3) Personnel and Appointments - We do have applicants for th-e three positions listed and
we'd like to get these positions filled as quickly as possible.
4a) I will have an updated Action Status Report for you on Tuesday.
4b) Staff and members of the Retirement Board will be making a presentation on the
retirement system under the highlights section.
4c) Ted McIntire will be present to review the current state of our water conservation efforts.
The material had previously been presented to the Board, but there was no time to review
it following the hearing on water rates.
4d) Chairman Russ Graham will give you a status report on the activities of the Economic
Development Committee.
4e) The large tree at the northeast corner of Sunset Rock Lane and Franklin Street is very old.
We had previously received petitions including from the Superintendent of Schools to
remove the tree. The Tree Warden determined that the tree was still healthy and Town
Planner Chris Reilly had done a photo review showing that the removal of the tree would
not materially improve the sight distance from southbound Sunset Rock Lane towards the
east. As part of the curb and sidewalk construction, we had gotten a verbal agreement
from the property at the northeast corner of Sunset Rock Lane and Franklin Street to
grant an easement to the Town to put the sidewalk on.the "inside of the tree." However,
in spite of repeated attempts by the Engineering Division to secure a written easement,
we have not been able to do that. We need to get this sidewalk construction completed.
It is, therefore, my recommendation that the Board of Selectmen order the removal of this
tree.
4f) As discussed prior to Town Meeting and as Town Meeting approved in the FY2007
budget amendment, the Administrative Secretary/Assistant Town Clerk is retiring in
January. We want to get the position filled on a full time basis as soon as possible so that
we can have some training overlap. Human Resource Administrator Carol Roberts will
be present at the meeting to review the classification for this position. Once classified,
we will advertise the position and hope to get somebody in place by the end of
December.
4g) The Town Clerk and Fire Chief are recommending changes to the fee structure for
underground storage tank licenses and tank removal fees. These fees haven't been
updated in several years.
4h) Change of Manager Reading Overseas Veterans - There is a new Manager for the
Reading Overseas Veterans and this requires Selectmen's approval. This does not
require a public hearing.
4i) Liquor License Renewal - Enclosed are copies of the license renewal applications for all
of the liquor licensees in the Town of Reading. As part of the renewal process, I have
personally gone out and inspected every one of these establishments. I review them for
conformance to the Selectmen's Policies pursuant to the attached check list. All
establishments conform to the Policies. The one exception, is that I have not inspected
the new Northside Liquor location, as it is still under construction. This can still be
licensed and I will inspect it prior to the license actually being issued. One other item of
note is that Harrows has decided not to renew its liquor license because of a change in
their operations at this site.

Cultural Council.
Purnose The Reading Cultural Council is the local agent for
the distribution, receipt and evaluation of
applications for funds from the Massachusetts
Cultural Council. It will also act to serve as a
resource for the dissemination of information as
well as to encourage activities related to furthering
and stimulating interest for the ' arts in the
community.

I am responding to a volunteer position on the Reading Cultural Council. I am very
interested in working with members of the Arts Council. My children are all grown and I
feel I have the time to devote to this group. Attached is my resume, which includes my
past volunteer activities. I was a grant writer at the Killiam School from 1993-1995
procuring Reading Arts Council Grants to assist all Reading Elementary
Schools to attend the Boston Symphony Orchestra children's concert.

3) Personnel and Appointments - We do have applicants for the three positions listed and
we'd like to get these positions filled as quickly as possible.
4a) I will have an updated Action Status Report for you on.Tuesday.
4b) Staff and members of the Retirement Board will be making a presentation on the
retirement system under the highlights section.'
4c) Ted McIntire will be present to review the current state of our water conservation efforts.
The material had previously been presented to the Board, but there was no time to review
it following the hearing on water rates.
.4d) Chairman Russ Graham will give you a status report on the activities of the Economic
to Development Committee..
4e) The large tree at the northeast corner of Sunset Rock Lane and Franklin Street is very old.
We had previously received petitions including from the Superintendent of Schools to
remove the tree. The Tree Warden determined that the tree was still healthy and Town
Planner Chris Reilly had done a photo review showing that the removal of the tree would
not 'Materially improve the sight distance from southbound Sunset Rock Lane towards the
east. As part of the curb and sidewalk construction, we had gotten a verbal agreement
from the property at the northeast corner of Sunset Rock Lane and Franklin Street to
grant an easement to the Town to put the sidewalk on.the "inside of the tree." However,
in spite of repeated attempts by the Engineering Division to secure a written easement,
we have not been able to do that. We need to get this sidewalk construction completed.

