Otherwise, this structure does immediately abut residential districts and properties, but it does appear the speaker system is in the rear (with the greatest separation) and some screening does exist – all of which should be confirmed in field. In the past some abutters have noted heavy traffic in and out of the ice cream shop and the heavily utilized intersection. As Chris mentioned Bagel World was limited. McDonald’s was also not allowed to use their drive- through closest to residential abutters in the early/late hours. I think an early opening on a Main St business is appropriate but with similar conditions, whether it be in-store only or additional screening and sound-proofing. Likely the former… This is a public hearing at the Select Board and abutters within 300ft would be notified of such. Of note, there are already cars queued up at the speaker for that drive thru before they open. There are some abutters there, so not sure if the speaker noise would be of issue for a 5am opening. Now they want to add cars, trucks and motorcycles, some with loud mufflers, to the mix. So, I'm against the change and I wish you could go a step further and have them change their delivery times. Sewer Rates Date: May 21, 2026 This year we employed the use of a small water rates committee comprised of myself, the CFO Sharon Angstrom, the DPW Director Chris Cole, Select Board Vice-Chair Karen Rose- Gillis, and resident Paul Silva to work with our rate consultant, Matthew Abrahams. At the Select Board meeting on May 26, 2026, Mr. Abrahams will join the meeting in person to deliver our rate analysis and recommendations to the Board. In the packet you will find ten-year projections for water and sewer retained earnings, recommended rates, estimated bills, and comparisons of retained earnings balances, and rates among similar communities. In our presentation during the meeting the slides will show 5 year projections, but the ten year ones will be available to show if needed.Because years 6-10 are so far out, we have a lower degree of confidence in the retained earnings estimates at that timeand do not recommend making decisions based on those distant years, as we revisit rates annually. The town has always, intelligently, taken a conservative approach to budgeting our water and sewer rates. However, this conservative approach, coupled with our rates and higher interest rates, has led to higher retained earnings, particularly in the sewer enterprise fund. Our approach targets bringing down retained earnings to get closer to a 30% target, achieve rate savings in FY27 for sewer ratepayers, and rate stability for water ratepayers. We are recommending Option 3 in both the water and sewer rate options(see Slides).
