Good morning,
I just wanted to follow up on the conversations I have had with Vendors that the last
couple of days. I spoke with the logistic manager at the Bakery who delivers the donuts
to all the stores every night. He pulled up the GPS tracking, and the latest the truck has
been there is 12:15am.. still out of the ordinance. He had the scheduled to deliver

between 11pm-12am. On June 7 his going to change the route for this location to be
earlier so that we can avoid the driver being late and getting there past the time allowed.
He did share the old kitchen service we used had an issue with hitting the stores at 2am.
we no longer use that Kitchen but it will also be adjusted.
now Casela Dumpster, They escalated my report to make sure this does not happen
before 6am.

Good Afternoon,
I was just watching the beginning part of the select board meeting from yesterday, since I
wasn't able to watch until mid water discussion. I am typically up late nights and can confirm
I've seen donuts deliveries at the Dunkin Donuts at 273 Salem Street after midnight on many
occasions.That being said, when I have seen it, it's usually between midnight and 2am, not
4:30am. So it's absolutely something they should address, but if people are stating noises at
4:30, it may be some other truck for someone else in that "shopping center".
Just wanted to share since I've seen it with my own eyes.

Re: FY27 Water and Sewer Rates
Date: May 21, 2026
This year we employed the use of a small water rates committee comprised of myself, the
CFO Sharon Angstrom, the DPW Director Chris Cole, Select Board Vice-Chair Karen Rose-
Gillis, and resident Paul Silva to work with our rate consultant, Matthew Abrahams. At the
Select Board meeting on May 26, 2026, Mr. Abrahams will join the meeting in person to
deliver our rate analysis and recommendations to the Board.
In the packet you will find ten-year projections for water and sewer retained earnings,
recommended rates, estimated bills, and comparisons of retained earnings balances, and
rates among similar communities.
In our presentation during the meeting the slides will show 5 year projections, but the ten
year ones will be available to show if needed.Because years 6-10 are so far out, we have a
lower degree of confidence in the retained earnings estimates at that timeand do not
recommend making decisions based on those distant years, as we revisit rates annually.
The town has always, intelligently, taken a conservative approach to budgeting our water
and sewer rates. However, this conservative approach, coupled with our rates and higher
interest rates, has led to higher retained earnings, particularly in the sewer enterprise fund.
Our approach targets bringing down retained earnings to get closer to a 30% target,
achieve rate savings in FY27 for sewer ratepayers, and rate stability for water ratepayers.
We are recommending Option 3 in both the water and sewer rate options(see Slides).
Water: 2% increase for FY 27

Re: Maintenance Costs of Town Wells
As a requirement of the Town of Readings water registration with the Ipswich River basin, the
Town must maintain operational conditions for our wellfield as an emergency water supply via
our Administrative Consent Order (ACO) with MassDEP. As such, out of (9) total wells in the
wellfield originally, only (3) are kept in basic operational order to satisfy the requirements of the
Towns Ipswich River water registration.
Annual costs to maintain these (3) wells currently average around $20,000 per year. However, in
the not-so-distant future, maintenance on these wells may not be sustainable anymore and
replacement of these wells to bring them back into operational order, to maintain compliancy, may
be warranted at a potential cost of at least several hundred thousand dollars.

The Conservation Commission is responsible for managing and protecting more than 1,000 acres
of conservation land throughout the Town of Reading. Over the past several years, the
Commission has expanded its volunteer base and regularly partners with local churches, realtors,
Scout groups, and students from Reading Memorial High School to complete projects that
enhance and maintain these public lands.
While volunteers generously provide labor, they are generally unable to contribute funding for
materials and supplies. As a result, modest budget requests for materials, project support, and
volunteer needs are essential to the success of these efforts.
The Commission's FY2027 budget request focuses on four conservation properties: Bare
Meadow Conservation Area, the Matera Pavilion at 1481 Main Street, 371 Grove Street, and the
Maillet, Sommes and Morgan Conservation Area.
Bare Meadow Conservation Area
$1,500 Habitat Restoration Plantings
As part of the recommendations contained in the Audubon habitat study, the Conservation
Commission has been restoring native habitat within the meadow. In FY2027, the Commission
proposes establishing an additional habitat area that will include native trees, shrubs, and other
plantings to further improve wildlife habitat and biodiversity.
$750 Fencing Materials
Funding is requested for eight fence sections, posts, and associated hardware to support ongoing
restoration efforts and protect newly established habitat areas.
Other Conservation Areas
$500 Educational Program Materials
Funding is requested for educational materials to support the Commission's summer
programming at the Matera Pavilion and other conservation areas. The Commission intends to
offer three public programs focused on environmental awareness, local history, and conservation
education.

