Meetings Twice a month on the first and third Thursday.
Authority Reading Zoning By-Law, Section 7.4; "The Zoning
Act" of the. Commonwealth of Massachusetts,
Chapter 40A, Section 12 of the General Laws and
other applicable provisions of the Massachusetts
General Laws.
Purpose To hear and decide appeals from any decisions of
the Building Inspector; to hear and decide
applications for special permits as authorized by the
Reading Zoning By-Laws; to hear and decide
petitions for variances as authorized by the Reading
Zoning By-Laws; to hear and decide applications
seeking authorization and a Comprehensive Permit
to build low and moderate income housing
contemplated by GL c. 40B, Sec. 21; to hear and
decide upon all matters. otherwise legally. coming
under the jurisdiction of the Board of Appeals.

PROGRAM

Purpose To advise the Board of Selectmen on matters of policy related but
not limited to the "Cities for Climate Protection" Program for use
within the Town of Reading. In doing this work, the Committee
will; Conduct a .local emissions inventory of greenhouse gas
emission. Recommend an emissions reduction target. Identify local
actions that achieve the target. Develop a proposed implementation
action plan identifying policies and actions. Quantify and report
benefits created.

Puruose CPDC shall make studies and prepare plans .
concerning the resources, developmental potential
and needs of the Town. CPDC annually reports to
the Town giving information regarding the physical
condition of the Town and any plans or proposals
known to it affecting the resources, physical
development and needs of the Town. CPDC shall
have the power to regulate the sub-division of land
within the Town by the adoption of rules and
regulations governing such development. CPDC
shall have all of the power and duties given to
Planning Boards, Boards of Survey and Industrial
Development Commissions under the Constitution
and General Laws of the Commonwealth, and such
additional powers and duties as may be authorized
by the Charter, by Bylaw or by other Town Meeting
vote.

Purpose A Constable who has given bond of not less than $5,000
may service any writ or other process in a personal action
in which the damages are laid at a sum not exceeding
$1,500 and any process in replevin in which the subject
matter does not exceed in value $2,500. In addition,
Constables shall serve warrants and processes in criminal
cases. They shall serve all warrants and processes directed
to them by the Board of Selectmen for notifying Town
Meetings or for other purposes. They may serve by copy,
attested by them, demands, notices and citations. A
Constable, in the execution of a warrant or writ directed to
him/her, convey prisoners and property in his/her custody
under such process beyond the limits of his/her town, the
justice who issued it or to the jail or house of correction in
his/her county. If a warrant is issued against a person for
an alleged crime committed within any town, any
Constable thereof to whom the warrant is directed may
apprehend him in any place in the Commonwealth.

A motion by Anthonv seconded by Tafova that the Board of Selectmen, having reviewed
the issue of the ownership of the parcel of land initiallv intended as a continuation of Tower
Road east of Bancroft Avenue, have determined that the Town of Reading has no interest
in constructing a continuation of Tower Road and. therefore. has no objection to the
abutting vroverty owners going through the necessarv legal process and securins title to.
those lands so described was approved by a vote of 3-0-0.
Review Reauest to Vacate a Portion of Robert Road, - The Town Manager noted that the
property is off Lowell Street. The abutting property owners share and maintain. He needs to get
staff recommendations.
John Sousa of 20 Parkman Road noted that he and his neighbor keep their boats on this land. He
also noted that paper roads were more popular a few years ago when there were no sidewalks on
Lowell Street.
Selectman Camille Anthony indicated that she would like a response from the Fire Department.
Selectman Ben Tafoya suggested noticing everyone in the neighborhood and then hold a hearing.
The Board took no action at this time.
MWRA Sewer Debt Authorization, - The Assistant Town Manager noted that there were forms
for the Board to sign to authorize sewer debt.
A motion by Anthonv seconded by Tafova to approve entering into and executing a
Financial Assistance Agreement and a Loan Agreement with the Massachusetts Water,
Resources Authoritv (the "MWRA") and anv other agreements as may be deemed
necessarv in connection with the issue and sale of an interest free loan in the aggregate
principal amount of $44.330 Sewer Bond (the "Bond") to MWRA:
That the Bond is authorized pursuant to Chanter 44, Section 7(1), of the General Laws. as
amended and supplemented. and being a portion of the $380.000 Sewer Bonds authorized
by a vote of the Town duly adopted under Article 17 at the 2007 Annual Town Meetinc,
shall be an interest free loan in the aggregate principal amount of $44.330 dated as of its
date of issue and shall be oavable $8.866 onAusust 15th in each of the vears 2008 to 2012.

