Call to order and Welcome Chair Joe Carnahan called the meeting to order at 7:30 pm. Public Comment There was no comment from the public. Prenarataon for Recommendation Presentation to the Select Board Sarah Brukilacchio shared that she sent the presentation slides to Chase Mack of the Community Preservation Coalition. He recommended some changes, as some of the projects listed under Open Space and Historical were not eligible for CPA funds. The Study Committee also discussed a Massachusetts Preservation Projects Fund (MPPF) program offering 50% matching funds for historical property restoration, with several properties in Reading on the historical registry potentially eligible for CPA funding. The Study Committee reviewed the slide presentation and agreed to minor content changes including adding an appendix which will include a list of eligible projects, moving slides relating to CPA's adoption interacting with an override to the appendix, and adding a slide that lists the Study Committee's members at the beginning of the presentation. Joe Carnahan and Sarah Brukilacchio then rehearsed the presentation with Study Committee members providing discussion and feedback in preparation for next week's Select Board meeting on February loth. Page I t The Study Committee agreed to meet again on February 2V at 7:30 pm, at which time they will discuss feedback from the presentation to the Select Board and discuss outreach to Town Meeting. Approve Prior Meeting Minutes: January 20, 2026 On a motion by Martha Moore, seconded by Sandy Matathia, the Ad Hoc Community Preservation Act Study Committee voted 6-0 to approve the meeting minutes of January 20, 2026, as written. On a motion by Carlo Bacci, seconded by Sandy Matathia, the Ad Hoc Community Preservation Act Study Committee voted 6-0 to adjourn at 9:05 pm. Nape 12
