The Town Engineer is arranging to have it repaired ASAP • The MWRA water interconnection vault on Border road at West Street will be under construction after the first of the year. • Friends and Family Day - June 30, 2007. • Curbside holiday tree collection - week of January 8 to 12, 2007; Compost center is open for trees on Saturday, January 13. • The Christian Science Church on Lowell Street next to Town Hall is not longer being used. Christmas present to the families and businesses served by the Massachusetts Water Resources Authority. As part of his so-called 9C cuts (and no doubt focusing on his upcoming presidential claim), our no new taxes chief executive eliminated $25 million in state funds dedicated to water and sewer debt relief. What does that mean to your city or town? We have attached information that indicates exactly how much each member community will have to pay in this fiscal year in order to make up for Governor Romney's cut. Where will the money come from if the Legislature or Governor-elect Deval Patrick does not reverse Romney's action? Directly from the ratepayers of your community. In 1994, the Legislature approved $20 million to the MWRA for debt service assistance in recognition of the extraordinary amount of debt taken on by the Authority in order to meet its court-ordered obligation to clean up Boston Harbor as well as to maintain and improve the water and sewer infrastructure currently serving 61 cities and towns in the Commonwealth. Recognizing the incredible strain on municipal and family budgets caused by the increased rates required to service the MWRA debt, the Legislature increased the allocation for debt service assistance until it reached a high of $50 million in FY2002. In 2003, Acting Governor Swift eliminated debt service assistance. For the next three fiscal years, a total of $15 million was restored. In fiscal year 2006, the Legislature took a stand for fair and consistent rate relief by committing $25 million to debt service relief and overrode Governor Romney's veto of the appropriation. Governor Romney's action in cutting these funds almost half way into the fiscal year may be good presidential politics, but it is the height of irresponsible fiscal policy. During the campaign, Governor-elect Patrick recognized this by promising to promote predictable budgeting. More importantly, Governor-elect Patrick recognized that Governor Romney's supposed fiscal restraint has resulted in hundreds of millions of dollars in increased fees and property taxes. By letting the Governor's cut stand, that total will rise by another $25 million. MWRA debt service assistance provides vital financial relief to ratepayers in member communities facing exorbitant projected increases well into the future. It represents money put back into the pockets of families and small businesses struggling to meet these rising costs. Malting a commitment to this form of assistance is good policy and keeps faith with the incoming governor's promise to team with local officials in a relationship of trust and respect to build the most attractive and vibrant cities and towns in the country. Restoring the MWRA debt assistance would be a great first step toward creating this new civic compact. -50 However, each of us must realize that we need to speak up if the $25 million is to be restored. Indeed, appearing before the Board of Aldermen with Senator Richard Tisei (R-Wakefield) to explain the recent 9C cuts, Representative Michael Festa (D-Melrose) told us there was no guarantee that these funds will be restored and urged us to take action to reverse Governor Romney's action. To that end, the Melrose Board of Aldermen urges all local public officials to contact each important government official listed below as well as the members of your delegation and urge them to support restoration of FY2007 debt assistance as well as a long-term commitment to funding for this important source of relief for the people of the 61 cities and towns served by the MWRA. We look forward to working with all of you to ensure that this vital source of local assistance will be a top priority this year and in the years ahead.
