HomeMy WebLinkAbout2009-06-09 Board of Selectmen HandoutTOWN MANAGER'S REPORT Tuesday, June 09, 2009 • Tennis Courts - painting will be done the week of June 22 weather permitting, and they should be open for play a couple of weeks later. • Collins Field re-dedication June 18 at Parker Middle School - 5:30 PM • FYI, the attorney for the property owner at 855 Main Street has requested a copy of the petition that was submitted to the Board of Selectmen at their May 19 meeting. • The Town has received a notice from the Architectural Access Board that the new cross walk at Birch Meadow Drive and the fire access lane at Birch Meadow School is not HC compliant. A ramp on the southerly (field) side of the crosswalk will cost about $3000. How do you want to proceed? Install the ramp or remove the crosswalk. • At the PTTF meeting we talked about installing a stop sign on Pine Ridge Road at Oak, and the Safety Officer prepared the paperwork for the Board of Selectmen consideration at a hearing in June. That paperwork also went to the DPW, who assumed it was a work order and installed the sign. Some neighbor(s) are unhappy and we have explained the situation to them. They will get a notice of the hearing. • As part of the valuation of Real Estate and Personal Property in the Town of Reading we would like to remind you that the Assessor's office has our Appraisers Scott Morrison, Patricia Sullivan and Deborah Jackson out inspecting the current building permits and completing our annual cyclical re-inspection program. A systematic re- inspection of all properties in the town on a nine year cycle is a minimum state requirement. These inspections have started and will continue throughout the next four to six months. Any of these individuals who are part of our inspection team will be able to provide photo identification. Any home owner may verbally confirm the identity of any individual representing themselves as working for the Reading Assessor's. Office by calling 781-942-9027. Office hours are: Monday through Friday 8:30 AM 5 PM. • I received a question about the right turn only restriction on Hopkins at Main. The restrictions, are permanent, or until/unless we get a traffic signal at that location. The regulation was requested by staff, and approved by the Board of Selectmen and the Massachusetts highway Department. • CPDC last night granted a waiver of Site Plan Review, with conditions, for the proposed Olde Redding Butcher Shop at 169 Haven Street last night. They also approved the sign design and granted Certificate of Appropriateness to accompany the sign permit application. The Board has adopted a policy of not sending substantive responses to emails in order to try to stay in compliance with the Commonwealth's open meeting law which prohibits policy discussions by the Board outside of an open public meeting. Please understand that the Board values your input on issues and your correspondence will be included in the materials circulated to the Board prior to its next meeting and it is available as part of the public record. The Board members will have a chance to comment during an upcoming public meeting. If you want to have a personal discussion of the issue with a member of the Board, we hold "office" hours in Reading Town Hall before the first regularly scheduled meeting of each month at 6:30 PM in the first floor conference room. Selectman Rick Schubert will be available this evening at 6:30. Additionally, please be aware that the Board of Selectmen has asked the Massachusetts Highway Department to review this location and determine whether a signal is warranted, and they have begun this process. Please be advised, however, that this process is a long one - it generally takes in the order of magnitude of 5 years to get a traffic signal approved, funded, and installed. In considering this safety improvement, the Board of Selectmen took into consideration that residents on the east side of Main Street have the option of using the existing signal at South and Main Street to safely enter the Main Street corridor. This new sign is on the east side of Main Street, across from Calaresso's. 6/9/2009 Page 2 of 2 Please be advised that this change has made it very difficult and inconvenient for residents in this area, including residents of Summit Village Condominium, to access route 128. There is simply no alternative except to turn right then turn around somewhere on Main Street. I am asking the town to re-evaluate this sign. Because this is a high-volume intersection, perhaps a traffic signal could be installed. In the meantime, can the "Right Turn Only" sign be suspended and place a police officer at the intersection during rush hour? Thank you for your attention and consideration. Thank you, Mary Elle I i3 125 Summer Ave. Reading, MA 01867 June 7, 2009 Paul Feely, Editor Reading Chronicle Main St. Reading, MA 01867 Dear Paul, We would like to express our strong opposition to the proposed transfer of the liquor license granted by the Reading Board of Selectmen to the now defunct Atlantic Food Mart and its former owner Arnold Rubin. Mr. Rubin would like the Board of Selectmen to approve a transfer of that license to Mark Dickinson, owner of the former landfill property on Walker's Brook Drive, so that Mr. Dickinson can site a liquor store in part of the empty Linens `n Things store. This site does not "cry out" for a liquor store, as Mr. Dickinson has stated, This site is in a very busy area with immediate access to a major highway. It would seem unwise to further burden our public safety resources by putting this type of store in an already congested area. Allowing a liquor store at such a public spot also raises the question of how such a decision would fit with our ongoing efforts to address the serious substance abuse issues we are struggling with in our town. We were disappointed that the Board did not take the liquor license back from Mr. Rubin upon the closure of his supermarket. While it may be permissible, according to state regulations, for Mr. Rubin to "market" this liquor license to another developer, it is ethically questionable. The elected representatives of this town, the Board of Selectmen, should decide where and to whom this liquor license ought to go. This decision would then have a better chance of being based on community-oriented. factors, not on factors that serve owners who do not live and raise children in this town. Surely Mr. Dickinson, with or without the help of Mr. Rubin, could come up with a more creative proposal for that site, a store that would complement the existing array of retail establishments. An alternative grocery store such as a Traders Joe or an interesting upscale women's or family clothing store are a couple of possibilities worth considering. We ask the Board of Selectmen to deny a transfer of the liquor license now held by Mr. Rubin and regain its control over where this unused liquor license should be sited. My advice is to send a letter to the Board of Selectmen. They are expected to vote on the license transfer next week. I understand that Town Counsel is looking into the Town's options for possibly expanding the number of liquor retail licenses. The number of such licenses is usually based on population, I believe. I agree that it is beneficial to your plans, and to downtown, to have a retail liquor license available in downtown. I look forward to speaking with you more on Monday morning about your project. I'm hoping we can pick up then on.the conversation we started some days ago about our desire to move expeditiously along in the permitting and construction process, hopefully Monday am between 9:30 and 11:00. I've been aware that there is some talk about moving the package store license to the Jordan's Furniture area. As part of our 'mobilizing' to get our project moving forward more quickly, we have talked to a retail leasing colleague (who has done some preliminary information gathering for us) about the license; he says it will definitely help us attract a quality food store to the spot. So I'm herewith requesting that you advise us on the best way to convey that information, and our willingness to enter into a conversation with Mr Rubin as to what an appropriate 'consulting fee' would be. 4 6/5/2009 Page 2 of 2 From a bigger picture standpoint, I do believe that bringing people to the town center with as many retail attractors as possible (wine and liquor package store included) is going to enhance the success of all the Smart Growth planning the town has been working so hard to accomplish. I have been a Reading resident since 1964-a member of the Board since June 1994 and would like to continue. I feel very strongly that our Reading cemeteries are beautiful, well taken care of areas and we must be vigilant in making sure they stay that way. I am writing to express my support, there are many reasons this makes a lot of sense, not the least of which is that studies have shown it cuts down on litter. As a participant in the recent clean up in the BirchMeadow area, I can attest to the fact that I found no deposit containers but plenty of water bottles and other non-deposit containers. (From that experience, and other clean ups, I would almost go so far as to suggest that dunkin donuts and mc-donald's containers need to have a deposit as well!)