Discuss Number of Constables - The Town Manager noted that the Town has five Constables
and the Selectmen can appoint up to five. He suggests reducing to two or three. Constables post
the Warrant for Town Meeting and occasionally deliver unsigned Certified Mail for the Town.
A motion by Anthonv seconded by Tafova to change the number of Constables to three,
through attrition was approved by a vote of 3-0-0.

The following are informal thoughts on the process for considering the future of the Oakland Road
property. I would anticipate a full discussion by the Board of these and other options and I appreciate the
oppommityto make these comments.
I would suggest a public process for the discussion of the future of the town property on Oakland Road.
I believe that the formation of an ad hoc Town Building Committee would be an appropriate fast step to
consider the property, the future needs of the town for municipal buildings and the proper use(s) for the
property were it to be sold.
I believe the committee should be composed of representation from the Board of Selectmen, School
Committee, Library Board and non-voting liaisons from CPDC and FinCom. The Board can bring forward
information about the potential uses for municipal purposes and the School Committee can do the same for
the school department functions. The Library may choose to participate or not, but their active voice would
help in rounding out the considerations of government oriented needs. The liaisons from the C'DC can
assist in the consideration of land use and master planning issues. The FinCom liaison would be of assistance
in communicating financial considerations.
For the purpose of considering the Oakland Road property I suggest a time horizon of up to five years
for the potential need of the land for public use. Once the Committee reports back to the Board it may be
appropriate to engage in public discussion with the residential neighborhood surrounding the Oakland Road
area about the potential uses.
If at the end of this process there is no consensus around keeping the land for public purposes the
property could be sold following the required steps.
Why not just sell the property now? It has been suggested by a colleague that we form a Municipal
Building Committee and soliciting the recommendation of such a body would be helpful in the process of
dealing with this valuable asset. Moreover, there are a variety of issues that have been surfaced by members of
the community regarding projects that could potentially involve the need to build new or onto existing
buildings. Additionally, there could also be reasons to look at the potential for trading land that the town
owns with those of an agency or individual to accomplish goal(s) important to the community. Finally, if, we
do sell the land it may be appropriate to wait until a real estate environment where we could maxirnize its
value.
Why an ad hoc committee instead of a permanent one? The experience of the ad hoc committee can
guide us as to the requirement for a permanent committee. If there are open questions, or projects that need
scope, or additional research that needs to be done then a permanent committee can be formed and
appointed. Also, we can be a bit more flexible on membership for a ad hoc conmuttee.

Thank you for forwarding to me Mrs. Boston's fourth grade class letters on ideas for
filling the vacant L'inen's `N' Things store. I read them all with great interest and agree with
many of the kids ideas. I only wish the Tenant market also agreed! I would like to thank Mrs.
Boston and the children and commend them for their creativity. This was a great life skills
exercise for the kids and demonstrates true "outside the box" thinking on the part of Mrs. Boston,
as well as the children.
It is particularly ironic that I received a first notice of zoning violation from the Town of
Reading on account of our "illegal" leasing sign on the same day I received the letters from Mrs.
Boston's class. The primary way retail space availability is communicated is by means of a
leasing sign. Apparently, the Town only allows a sign of eight square feet, suggesting a 4'x 2'
configuration. This is woefully inadequate and could not even be seen from the street. The signs
we put up are professional and were sized to fit in the space where the original store signs were
located. If the Town wants to be supportive of its businesses, it should reexamine the sign
ordinances to allow businesses more options for legitimate and necessary signage needs.
If the Linen's space is not leased soon, I think we will be entitled to a large tax abatement
because our taxes are ridiculously high. Vacant storefronts have a direct impact the market value
of property and because the taxes we are charged are so high, we are experiencing difficulties in
attracting new businesses to The Crossing at Walkers Brook.

I wanted to weigh in on the issue'of Atlantic's liquor license since I will be unable to attend
tonight's meeting. Our family is extremely opposed to this license being transferred to a
developer whom deems the Linen's and Things site begs for a liquor store. Outrageous. The spirit
of the law is that the license cannot be sold. Do you think the citizens of Reading are so naive as
to think that this so called "transfer" of the license will be done with trades of lawn mowing
services or as wedding gifts! Where do you think the money will come from when extra sifts of
police are needed? What example does the town set for our children? How will other businesses,
many of them already struggling, fare when their business drops?
If this transfer is allowed it will be on the backs of the citizens of Reading to benefit the greed of a
few. Which side will you stand upon? 1