4f) As discussed prior to Town Meeting and as Town Meeting approved in the FY2007
budget amendment, the Administrative Secretary/Assistant Town Clerk is retiring in
January. We want to get the position filled on a full time basis as soon as possible so that
we can have some training overlap. Human Resource Administrator Carol Roberts will.
be present at the meeting to review the classification for this position. Once classified,
we will advertise the position and hope to get somebody in place by the end of
December.
4g) The Town Clerk and Fire Chief are recommending changes to the fee structure for
underground storage tank licenses and tank removal fees. These fees haven't been
updated in several years.
4h) Change of Manager Reading Overseas Veterans - There is a new Manager for the
Reading Overseas Veterans and this requires Selectmen's approval. This does not
require a public hearing.
4i) Liquor License Renewal - Enclosed are copies of the license renewal applications for all
of the liquor licensees in the Town of Reading. As part of the renewal process, I have
personally gone out and inspected every one of these establishments. I review them for
conformance to the Selectmen's Policies pursuant to the attached check list. All
establishments conform to the Policies. The one exception, is that I have not inspected
the new Northside Liquor location, as it is still under construction. This can still be
licensed and I will inspect it prior to the license actually being issued. One other item of
note is that Harrows has decided not to renew its liquor license because of a change in
their operations at this site.

Hello Peter,
I just got off the phone with Peter Reinhart. I was discussing with him a serious safety concern I have at
Sunset Rock. Each day after dropping my son off at the Wood End School, I travel up Sunset Rock
Lane towards Franklin Street and I need to turn left. There is a very large oak tree in the way as I try
to see my way onto Franklin Street. And sure enough this morning, I was nearly crashed into! This is a
serious accident just waiting to happen.
I waited patiently last spring while the new sidewalks were being installed for that tree to be removed
and frankly I am shocked it never was. The children now are walking on the beautiful new sidewalk and
when they get to that tree they have to go into the street to get around that tree! Peter Reinhart explained
to me that you are waiting patiently on an easement from the home owner on the corner to bring the
sidewalk onto their property...
But that tree is still a problem, and I had to write this letter in my good conscience, because I really feel
it is only a matter of time until something tragic happens at that intersection.

As Tree Warden for the Town of Reading, it is my job to preserve and maintain healthy street
trees. The tree in question is a 48" diameter Red Oak. The tree is one of the largest street trees
of it's species in Reading and is in excellent condition.
I receive requests on a regular basis from homeowners to remove street trees that interfere with
their line of site exiting driveways. If the tree is health, I deny their requests.
Your request for removal of this tree is denied. You may appeal my decision to the Board of
Selectmen.
Please contact me if you have any questions.

GENERAL PURPOSE
Provides the necessary clerical, administrative, and supervisory support to assist
the Town Cleric in the management of the responsibilities of the Division.
SUPERVISION RECEIVED
Works under the general supervision of the Town Cleric and/or Department Head,
and in accordance with the applicable provisions of the Massachusetts General Laws.
SUPERVISION EXERCISED
Provides day-to-day supervision and direction to the division's clerical employees
and part time elections workers, assigning tasks and ensuring the completion and
accuracy of work. Assumes responsibility for the supervision and performance of the
entire office in the absence of the Town Cleric.
ESSENTIAL DUTIES AND RESPONSIBILITIES
Assists the Town Cleric in the administration and operation of divisional activities
in the keeping of official municipal records, issuing licenses, conducting elections,
recording official documents, and in providing information to the general public and
town departments.
Maintains Town Census database; generates reports, including Annual Street List,
Veterans, and School Census reports; as well as providing statistical data to the Town
Cleric.
Assists the Town Cleric with elections; registers voters, prepares, issues, and
certifies nomination papers; certifies petition signatures; processes 8000+ census forms,
prepares all lists, forms, materials needed at the polls; assists in organizing voting place
for elections; assists Town Cleric in providing assistance to Election Officers at polling
locations; tests voting machines; faxes/emails press releases to appropriate media outlets.
Administers the oath of office to town officials.
Assists the Town Cleric with Town Meeting preparation and follow-up. Attends
Town Meeting and serves as Cleric to the Moderator, in the absence of the Town Cleric.
Maintains meeting postings and follows up with Boards/Committees to get
minutes according to open meeting law.
Issues birth/death/marriage certificates; processes affidavits and corrections for
vital records; explains procedures and regulations governing vital records. Compiles
documentation and prepares deposition forms for home births, adoptions, etc.
Assists in the issuance of a variety of state and town licenses, permits and
certificates.

