Roll call: Sal Bramante (remote), Karen Rose -Gillis (remote). Interview Incumbents and New Applicants for Volunteer Boards and Committees Taylor Gregory is an incumbent associate member of the Zoning Board of Appeals. They state that things are going well, and they enjoy serving on the Board, and things are even better now that the ZBA moved their meetings to Mondays, which no longer conflict with Select Board meetings on Tuesdays. They stated that they would like to be appointed as a full member, but tithe other incumbent Associate, Anthony Fodem, would like to fill the full vacant seat, they are happy to remain an associate. Jean -Paul PlouHe is an incumbent member of the Board of Assessors (BOA). He has agreed to stay on the Board and states that the Assessor, Victor Santaniello, runs a tight ship, and the BOA is there to support him. He reviewed his experience in the Assessment field, having served for twenty-two years as Assessor in Westford before retiring, and now serving part-time in Swampscott. Frank Rizza is a new applicant interested in the Zoning Board of Appeals. He has been getting more involved in the Town over the past few years, as he has had more time available. He has experience in real estate and development, and has gone before Zoning Boards in other communities, and feels that he could offer different views, and see some of the influences on cases that come before the Board. Planning and Zoning are areas he is passionate about. He would prefer to be appointed as a full voting member, but would be happy to share his thoughts, views, and opinions more than having the authority to give permission. Margaret Donnelly Moran is an incumbent member of the Affordable Housing Trust Committee, as a representative of the Reading Housing Authority (RHA). She has extensive experience, as she works for the Cambridge Housing Authority (CHA) and is in charge of CHA's new development, redevelopment, modernization of over 3,000 affordable units, and oversees purchasing and development of new buildings, new construction, and renovations of the older buildings in the City's portfolio. She stated that the collaboration between the RHA and the Town is essential and has gotten stronger over the last few years. Steve Sullivan is the incumbent Reading representative on the Metropolitan Area Planning Council (MAPC). He has also served on the Mass High and Metro North Workforce Board and served with several folks who also Page I I served on the MAPC, which piqued his interest and led to him seeking appointment to the MAPC in 2020. Mr. Sullivan shared his extensive experience and knowledge of the MAPC and how it benefits Reading. Approve Prior Meeting Minutes On a motion by Karen Rose -Gillis, seconded by Sal Bramante, the Volunteer Appointment Subcommittee voted 2.0 to approve the meeting minutes of May 21, 2026, as presented. Roll call vote: Sal Bramante — Yes, Karen Rose -Gillis — Yes. On a motion by Karen Rose -Gillis, seconded by Sal Bramante, the Volunteer Appointment Subcommittee voted 2-0 to adjourn at 10:45 am.
