. Leslie Haley from the Hitching Post noted that she is open until 8:00 p.m. and it is very quiet - the business isn't there. Janice Jones asked if there was any sense of what is going in that building, and the Town Manager noted that the owner talked about mixed use but there are no definite plans. Establishment of Prioritv Obiectives and Work Program - The Town Manager reviewed the 15 highest priority objectives and work programs. Board of Selectmen Meeting - Mav 16, 2006 - Page 5 Selectman Ben Tafoya noted that the housing plan needs discussion and needs to be a priority. Chairman Camille Anthony noted that four objectives are regarding building maintenance. She asked how these would be accomplished when building maintenance is under the auspice of the schools. The Town Manager noted that he has been working with the School Department and is making good progress. Chairman Camille Anthony noted that the Master Plan needs to be looked at, and designate if the Selectmen or which department will be responsible. The Town Manager noted that he has added the Master Plan to the Action Status Report. He also noted that the Board of Selectmen need to prioritize the number of Boards, Committees and Commissions that are being established. Sign Deeds - Habitat for Humanity - The Town Manager noted that this is for two lots on Governor's Drive. They received LIP approval and DHCD approval. Improvements to the drainage system has been done. Granite curbing will be installed on both sides and sidewalks on small portion of the street. The estimated cost is $75,000 and Habitat for Humanity will pay in two parts - one part at the closing and the remainder 90 days later. The work will be completed within nine months. The pads will be poured immediately. They will contract out for electrical and plumbing. The Selectmen have already approved this project - they just need to sign the deeds. Approval of Minutes A motion by Goldv seconded by Tafova to approve the Minutes of April 18. 2006. as amended. was approved by a vote of 3-0-0. A motion by Goldv seconded by Tafova to approve the Minutes of Aoril 25. 2006 was approved by a vote of 3-0-0. Respectfully submitted, Secretary s Board of Selectmen Meeting June 7, 2006 The meeting convened at the Senior Center, 49 Pleasant Street, Reading, Massachusetts. Present were Chairman Camille Anthony, Vice Chairman Richard Schubert, Secretary Stephen Goldy, Selectmen James Bonazoli and Ben Tafoya. Also present were Town Manager Peter Hechenbleikner and the following list of interested parties: Bob Frey, George Katsoufis. Discussion/Action Items Potential Improvements to Route 128/I-93 Interchange - Chairman Camille Anthony noted that the purpose of this meeting was for State transportation staff and their consultant to present information on the different components of layout of potential improvements to the Route 128/I- 93 Interchange. Bob Frey from Mass Highway noted that the best place for information is the 9395info.com website. The purpose of this process is to solve the problems at the intersection while incorporating community concerns. The specific goals are to lessen congestion, improve safety, minimize property takings and maintaining current local access. The study area is from Route 129-/Route 128 -irr-thc asst, Route-129/I=93-in-the-north,-Route-l-2&/Raute38-in the-west,-and I 93/Montvale Avenue in the south. The process which could take 8-10 years is the planning study, followed by the environmental study, followed by funding, followed by final design, followed, by construction. We are in the planning phase. This Interchange carries 375,000 vehicles per day on average. During the next 20 years, this is projected to increase 21% overall. With regard to the safety issue, there are a lot of accidents along with a lot of traffic but this is one of the higher accident rate sites in the State. They have reviewed 2002 and 2003 accident reports and note that there are clusters of accidents particularly where weaving, acceleration and deceleration take place. With regard to congestion, the northeast loop is a major problem in the a.m. and p.m. A demonstration was shown as to how this congestion affects the entire Interchange. The causes are we are using a very short compressed space that is much shorter than design guidelines will provide in the Interchange, weaving between intersections which are also closer than design guidelines, the eastbound Route 128 lane drop and the geometry of the Interchange is outmoded. In addition to the goals of improving traffic flow, improving safety, avoiding takings and maintaining local access, additional goals are to minimize noise and visual impact, develop a project that is doable and improve overall mobility. There are two strategies being discussed - the highway strategy and the non-highway strategy. The strategy has been to look at the different components of the Interchange, to screen options to determine what the best ones are, and then to combine options for different components in the S ~,k Board of Selectmen Meetiniz - June 7. 2006 - Paee 2 packages. All of the components shown can be done within the existing right of way - there are a couple of minor exceptions which will be shown. There was discussion about metered access and Mass Highway will look at that. Mass Highway went over the plan views of the different components and answered questions. George Katsoufis asked if they could look at the Route 128/Route 28 Intersection, particularly the northwest ramp. The interest is in seeing if better and more direct access can be achieved to the Addison-Wesley property. Mass Highway indicated that one of the optimal solutions would be to allow for future H.O.V. lane design. There was considerable discussion on sound barriers. The area between north of West Street to east of Walnut Street and west of Walnut Street to almost Route 128 is currently being studied for Type 2 sound barrier. If project. construction goes forward, then sound barriers would definitely be built as part of the project. Noise studies are being done currently. Mass Highway handed out but did not focus on the "potential transit/TDM components (5/31/06)." Comments will be accepted on these components.
