Town agencies will be participating. The evening before, 2 movies will be shown - "An
Inconvenient Truth" and "Who Killed the Electric Car". The films and the fair will be very.
• Reading's next street sign lottery drawing will be held on April 30, 2007
• The Reading Lions Club invites you to participate in the Fourth Annual Reading Friends and
Family Day. Save the Date - Saturday, June 30, 2007
• RCTV has won several awards for "Reading at Large" and the Ipswich River presentation

April Street Sign Lottery
Reading's next street sign lottery drawing will be held on April 30, 2007. You could win the
opportunity to purchase (for $25) a wooden street sign from the following list of available signs.
Interested citizens may submit their name, address, telephone number and street sign name to the
Department of Public Works by mail to: DPW, Town Hall, 16 Lowell Street, Reading, MA
01867, email to: publicworks@ci.reading.ma.us or visit the DPW Office at the Town Hall Mon-
Fri, 8:30 A.M. to 5:00 P.M. Entries are limited to one per household and will be accepted only
for the following street signs. Questions? Please call 781-942-9077.
STREET SIGN LOTTERY RULES:
One name will be drawn for the opportunity to purchase each available sign for twenty-five
dollars. First priority for each drawing will be given to residents currently residing on that
particular street. For example, if five Pearl St. residents enter the drawing for the old Pearl St.
sign, only those five names will be entered into the drawing. If no drawing entries are received
from Pearl St. residents, the drawing for the Pearl St. sign will be open to all. Drawing entries
are limited to one name per household.
All drawing entries must be received before 5:00 PM on Anril 27, 2007.
All street signs must be paid for and claimed within 15 days following the date of the drawing.
Any street signs remaining unclaimed after 15 days will be awarded to the next eligible person.
All signs are offered in "as-is" condition and shall not be displayed within 20 feet of a public
way. The following street signs are available for the April 30, 2007 drawing:

the DPW.
The portion of Larch Lane that you reference is a private way, and as such the Town is prohibited
from doing any work on the street. The only things we can do is plow snow, and do repairs when
we do damage - as in your instance. The property owners are responsible for keeping the road
passable.

Thank you so very much for the beautiful work Public Works completed
on my wooden support wall at Spruce Road and Larch Lane after the
wall was damaged by a plow truck on April 5th. My husband and I are
very pleased. Thank you for your prompt response and careful work -
the wood work is very nice and the replacement soil is very helpful.
Would it be possible for Public Works to dump gravel onto Larch Lane
to even out the lane? The pot holes from winter plowing and salt have
severely damaged Larch Lane for years to the point where all our cars
are being damaged by the pot holes - some holes are quite deep. Can
you think of any way to fill in the pot holes in Larch Lane?

Corner of Spruce Road and Larch Lane
On Thursday, April 5, 2007, Gray's Towing damaged wooden slats on
Larch Lane supporting the lawn after plowing snow which was possibly
an inch deep, possibly less. I do understand that Gray did report the
accident. Lou Davarich on Spruce Road witnessed the accident and
says the truck was too big for Larch Lane.
This past winter when we have had several inches of snow on many
occasions, Larch Lane has not been plowed. Our vehicles have been
stuck on Larch Lane and I have been unable to get out of my driveway
to drive to work. Now we have an inch of snow and Gray's truck with
a plow goes down Larch Lane and damages my property - can you
please tell me why when snow plowing is NEEDED it is NOT done and
when it is not needed, it damages my property?

Here's an update on your questions.
The decision is not to remove the trees at the corner of Sunset Rock Land and Franklin -
that's why we got easements to go around the trees with the sidewalk.
We take bids on the sidewalk construction tomorrow. The base bid, based on our Engineers
estimate, is to do full curb and sidewalk from Main Street to Meadowbrook Lane, with an
alternate to go from Meadowbrook Lane to Grove Street. This is because the State Grant
money may not be'adequate to go all the way to Grove Street. But we have 12 companies
that have taken out bid specs, so we are hopeful for a good competitive bid climate and
hoe we'll have the money to go all the way. We anticipate beginning construction within
about a month of the bid date, and completion by fall - it could be earlier depending on
the contractor.
We will be developing the walkway from Fox Run Lane to the school site this spring/summer.
We have all approvals that are required.

A few quick questions to update my Wood End Safety committee - we are meeting this Friday
the 13th so if you have a chance before then that would be greatly appreciated!
1.) Do you know if any decision has been made to take down the tree at the corner of
Franklin Street and Sunset Rock (I think this was brought up at a Nov meeting.)
2) Have the bids been completed on Franklin Street sidewalks and is the plan still to have
them finished from Main St to Grove St by June 30th.
3) Is there any plan to pave walkway from the - Fox Run Lane where there is a walking path
up to sidewalk of WE school?

As a follow up to your email below, Safety Officer Halloran processed the Stop Ahead sign work order to the
Department of Public Works today. As soon as they can they will install the sign, and coordinate with her on its
placement. Thank you for your input on the stop ahead sign. We have been having officers at the intersection at
various times to monitor compliance with the new signs. The officers are reporting excellent compliance while
they are monitoring.

Dear Chief Cormier and Peter,
The intersection at Walnut and Old Farm remains unsafe due to the DPW's placement of one of the stop
signs. It is obstructed and therefore cars are going through it regularly. There needs to be a "stop
ahead" installed at the curve by Strawberry Hill where the obstruction begins, as well as an additional
stop sign placed on the pole on the left that currently holds the new crosswalk sign. The crosswalk sign
can be moved to the pole across the intersection to mark the 2nd currently unmarked crosswalk. The
intersections at South/Curtis and Walnut/Curtis both have "stop ahead" signs despite the stop signs being
visible.
I would appreciate your attention to this matter and if neither of you are responsible for getting these
signs placed, please let me know where to direct this request.

which have occurred in my State House office since January.