Types a variety of letters, memoranda; reports, and other documents from copy,
rough draft or general instructions.
Assists and answers questions of customers, public officials, department .heads
and staff, in person, by telephone, and email; receives complaints and responds to
complaints appropriately; makes referrals as appropriate.
Maintains cemetery records;' processes payments for lots; generates deeds;
maintains records.
Processes bills/invoices; processes department payroll; performs daily cashing
out. Orders office supplies for the Town Clerk's Office.
In the Town Clerk's absence manages and supervises assigned operations to
achieve goals within available resources; plans and organizes workloads and staff
assignments; trains, motivates and evaluates assigned staff; reviews progress and directs
changes as needed.
May provide leadership and assist the Town Clerk in the development of short
and long range plans; gathering, interpreting, and preparing data for studies, reports and
recoinmendations; coordinating activities with other departments and agencies as needed.
Maintains harmony among workers and resolves disputes;
Responsible for maintaining and improving upon the efficiency and effectiveness
of all areas placed under his/her direction and control.
. Provides public records and information to citizens, civic groups, the media and
other agencies as requested.
Other duties as assigned:
PERIPHERAL DUTIES
Attends professional meetings and conferences to develop professional
lo-iowledge and familiarity of Town Cleric, records, and office management functions.
Required to attend occasional evening meetings.
Assists in the preparation of Bylaws and resolutions as directed.
Accepts claims for damages and other legal papers served on the Town.
Serves on employee and staff committees as requested.
DESIRED MINIMUM QUALIFICATIONS
Education and Exberience:
(A) Graduation from a college or university with a Bachelor's Degree in business
management, records management, public administration or a closely related field, and
(B) Two (2) years of related experience; or
(C) Any equivalent combination of education and progressively responsible
experience, with additional work experience substituting for the required education on a
year for year basis.
Necessarv Knowledge. Skills and Abilities:
(A) Working knowledge of the principles and practices of modern public
administration; extensive knowledge of office practices and procedures,
departmental operations, and local and state laws pertaining to department
operations. Work involves both standard and non-standard practices and
teclnliques.

(E) Requires the exercising of judgment to interpret guidelines, supervise other
clerical employees, and carry out assignments independently, referring only
unusual cases to supervisor.
(F) Handles a significant amount of details, each varying from the other in substance
and content, requiring Assistant Town Clerk to approach workload with
flexibility.
(G) Needs to exercise considerable judgment in responding to inquires from the
general public as well as managing workload and assignments.
(H) Makes very frequent contact with the general public, members of the business and
legal communities, municipal boards and committees, state and federal officials,
vendors, other town departments; contacts require courtesy, discretion, and tact.
SPECIAL REQUIREMENTS
(A) Valid Massachusetts Driver's License, or ability to obtain one.
TOOLS AND EQUIPMENT USED
Typewriter; personal computer, including word processing, spreadsheet and data
base software; mainframe computer terminal; 10-key calculator; phone; copy machine;
fax machine; voting machines.