$1,700 Water Line Installation at 371 Grove Street
As part of the development of the 371 Grove Street parking area, a retaining wall was
constructed adjacent to an area heavily impacted by invasive vegetation. The Conservation
Commission worked with Natural Heritage and Endangered Species Program staff to obtain
approval to restore the area with native plantings.
To ensure the successful establishment and long-term survival of these plantings, a water supply
is needed. The proposed project would install a water line from Grove Street through the gravel
parking area to a secure control box near the rear of the site. The control box would house a
shutoff valve and hose connection for maintenance and watering purposes.
Future uses for the water line are still under discussion and may include a drinking fountain for
visitors and pets similar to the fountain located at the end of Strout Avenue.
$2,000 Maillet, Sommes and Morgan Conservation Area Bench Replacement
The Maillet, Sommes and Morgan Conservation Area has been exceptionally well received by
residents and visitors since opening. As the site enters its second year, maintenance needs are
beginning to emerge.
One of the most significant concerns is the deterioration of the original polywood benches,
which have not held up well under direct sunlight and heavy public use. Last year, the
Commission replaced one bench through a resident donation with a steel-and-composite bench
that has performed well. At this time it is the only bench at this site.
Funding is requested to install a second steel-and-composite bench in place of one of the failed
benches. The estimated cost includes approximately $1,650 for the bench and $350 for a
concrete pad. The Commission anticipates continuing this replacement program over the next
several years until all failing benches that have been removed have been upgraded.
$500 Volunteer Project Support and Miscellaneous Materials
The Conservation Commission works with numerous volunteer groups throughout the year, and
unexpected material needs often arise during these projects. This funding would provide a small
reserve for supplies and materials needed to support volunteer efforts, including potential sign
replacement, tool and battery replacement, and other maintenance or improvement projects that
cannot be fully anticipated during the budget process.

The Reading Historical Commission respectfully requests the continuation of its annual
operating budget of $1,500. Over the past few years, the Commission has remained actively
engaged in fulfilling its mission of identifying, documenting, preserving, and promoting
Reading’s historic resources. The Commission has utilized its budget to support public
outreach, historical research and documentation efforts, educational materials, preservation-
related initiatives, and participation in projects that enhance public awareness of Reading’s
history. Examples include modernizing the Town Archive, preserving historic pictures in
Town Hall conference rooms, and continuing the popular vinyl wrapping of electrical boxes
throughout town. These activities have helped the Commission maintain historical records,
advance preservation goals, and provide resources to residents, property owners, and other
Town boards and committees.
The requested $1,500 allocation represents a modest investment that enables the Commission
to continue carrying out its responsibilities efficiently and effectively. As the Commission
continues its work on historic property inventory efforts, preservation planning, community
engagement, and collaboration with residents and Town officials, maintaining this funding
level will ensure that these important initiatives can continue without interruption. The
Commission appreciates the Select Board’s ongoing support and respectfully requests
inclusion of the $1,500 annual budget in the upcoming fiscal year.

Members of the Select Board:
The purpose of this leer is to request funding of $5,000 for the upcoming year of work dedicated to
maintaining, repairing, and expanding the trail network in the conservaon land areas enjoyed by
cizens of the Town of Reading. The wealth of green spaces for recreaon, habitat, and community
aesthecs is owed in no small part to the generous funding the Town connues to provide our acve and
hard-working Commiee of volunteers. With over 15 miles of trails featuring over 25 boardwalks and
bridges, the work of the Commiee in keeping our trails safe and passable is never done. There are
fallen trees to be removed, unstable boardwalk secons to be replaced, eroded segments to be restored
and new boardwalks needed where ponding has encroached, making some secons of trail seasonally
impassable.
The funding we are requesng will support purchase of stock for a bridge project and useful
appurtenances for the Town-owned vehicle that was recently donated for use on Trails and Conservaon
projects. The Commiee plans to use the funding as follows:
