Massachusetts, and remotely via Zoom, to act on a request for early opening at 5:00 a.m. for
Dunkin Donuts at 273 Salem Street and 110 Main Street.
A copy of the proposed documents regarding this topic will be in the Select Board packet
on the website at www.readingma.gov.
All interested parties are invited to attend the hearing or may submit their comments in

Hi all,
There appear to be some ZBA Decisions from the late 90’s to early 2000’s but they are directly related
to the gas station and do not appear to limit hours of operation.
Otherwise, this structure does immediately abut residential districts and properties, but it does appear
the speaker system is in the rear (with the greatest separation) and some screening does exist – all of
which should be confirmed in field. In the past some abutters have noted heavy traffic in and out of the
ice cream shop and the heavily utilized intersection.
As Chris mentioned Bagel World was limited. McDonald’s was also not allowed to use their drive-
through closest to residential abutters in the early/late hours.
I think an early opening on a Main St business is appropriate but with similar conditions, whether it be
in-store only or additional screening and sound-proofing. Likely the former…
This is a public hearing at the Select Board and abutters within 300ft would be notified of such.

Hi all –
The town granted Bagel World the 5am in-store opening with drive thru opening at 6am in 2024. I feel for
consistency we allow the same for Dunks. There are homes that back right up to the 110 Main street
address so the same argument for in—store only from 5-6a should apply.

FYI I called the Regional manager, she lives in North Reading, and they are also looking to open the 110
Main St location at 5AM. Of note, there are already cars queued up at the speaker for that drive thru
before they open. There are some abutters there, so not sure if the speaker noise would be of issue for
a 5am opening.

walkers brook, 273 Salem st and 110 Main street. 87 walkers brook location opens at 4am
and my other two open at 6am. I would like to open at 5am at 273 Salem street since
Planet Fitness opens at that time, which could benefit the guests. I would also like to open

Hi Jayne,
I live on the other side of the white fence from Dunks at 261 Salem St. It is bad enough we
hear the beep beep beep of their tractor trailer trucks backing up and them unloading and
loading of racks, sometimes at 1am, but most of the time between 430am to 5am. Now they
want to add cars, trucks and motorcycles, some with loud mufflers, to the mix. So, I'm against
the change and I wish you could go a step further and have them change their delivery times.

Re: FY27 Water and Sewer Rates

This year we employed the use of a small water rates committee comprised of myself, the
CFO Sharon Angstrom, the DPW Director Chris Cole, Select Board Vice-Chair Karen Rose-
Gillis, and resident Paul Silva to work with our rate consultant, Matthew Abrahams. At the
Select Board meeting on May 26, 2026, Mr. Abrahams will join the meeting in person to
deliver our rate analysis and recommendations to the Board.
In the packet you will find ten-year projections for water and sewer retained earnings,
recommended rates, estimated bills, and comparisons of retained earnings balances, and
rates among similar communities.
In our presentation during the meeting the slides will show 5 year projections, but the ten
year ones will be available to show if needed.Because years 6-10 are so far out, we have a
lower degree of confidence in the retained earnings estimates at that timeand do not
recommend making decisions based on those distant years, as we revisit rates annually.
The town has always, intelligently, taken a conservative approach to budgeting our water
and sewer rates. However, this conservative approach, coupled with our rates and higher
interest rates, has led to higher retained earnings, particularly in the sewer enterprise fund.
Our approach targets bringing down retained earnings to get closer to a 30% target,
achieve rate savings in FY27 for sewer ratepayers, and rate stability for water ratepayers.
We are recommending Option 3 in both the water and sewer rate options(see Slides).
Water: 2% increase for FY 27
Sewer: 5% decrease for FY27