budget amendment, the Administrative Secretary/Assistant Town Clerk is retiring in
January. We want to get the position filled on a full time basis as soon as possible so that
we can have some training overlap. Human Resource Administrator Carol Roberts will
be present at the meeting to review the classification for this position. Once classified,
we will advertise the position and hope to get somebody in place by the end of
December.
4g) The Town Clerk and Fire Chief are recommending changes to the fee structure for
underground storage tank licenses and tank removal fees. These fees haven't been
updated in several years.
4h) Change of, Manager Reading Overseas Veterans - There is a new Manager for the
Reading Overseas Veterans and this requires Selectmen's approval. This does not
require a public hearing.
4i) Liquor License Renewal - Enclosed are copies of the license renewal applications for all
of the liquor licensees in the Town of Reading. As part of the renewal process, I have
personally gone out and inspected every one of these establishments. I review them for
conformance to the Selectmen's Policies pursuant to the attached check list. All
establishments conform to the Policies. The one exception, is that I have not inspected
the new Northside Liquor location, as it is still under construction. This can still be
licensed and I will inspect it prior to the license actually being issued. One other item of
note is that Harrows has decided not to renew its liquor license because of a change in
their operations at this site.

I don't recommend changing these fees. With the new by-law we will be charging gas stations annually instead of
every 5 years for a tank permit. As for the removal, by the end of this month all the gas stations will have
fiberglass tanks. The increase in fees will hit the homeowner with oil tanks and we want to get these tanks out of
the ground.

Meeting was called to order at 6:39pm.
Kevin stated that we still have an open meeting with the trustees from the last emergency meeting
Kevin asked the trustee's if they had anything to report Robin said they were still working on it at this
time Diane suggested we close the meeting until they had more to report and we would address the
issue again in two weeks. Diane then made her suggestion a motion which was duly seconded and
passed.
Minutes from the last minutes were read and accepted
Treasures report was read and accepted.
OLD BUSINESS:
The issue of the realtor was brought up and Diane said she spoke to the realtor and. he said he had a
potential renter but the ceilings were not high enough. Diane stated that the contract was an automatic
renewal and since we did not stop it we were automatically renewed for 6 months. Dawn asked when
the 6 months would be over and Diane stated the end of September or the beginning of October. Ray
made a motion to table this discussion till the beginning of September's meeting which was duly
seconded and passed.
Diane brought up the reestablishing' of the raffle's for every other Saturday night. She said that she
made a sign to hang downstairs for people to volunteer to get items for the raffle. She stated we have
made money on all raffles that we have had so far and asked for volunteers from the board.
Dawn brought up the summer dance and stated that Robin had made flyers but they were just sitting
on the bar and need to get out to the local businesses. She also stated she made posters for downstairs
and across the street. Rosanne asked permission to post on Craig's list which was agreed upon.
George said that now that he was feeling better he would go the local businesses to ask them if we
could hang posters. We also stated that we would hang a sign up sheet for downstairs for people to
bring food and that we would have a limbo contest. We stated the summer beach party committee
would meet again on Wednesday August 9'h to wrap up the finally issues.

NEW BUSINESS:
Tom Fennelly mentioned that it was brought up that the trustees do not feel comfortable that the bar
manager and trustee should not live under the same roof. Robin stated that the trustees were now
looking over all the books and that this is not an issue anymore. Dawn said that members had
complained that the treasurer should not go behind the bar and do the drawers and Tom said this was
a Presidents or bar managers job. Kevin said he would being doing the drawers from then on and
asked if Diane could do the drawers with him the next day to make sure he had it all correct which
was agreed upon by all board members Kevin stated that in his absence the vice president would
handle them. Matt made a motion to accept this and it was duly seconded and passed.
George brought up an offer by Gene to remove the cable boxes and add a switch so that all TV's
could be on a different channel at the same time. Ray stated that the TV by the Ice box could not run
because of TV problems. George stated it would not hurt to have Gene look at them and see what he
says. This was then put in the form of a motion which was duly seconded and passed.
The turkey shoot was then discussed and was decided to table that discussion until our September
meeting.
The President appointed Kevin Arsenault=as. bar-manager which was ratified by,the-board:

Reading Realty Trust, to obtain access to New Crossing Road as per the requirements in the site
plan approval and Board of Selectmen approval relative to the above-referenced property.
My client has been in regular contact with Mark Dickinson and Nordic Properties to see if
either property owner would be willing to either convey land outright or grant to my client
easement rights in order to obtain such access.
To date, no agreement has been reached with either party, but we are continuing our
efforts in this matter.