First, I have been elected to serve as the Minority Leader in the Massachusetts
Senate. Human services and housing continue to be among my legislative priorities as
well promoting policy changes which will help our local communities.
Secondly, Michael Lindstrom has accepted a position with the City of Melrose.
After four years of dedicated service as my Municipal Director, he has decided to seek a
new career opportunity with Mayor Robert Dolan. I believe that Michael will be a
tremendous asset to the Melrose community.
Due to Michael's departure, I am appointing Andrea Crupi as my new Municipal
Director. A 2001 graduate of Salem State College, Andrea has served as an Office
Administrator in my State House office for approximately five years. She is competent
about the state legislative process and municipal issues.

I had previously inforined you about Article 25 which is coming up before the Reading Town Meeting
on April 23rd to be either accepted or rejected. A workshop was held by the CPDC on March 26t" and I
was happy to see several Chamber members in attendance.
Tonight, the CPDC is holding a hearing regarding Article 25, at which they will vote on whether or not
they want to send it to Town Meeting with their approval. I cannot emphasize enough the importance
for each and every member of the Chamber to attend this hearing and voice their opposition to Article
25. The passage of Article 25 in its present fonn or any form it may take before Town Meeting could be
devastating to the business cornrnunity.
Please attend the meeting tonight at 7:30pm being held at the Reading Senior Center on Pleasant Street.
Voice your opposition to this crippling ordinance or attend to support those who are against it. The
parking issue in Reading needs to be addressed. However, Article 25 is not the appropriate solution.
I urge each and every member of the Reading - North Reading Chamber of Commerce to attend this
hearing to show a unified business community.

Y., about light
emanating from a new ball
field led officials to consider
creating an ordinance to con-
trol the city's exterior light-
ing. Although the city found
a way to fix the problem with
the bail field lights, the push
for a general ordinance has
been bogged down in a search. :

Now, two organizations are
working together to create a
model ordinance that could
help other local governments.

City workers solved the
problem at.Ithaca's ball field by
replacing the lighting fixtures
with lower cross beams and
fitting visors over the lights.
That kept the light shin-
ing on the field and did not
disturb the view of residents
living on a hillside above
the field. However, when city
officials began researching
information for the general
ordinance, Gray says they
encountered too many vari-
ables, such as how to adjust
the ordinance for the differ-
ence in ambient light that
occurs between winter and

Gen. Lee rides again after makeover
To prepare for a celebration of Robert E. Lee's 200th birthday
on Jan. 19, 2007, the Virginia Department of General Services
repaired and restored the statue of the Confederate General
located on Monument Avenue in Richmond. The red brass
statue of Lee was erected in 1890, the first of six statues on
the avenue. It was sculpted in Paris, France, by Marius Jean
Antonin Mercie and shipped to the United States in seven crates
to be displayed atop a granite monument. Since then, time and
weather caused the statue to crack and the joints to separate.
The department contracted with Richmond-based Bronze et al to
complete the repairs, and the contractor called in Aberdeen, Md:
based MQC Labs to x-ray the structure to determine its condition
where an industrial borescope had failed. Based on the evalua-
tion, a series of structural and cosmetic welds were mad
several holes were drilled to allow water to escape.

is inadequate. "[The problem
was] being able to dial [the
lighting level] up and dial it
down," Gray says. "We want
to install [an ordinance] and
walk away from it [without
constant revision.]"
The Tucson, Ariz: based
International Dark Sky
Association (IDA) and the
New York based Illuminating
Engineering Society of North
America (IESNA) have been
working on a model lighting
ordinance for years and plan
to have a draft by early 2007,
says Pete Strasser, IDNs tech-
nical advisor. The purpose of
the ordinance is to provide
uniformity to existing local
and state laws that control
outdoor lighting.
Incorporated in 1988,
IDA's mission is to reduce the
percentage of "up-light" that
escapes into the sky, illumi-
nating nothing. Strasser says
taxpayers could save about
$11 billion a year if current
up-lighting was reduced. The
organization also is concerned
with the harm up-light causes
to nocturnal wildlife and the
possibility that excess night-
time light may reduce the
human body's production of
melatonin, a chemical that
helps to inhibit the spread of
cancer.
Cities, however, typically
are concerned with outdoor
lights' effects on residents and
businesses. Tucson passed its
Outdoor Lighting Code in
1971 to protect viewing con-
ditions at nearby Kitt Peak
Observatory.
The Tucson code divides
the city into lighting areas
with varying degrees of light
restriction. The code defines
the type of lights that can
be used in each area and, in
some cases, sets time limits
for their use. Code violators
face fines of between $50 and
$1,000 per infraction.
In the late 1970s, the
city and surrounding Pima
County formed a joint com-
mittee to maintain the code.
The committee updates the
code periodically. Tucson's
Electrical Plans Examiner
Linda Buczynski says the
city has received requests for
information from other juris-
dictions that are working on
lighting ordinances.
Different situations call for
different types of lighting,
so government departments
should work closely with land-
scapers and lighting compa-
nies to plan the specific needs
for lighting projects, Strasser
says. For the same reason, IDA
and IESNA are taking care to
make the model ordinance as
universal as possible, which
is why it has taken so long to
write the draft, he says. "A lot
of people have to be pleased
by this," he says. ACC
