Hechenbleikner Date: Friday, July 20, 2007 Re: Addison Wesley Pearson (AWP) As you know I will not be at the joint Board of Selectmen and CPDC meeting on 7- 24-07 when you and the CPDC are meeting with National Development to get an update on the status of their planning for the AWP site. The Town's Development Advisory Team (DAT), made up of Selectmen Anthony and Goldy, EDC chairman Russ Graham, and CPDC member David Tuttle, has been meeting with National Development and Pearson during the past several months to advise them on their planning process. The overall concept plan as presented in March 2007 is still the basis upon which National Development has been working - a mixed use development including senior housing, townhouses, rental housing, and office. A great deal of time has been spent on how this site can be put together with these elements, addressing the factors of: • Minimizing impact on the neighborhood • Addressing traffic generation • Aesthetics • Development of a neighborhood on the site • Keeping the density to an appropriate level, especially for the rental housing • Addressing Reading's affordable housing needs. National has evolved their plans to address all issues raised. They will be presenting well developed conceptual land use plans and conceptual building elevations as they have evolved to date with a great deal of input from the DAT. National Development will also be making a brief presentation on the 40R process. Following National Development's presentation on the 20, the hope and expectation is that the Board of Selectmen and CPDC will give whatever direction they would like to in terms of direction to the developer, and then National Development and staff will move forward with the necessary actions to move this project forward. The following is a proposed schedule: 0 Page 1 • July 30 - Town Manager signs a letter of agreement with National Development that will have National Development reimburse the Town for the cost of a 40R consultant • July 30 - Town Manager signs a contract with a 40R consultant • July 30 - 40R consultant begins work • August 13/August 27 - 40 R consultant works with CPDC on 40R zoning for the rental housing part of the site • August 28 - Special Board of Selectmen meeting to approve filing of 40R zoning with DHCD • August 30 - 40R zoning bylaw filed with DHCD • September and October - CPDC works with developer's team on fine tuning the 40R zoning, creating 40R design standards, and creating the zoning overlay district for the overall site. • November 13 - Board of Selectmen close warrant for Special Town Meeting • December 10 - Special Town Meeting for AWP re-zoning *December- After Town Meeting, National Development closes on purchase of AWP site. This is an aggressive but realistic schedule, working towards a closing date in December for the transfer of the ownership of the land to National Development. We have worked closely with the Town's Development Advisory Team in the planning for the site. The concept of a mixed use development that includes office, senior housing, townhomes and multi-family housing remains consistent with our March presentation. To continue our dialogue with the community, we will be providing an informal update at the Board of Selectmen's meeting at 7:00 pm on July 24, 2007, to be held at the Reading Senior Center. We know that many people are away or out enjoying summer activities. This meeting will only be for update purposes, and we will provide additional meetings to learn about the project in the fall.