RE: HOUSING PLAN PRIORITIES
Dear Ben:
The CPDC met on Monday, October 30, 2006 to discuss the feedback from the Board of
Selectmen (BOS) on the Housing Presentation. As a result of the meeting, we have revisited our
priorities for Zoning and other Affordable Housing actions, as well as re-planned.how we can
meet t,,e 66 units per year goal. The following is a summary of the main strategies listed in
priority order. Table 1 provides a numerical accounting for units per year (as requested):
Prioritv (1) Johnson Woods: The CPDC is ready to take this issue up again at our next
meeting. We will make a recommendation and hold a public hearing such that this issue
can be put forward at the next Town Meeting, whether in February or April. The result of
this effort will be a minimum of 16 units of affordable housing counting in 2007 (when
building permits are pulled).
Priority (2) 40R/40S-Mixed Use: Although we may be able to ultimately get funding for
developing a 40R bylaw for the downtown, we are confident that we can utilize the
model bylaw and with a focused effort from the Town Planner independently develop a
40R zone in the downtown. However, this will still be a long process, requiring efforts of
CPDC for review, public hearings, BOS approval, and up to a 90 day DHCD review
before the article can be placed on Town Meeting Warrant. Given these hurdles, an
aggressive schedule could land us at a Town Meeting in the June timeframe. The initial
results of this effort are planned to produce only a small number of units, but it is the
additional dollars that we will receive for the zoning bylaw that will lay the foundation
for potential solutions to parking, thereby removing hurdles to housing.
Priority (3) PRD/Cluster Zonina: We have heard back from Town Counsel that the
current PRD section of the bylaw requires significant changes. We have therefore agreed
to start with a model bylaw and work from a fresh section. The CPDC has agreed to work
on this in tandem with the 40R/40S effort, and it is possible that we could have
something ready for a February or April town meeting. Although we are only planning a

small number of affordable units from this strategy (4 per year), it does provide us with
more flexibility and there may be pent up demand that could result in more over time.
• Priority (4) 40B/LIP: We need to continue to encourage small scale 40B/LIP programs to
produce between 20 and 30 units per year. These could be in the form of senior housing,
or small scale apartments. One such development is in the planning stages (Peter
Sandborn Place) and if building permits are pulled in 07 this could result in over 50 units.
Obviously this strategy does not require a zoning bylaw change, just active engagement
by the town with potential sites and developers. We invite the BOS, Town Manager, and
other affected individuals, committees and commissions, in conjunction with public and
private organizations, to work to identify potential sites for such developments, hold
discussions with property owners, and even help with the recruitment of qualified
developers.
• Priority (5) Accessorv Apartments: Given the workload, and the expectation of needing
to spend time on the Addison Wesley design charette, we do not anticipate being able to
put any effort into this strategy in the first half of 2007. There maybe, however, some
early ways for us to develop a zoning change for Accessory Apartments that will provide
an incentive to homeowners without CPA dollars (initially). Additional research is still
required, but given the above list, it is unlikely that work will be done on this action and
therefore become a viable producer of units until 2008 at the earliest.
The CPDC and Town Planner will work on an update to the Housing Plan consistent with the
above priorities and be prepared to present this information at the November Town Meeting.

• We are still in strong support of pursuing the CPA and that must be an overall priority for
the town to consider. The CPA continues to provide additional financial means for us to
implement a more proactive housing plan as well as address issues of historical
preservation and open space, both highly prioritized items from the master plan.

• We also recognize that there will be a large scale effort continuing with the Addison
Wesley property, and it is even possible that this effort could also result in some
affordable housing units.

