HomeMy WebLinkAbout2007-12-11 Board of Selectmen HandoutTOWN MANAGER'S REPORT Tuesday, December 11, 2007 • Reminder - the Town Election and the Presidential Primary Elections are on February 5. • The last day to file nomination papers with the Town Clerk is December 19. • January 3, 2008 is the last day to withdraw nomination papers. • The last day to register to vote is January 16, 2008 • The warrant for the Annual Town Meeting will close on January 2 because of the change in Election date. This will require a special Board of Selectmen meeting for that evening. • Colburn Road reconstruction will be postponed until spring. Residents got a letter to that effect. • We received the approved license for Longhorn Steakhouse after the end of November when the Board of Selectmen approved all of the other liquor licenses. Therefore we have a motion for the Board to approve to approve their 2008 liquor license. • The RHA LIP for Pleasant Street has been approved by the Zoning Board of Appeals. • Compost Center last day of operation was December 9. • Compost Center is open for X-mas trees - January 12, 2008. Curbside pick-up will be the week of January 7th. No bags, no decorations. • Special Town Meeting December 10 - the work is done on this issue for now. • RCASA hosted a pair of. "Parent-Teen Dialogue nights - December 6 at Parker Middle School for Middle School students and Parents, and December 11 at the High School for High School students and parents. Hechenbleikner Date: Tuesday, December 11, 2007 Re: Process for consideration of Multi-way stops The following is proposed as a process for the Board of Selectmen to consider requests for multi=way stops, whether by citizen request, staff request, or on the initiative of the Board of Selectmen. With whatever changes the Board of Selectmen would like to make to this process, we would then schedule a public hearing on the adoption of this as a Board of Selectmen policy. To consider multi-way stop regulations to improve the safety of intersections, there are 2 possible scenarios: 1. The proposed regulation meets state standards as outlined in the Manual for Uniform Traffic Control Devices (MUTCD) for multi-way stops in terms of: Number of accidents ♦ Location awaiting a traffic signal ♦ Minimum volumes of 300 vehicles per day 0 80% of the above 3 bullets are met ♦ Following an engineering study the following issues may determine the applicability of a multi-way stop: ■ The need to control left turn conflicts; ■ The need to control vehicle/pedestrian conflicts near intersections with high pedestrian volumes; ■ Locations where a road user, after stopping, cannot see conflicting traffic and is not able to safely negotiate the intersection unless cross traffic is required to stop; and ■ an intersection of two residential neighborhood collector streets of similar design where multi-way stops would improve traffic operational characteristics of the intersection 2. The proposed location does not meet the above state standards as outlined in the MUTCD, Upon a request for a multi-way stop, the Town Engineer in conjunction with other staff including the Police Department will determine whether the location meets the standard.for a multi-way stop under the MUTCD. 0 Page 1 If it does meet the standards for a multi-way stop under the MUTCD, the Town Engineer will forward to the Board of Selectmen a memo outlining that fact, and the Board of Selectmen may then schedule a hearing on the establishment of the multi-way stop regulation. If the location does not meet the standards for a multi-way stop under the MUTCD, the Town Engineer shall forward to the Board of Selectmen a memo outlining that fact, and the Board of Selectmen at a public meeting, shall determine whether it wishes to move forward with an engineering study to determine the relevant facts with regard to the intersection and whether based on the engineering study the Board of Selectmen would consider the imposition of multi-way stop regulations. The Engineering study shall, at a minimum include data and information on: • Number and severity of reported accidents • Speed study • Traffic Counts including turning movements • Adverse roadway geometry • Sight distances based on speed limit (and actual speeds) • Volumes of pedestrian traffic • Whether the location is on the "Suggested Routes to School" • traffic operational characteristics of the intersection • Other data relevant to the location The Town Engineer shall forward a copy of the engineering study to the Board of Selectmen along with an analysis of whether the use of traffic calming devices such as speed tables, or other actions such as removing vision obstructions, would address the issues identified in the engineering study. If the Board of Selectmen feels that, based on the engineering report, the multi-way stop has merit, then the Board of Selectmen will schedule a hearing on the establishment of the multi-way stop regulation at that location. 0 Page 2 0 Board of Selectmen Tracking Log for Current Issues/Projects Date Issue/Proiect/ Identified Problem Resp.
