James Bonazoli will be holding office hours at 6:30 p.m. in. the Conference Room.
2a) As you know Anna Dixon has requested that Sally Hoyt be recognized locally as she has
been by the State for the Unsung Heroine. We put this on just ahead of the time for
appointment of Constables so that this can be done together.
3) The appointment process is clear from the paperwork. We, of course, do not know in
advance how many people will be showing up. A number of incumbents have requested
to be reappointment and they typically do not show up for reappointments.
4a) Margaret Soli, Chairman, will be in for the Highlights section of the Selectmen's meeting
to review the work of the Human Relations Advisory Committee.
4b) This is the annual amendments to the FY2009 Compensation Plan effective July 1, 2008.
The chart reflects a 2% increase in the Compensation Plan. Additionally, there are a
couple of minor amendments proposed for the Classification Plan at this time.
4c) Enclosed in this material is a chart that we have been developing for follow up on the
DPW Study. This is in draft form and will be more fully formed for Tuesday night
discussion with the Board of Selectmen.
4d) In your material you have a request for an extension of the Reading Ice Arena lease for
the Burbank Arena. The original term of the lease was 10 years and then it can be
extended in 5 year increments. The Burbank Arena proposes to do a fairly large capital
improvement (not a large floor area) by adding a woman's locker room. They would like
to have a new 10 year lease for this purpose so they will have a guaranteed length of time
to amortize the cost of those capital improvements. I reviewed this matter with Town
counsel and she has no problem with what is being proposed. Site plan and Conservation
approval will be required for the work that is proposed. Early discussion with the
Conservation Administrator does not indicate any problems with what is being proposed.
4e) Selectmen Steve Goldy would like to discuss the concept of having a student member of
the Board of Selectmen. He will have material on that issue for the Board.
7a) I will need a brief Executive Session with the Board of Selectmen to discuss settlement of
litigation.

sending substantive responses to emails in order to try to stay in compliance with the Commonwealth's
open meeting law which prohibits policy discussions by the Board outside of an open public meeting.
Please understand that the Board values your input on issues and your correspondence will be included
in the materials circulated to the Board prior to its next meeting and it is available as part of the public
record. The Board members will have a chance to comment during an upcoming public meeting.
If you want to have a personal discussion of the issue with a member of the Board, we hold "office"
hours in Reading Town Hall before the first regularly scheduled meeting of each month at 6:30 PM in
the first floor conference room.

I need to appeal to the Board of Selectmen for the removal of a tree limb that extends over my driveway
from a tree which sits on my front lawn.
The limb fallings have been causing damage to my personal property, namely our automobiles, for quite
some time, leaving a black film on the vehicle finishes. I have notified the town tree warden and public
works director on two occasions, this past fall, and May'08 respectively.
I have noticed much work being done by the town this spring in the neighborhood cutting similar tree

limbs in similar settings.
I would like to meet with the Board to review the matter and the unprofessional comments made to me,
a resident and taxpayer of Reading, by the tree warden this past fall, or if necessary, request a public
hearing on the matter.
Please let me know the appropriate forum including date and time to discuss the matter.

I received a notice today from the MMA legislative counsel that the Senate approved an extension for bills under the jurisdiction of
the Joint Committee of Telecommunications, Utilities and Energy. One of those bills is H3279, copy attached, which allows towns
to pass a bylaw to impose fines if double poles are not removed within 90 days.
I thought perhaps the Selectmen may wish to ask Reading's Reps. and Senator to support the bill.

AN ACT RELATIVE TO ELECTRIC STREET POLES.
Be it enacted by the Senate and House of Representatives in General
Court assembled, and by the authority of the same, as follows:
1 Section 34B of Chapter 164 of the General Laws as appearing in
2 the 2002 Official Edition is hereby amended by adding after the
3 word `pole;' in line 5 the following:
4 "Provided further, that a city or town may enforce this section by
5 the enactment of a local ordinance or bylaw prohibiting double poles
6 beyond the ninety days authorized by this section, violation of which
7 may be punishable by a fine not to exceed a maximum of one thou-
8 sand dollars per occurrence."

Purpose A Constable who has given bond of not less than $5,000
may service any writ or other process in a personal action
in which the damages are laid at a sum not exceeding
$1,500 and any process in replevin in which the subject
matter does not exceed in value $2,500. In addition,
Constables shall serve warrants and processes in criminal
cases. They shall serve all warrants and processes directed
to them by the Board of Selectmen for notifying Town
Meetings or for other purposes. They may serve by copy,
attested by them, demands, notices and citations. A
Constable, in the execution of a warrant or writ directed to
him/her, convey prisoners and property in his/her custody
under such process beyond the limits of his/her town, the
justice who issued it or to the jail or house of correction in
his/her county. If a warrant is issued against a person for
an alleged crime committed within any town, any
Constable thereof to whom the warrant is directed may
apprehend him in any place in the Commonwealth.

I will be in the posi.tion through June when my appointment ends. I have really enjoyed

Purpose To advise the Board of Selectmen on. matters of policy related but
not limited to the installation, financing, siting, management, and
monitoring of Cable Television, Internet Access, Wireless Internet
Access, Cellular and/or Digital telephone service, and any other
emergent technology designed for the same or similar purposes for
use within the Town of Reading. Advise the Board of Selectmen
on all matters related to the existing Cable TV license, and any
subsequent renewals of the license:
♦ hold an annual compliance hearing and monitor the on-going
compliance of the current Cable TV licensee with the requirements
of the Cable TV contract within the limits of Massachusetts
General Laws, Chapter 166A and the License;
♦ work in conjunction with the company and the local access
corporation in governing the use of the public access channel in the
Town of Reading; and
ensure the coordination of activities of other public
organizations and private organizations concerning the use and
development of cable programming;
♦ have the responsibility to monitor all aspects of the cable
television system in the Town of Reading within the limits of
Massachusetts General Laws, Chapter 166A and the license.

At the last meeting the Board of Directors of the Authority, the Board discussed the need for
locker room facilities that would accommodate female teams and more specifically the
Reading girls' varsity hockey team. At the time the original facility was designed and
constructed girls' organized hockey in Reading did not exist. Now there is a girls' varsity team,
youth level teams and the early stage of a woman's team. After discussion, the Board
unanimously agreed that the need exists for female facilities and the board authorized me to
further pursue that goal.
In reviewing our building layout, the expansion of the existing footprint adjacent to the current
boys' varsity locker room would best accommodate new female locker rooms. We would want
to construct a separate girls' varsity locker room, toilet facilities and another locker for females.
In order to accomplish this and obtain the necessary funding, we request that the board agree
to a ten-year extension of the existing lease. This extension will allow the authority to amortize the
expansion costs over that period of time and have a viable addition.
We attach an original of the site plan with the expanded area shown on it. As illustrated, the
expansion will not have an impact on the parking. Based on preliminary conversations with the
Conservation Commission administrator, the initial opinion is that the expansion would not have
an impact on the wetlands.
We look forward to your consideration and response in the near future as this is a project we
would commence promptly in an effort to have the facilities available to Reading teams as
soon as possible. We are most available to meet with you or a subcommittee of the Board to
discuss this in more detail.
