Tuesday, April 18, 2006
• The TASC building in Reading has been sold to Nordic Properties. Staff met with them today and
they are looking forward to working with us to maximize the use of the property here in Reading.
• Reading has received a grant for retro fit kits for 4 RMLD vehicles - under the Cities for Climate
Protection program.
• We have received a complaint about emailing election ballots - this matter has been turned over
to the Reading Police Department - there does appear to have been a violation of law according
to the State Elections Division.
• 1 have had designed a pair of sign-boards for the common, each of which will take 3, 2-sided
announcements for community events. We have a sponsor for one - the Reading Garden Club
and are working on co-sponsors for the other. These will take the place of the sandwich-board
signs used by volunteer groups to announce their events, and will provide us with the ability to
neatly display announcements for up to 6 events at a time. I have reviewed these signs with the
Historical Commission and they are going to get back to me within 3 weeks with any comments
they have. I anticipate having at least the first of these installed by mid summer.
• Jordan's lighting code report is enclosed in the Board of Selectmen packet for your review. In
addition, lighting changes have taken place in the parking lot by placement of "shoebox" fixtures
in some key locations. I examined the lighting last evening and it seems much better. I will ask
abutters for their comments.
• Rubbish Bids have come in very well - the low bidder on a 5 year contract is approximately
$110,000 less than in the proposed FY 2007 budget. It is my intent to award the bid within the
next several days.
• House budget has approximately $200,000 less in it than the Governor's proposed budget. We do
not recommend any change to the Town budget at this time - there is a lot of negotiations to take
place before a final number is derived.
• The completion of Summer Avenue and Willow Street will be done this spring - tree lawns will be
seeded after the last threat of frost - after Patriots Day. Shade trees will be planted this spring.

Pete, Mark D and I were at the site last Wed night to review the Jordans lights. We noted one light was not
working and a few lights which could be reaimed further away from Carnation Circle.
We had the contractor at the site again on Friday to repair the one light and to redirect the lights along the back
of the property which could be seen from Carnation Circle.
We are scheduled to meet with Jordans at the site on Wed night to hopefully have them approve the light
levels. I wanted to get their approval on the light level before meeting with TLA.
Regarding the glare coming from the lights along the 128 property line, these lights have been redirected down
(approximately 20 - 40 degrees) to comply with the classification of a cutoff fixture. I'm fairly certain that further
ajustments to these lights will result in inadequate light levels in the parking field.
I'll get back to you on Thursday to let you know the results of our meeting with Jordans.
Thanks

What is the status of making the few remaining adjustments. We want to see the results while the trees are
still not in leaf - which is the next couple of days only.
What I noticed from Carnation Circle is that it is much better but there are still a couple of glary light fixtures -
my impression is mostly towards 128.

What I heard from Ed at the end of last week is that the work had been done. I was out last night and I think
it looks much better but the shielding of a couple of lights still needs to be done.
Ed and Tom - please work together to get this completed ASAP.

Last night I drove around Jordan's parking lot. The roadway shoebox fixtures have been installed but they do
not look like they have been aimed. The visors have not been installed on the floodlights as promised. Have
you heard anything further from Ed Shaw since I thought he had promised to have this work done last week?

Dear Selectmen and Peter,
Our town's newest committee, The Advisory Committee on Cities for Climate Protection, was invited
to preview the newest HBO documentary, "Too Hot Not To Handle." The documentary is a primer on global
warming and the solutions to slow it down. If you still question whether mankind has contributed to this dilemma,
and whether global warming is actually happening, this documentary will help clarify the issue.
Laurie David, the documentary's executive producer states, "What's happening is that the scientists
who are the most cautious people on the planet have now said that we have less than ten years to slow global
warming down or else." He adds, "The exciting thing about this problem is that all the solutions already exist to
start solving this.... And we can be doing them tomorrow. The big problem with this issue is getting the American
people to demand changes."
The HBO documentary is a must see. It runs on Earth Day, April 22nd at 7 p.m. Please check TV
listings to ensure the time. Also, spread the word to family and friends. ( I sent this as a letter to the editor for the .
Chronicle and Advocate.)
Sincerely,
Ron D'Add.ario
