Thank you for e-mailing me to express the Board of Selectmen's concerns with
Outside Section 15 of the Senate's budget for Fiscal Year 2009.
I appreciate the Board's concerns and find them completely understandable. The
current cost environment in government, especially local government, is prohibitive
toward making additional financial obligations, regardless of their sensibility and
especially when there is no dedicated revenue source to pay for them.
As a point of clarification, I would like to add that my reading of Outside Section 15
indicates that, in order for the Town of Reading to accept the COLA change, the town
must first obtain approval through town meeting and then through a majority vote of the
Reading Retirement Board, not the Pension Reserves Investment Management Board.
I understand the Board's concerns that, as written, Outside Section 15 does not
include municipal legislative or executive officials in the decision making process. I am
aware of the Board's concern that local acceptance would entail serious funding issues.
Please be assured that I will share the Board's concerns with the members of the budget
conference committee.

PADDLE THE IPSWICH RIVER FROM READING TO MIDDLETON
Reading- When was the last time you floated on Reading's premier resource - the
Ipswich River? If you have paddling experience or even if you've never been on the river, join
the Ipswich River Watershed Association on June 14t1' for the first of four "Source to Sea"
canoe/kayak trips.
The Reading /North Reading Stream Team will be coordinating the first leg of the Source
to Sea adventure on Saturday June 14 from 9 AM to approximately noon. Meet at the Lobs
Pound Mill site off Mill Street in Reading near the North Reading town line. Alternately, put in
at the Ipswich River Park in North Reading for a shorter, easier trip. (Mill Street paddlers should
reach the park by about 10:30.) Bring your own boat, PDF, water, and snacks. Rain cancels the
trip.
Enjoy meandering along the forested corridor and drop over a beaver dam at the
confluence with Martin's Brook about a mile downstream from the put-in at Mill Street. Pass
through an echoing culvert and enjoy some rocky shoots shortly before the Ipswich River Park.
This is a narrow, winding section and is challenging paddling for beginners.
The river begins to widen and paddling is easier after the Ipswich River Park. Woods
and wetlands provide a quiet paddle, with views of beaver lodges and dams, frogs and turtles,
and many bird species that can be heard and seen along the river. Passing under several bridges,
the river winds through old North Reading center, then grows more placid and becomes pond
like behind the Middleton dam. This trip ends about six miles downstream from the launch site,
just over the town line in Middleton. Pull out is above the dam at Pine Road, off Boston Street
and across the river from the Bostik plant.

I wanted to take a moment of your time and let you know that 2 sixth grade students from Reading, Mary
Kate Kelley and Kasey Cook, have completed the requirements for Junior Girl Scouting's highest award,
the Girl Scout Bronze Award. Junior Girl Scouts are scouts in grades 4, 5 and 6. Mary Kate and Kasey
are both 12 years old.
The Girl Scout Bronze Award recognizes a girl's commitment to excellence as she develops skills and
values to meet present and future challenges in her life. Mary Kate and Kasey began working on their
Bronze Award in September 2006. To earn the award, they had to design and carry out a plan of
activities showing their promise to help others, improve their community and world, and to become the
best they can be. To complete the requirements for volunteer community service, Mary Kate and Kasey
participated in a number of activities involving Girl Scouting in Reading. Additionally, their scout troop
hosted an International Night including food and presentations for more than 50 people. This activity
helped them completed the international requirement of the award.
For their final project, the scouts spent more than 50 hours researching and documenting information at
the Museum of Science. Kasey and Mary Kate reviewed the entire Junior Girl scout badge book and
created a chart showing all the badge steps that could be completed at the Museum of Science.

In order to complete this project, the scouts traveled more than 8 times to the museum to learn about all
the MOS exhibits so that they could cross reference the exhibits with the badge activities. The Junior
badge book is comprised of 104 badges with each badge having 10 steps that scouts could undertake.
Mary Kate and Kasey reviewed all 1000+ possible badge requirements and referenced those that could
be completed at the Museum of Science in a pamphlet. This pamphlet will be made available to any and
all Junior Girl Scouts visiting the Museum of Science.
We are awaiting a final date for the awards ceremony at which the scouts will receive their award but it is
tentatively scheduled for June 20th at the Museum of Science. I would be most appreciative if you would
honor these scouts with a letter or commendation.

Marchese working on Ash Street sidewalk and curbs.
• Only sidewalk removal and rough grading has been performed.
• No work has started on curb resetting
• No response from MHD on the extension of Ash Street work
Marchese has been requested to send sketch on improving the safety of the Pleasant Street light.
• Temporary 4-way stop will not be permitted by MHD for Main Street.
• MHD/consultants issues - Insufficient lane width and concerns truck may hit signal head into
oncoming traffic and stability of temporary light base.
• BETA suggested several alternative to Marchese:
o Improve stability of temporary light with added jersey barriers and crash attenuators or
similar controls.
o Install temporary poles outside paved area and suspend fixture on cable.
o Install temporary pedestrian signal and remove traffic signal.
• Most likely scenario is that Marchese will reinstall old concrete base and widen new binder
pavement to accommodate two lane traffic (each direction). Should have solution to issue hopefully
in next couple of days. MHD will not allow the opening of Main Street until issue is resolved.

I hope you are both well. I just received a call from Kerri DeRusha, BirchMeadow PTO president regarding the scheduled hearing referenced
below. I offered to contact you to see if there is a way to reschedule this hearing, because of a conflict at Birchmeadow that night. The PTO
has worked very hard to organize an appropriate farewell to outgoing Principal Torn Daniels, scheduled for Tuesday June 10th at 7:00. This
meeting is the only formal opportunity for the Birch Meadow community to say farewell. The transition since Tom's resignation
announcement has been fairly bumpy. It is really important to some members of the community (myself included), that Birch Meadow be able
to have an opportunity to have a good turnout for someone who has, and continues to, devote alot of time and energy to the school. Any
guidance, or influence that you have to reschedule the hearing for this important topic would be so very appreciated.

almost all of the scheduled meetings and I have written numerous decisions on behalf of the

I have been a member of the Board of Health for the past 9 years. It has been a very interesting
experience.
The Health Department is involved in all fields of public health; Emergency Preparedness,
inspections, infectious disease investigations, distribution of licenses, fees, permits, cholesterol
and blood pressure screenings to name a few.
The Health Department along with the Board of Health provides a great service to the citizens of
Reading formulating and enforcing the rules and regulations affecting the public
health.
