Motion: AR moved to approve the minutes with the correction noted. Second: SB Vote: 3-0 in favor. Motion passed. Review Grant Applications 1. Reading/North Reading Chamber of Commerce for Annual Town Tree Lighting. • Present representing R/NR Chamber of Commerce: Rob Minor. • Requested in the amount of $6,802. Motion: SB moved to approve a $2,500 donation to the Reading/North Reading Chamber of Commerce to support the 2025 Annual Town Tree Lighting. Second: AR Vote: 3-0 in favor. Motion passed. 2. 5B informed the committee that Cummings Properties has made a $1,000 donation to the Reading Celebration Trust Committee. KH shared a memo dated October 26, 1994, from Cathy Quimby regarding the creation of the Celebration Trust Fund and the Celebration Trust Committee. • Key point: The Town of Reading's official 400th Anniversary Committee has the authority to expend funds, terminate, or rewrite the provisions of the Celebration Fund. If that committee no longer exists, this authority reverts to Town Meeting. • Discussion was informational only. 4. SB presented an overview of the Massachusetts Community Preservation Act (CPA): • The CPA allows cities and towns to establish a local fund (via a 1%-3% property tax surcharge) for projects in open space and recreation, historic preservation, and affordable housing. • As of 2025, 201 municipalities in Massachusetts have adopted the CPA; Reading has not yet done so. Motion: SB requested a vote from the Celebration Trust Committee in support of Reading adopting the CPA. Second: AR Vote: 3-0 in favor. Motion passed. Adjournment Motion: AR motioned to Adjourn.