Over the course of the next few weeks, Comcast will be making some changes to its digital °
cable programming packages. These changes include re-naming most of the existing
packages, consolidating two of the existing packages into a single, enhanced package, and
moving or deleting a small number of digital programming networks. All affected customers
are being notified of these changes through bill messages and/or direct-mailed letters.
While no action will be required of the vast majority of these customers, those who currently
subscribe to the Premier Pack will be required to "opt-in" to the newly created Sports
Entertainment Pack should they chose to subscribe to it. Effective December 12, the Premier
Pack will no longer be available. A new package - the Sports Entertainment Pack, combining
most of the channels from the Premier Pack and the channels from our Sports Pack - will be
available at the same price as the Premier Pack - $6.95 per month. Because the Premier Pack
will no longer be offered after December 12, we'll need to hear from customers who would
like to subscribe to the new Sports Entertainment Pack before that date.
We have provided additional, detailed information below regarding the upcoming changes
and how customers are being notified.

worthwhile discussing. I am not so readily willing to toss out H4 and would like to see this stay on the table and
looked at realistically not just as fodder. While it may be the most costly, it clearly seems to have some
significant benefits.

Bob,
I would like to re-iterate the concern I have, and raised at the 10/04/06 ITF meeting, about the
additional ramp traffic that would be added to the Northeast (NE) quadrant under the 142, MA, H3B
and 113C alternatives.
Under these alternatives, the two existing ramps in the NE quadrant would remain in place, and would
basically stay as they are currently with some possible geometric tweaking. These are the 93N to 1285
ramp, and the 1285 to 93N ramp. The traffic counts that exist now would remain the same. The 93N to
1285 ramp has the highest traffic count of all ramps in the interchange, and the 1285 to 93N ramp has
one of the lowest, if not the lowest traffic count.

Under alternative H2, the 1285 to 93S ramp in the NW quadrant would be removed, and replaced with
a new ramp from 1285 passing through the NE quadrant under 93 to the NW quadrant, and over 128
into the SW quadrant to connect with 93S. I believe this ramp carries one of the higher traffic counts.
Under alternatives H3A,1-13B and. 113C two ramps would be removed, the 1285 to 93S ramp in the NW
quadrant and the 128N to 93N ramp in the SE quadrant. These would be replaced by two new ramps.
One is a new ramp from 1285 passing through the NE quadrant over/under 93 to the NW quadrant, and
over/under over 128, depending on the alternative. The second is a new ramp from 128N in the SE
quadrant passing over/under 93 passing through the NE quadrant to 93N depending on the alternative.
In addition, alternatives H3A and H313 employ the use of two flyovers, while H3C has one flyover and
one fly under. Aside from the visual impact of flyovers, I would think they would add to the noise
factor, as opposed to fly unders.
The key point is that there would be significant additional ramp traffic flowing through the NE
quadrant. Under the H2 alternative, traffic from one of the busiest ramps would flow through the NE
quadrant in addition to the existing traffic. Under the H3A, H313 and 113C alternatives, traffic from two
ramps would flow through the NE quadrant, effectively doubling the ramp traffic counts that exist
currently.
This would add significantly to the noise and pollution that impacts the neighborhoods adjacent to the
NE quadrant. The goal of the ITF is to come up with a solution that will improve safety and congestion
at the interchange. This should not be done at the expense of the neighborhoods. Under the above noted
alternatives, neighborhoods in the NW and SE quadrants would benefit from improvements that reduce
the amount of traffic, and/or move it further away from homes. This is very positive byproduct of the
study, but the solution should not have a negative impact on other neighborhoods.
It is imperative that if any of the above noted alternatives are ultimately endorsed by the ITF, measures
must be included in the chosen alternative that ensure that the noise and pollution impacts in the NE
quadrant are significantly improved over current conditions, and at least, no worse than they are today.
Environment and noise consultant Rich Letty stated that the primary source of noise is from the two
mainline highways, 128 and 93. While this may be true relative to the overall interchange, ramp traffic
generates a significant amount of noise in the adjacent neighborhoods. The ITF is supposed to be
offering a solution that improves all aspects of the current conditions, not worsening some of them.
For what it is worth, alternative H4, with all of its drawbacks, seems to be the most neighborhood
friendly alternative. It appears to reduce the traffic affecting the neighborhoods in all quadrants since it
looks like the remaining loop ramps carry less traffic, primarily from the CD roads.
