(5-0) Chuck Tirone instructed the commission to set up a site visit to count the trees. Brian Bowe asked when the commission wants this done by. Chuck Tirone said by the next meeting and estimated it would take 1-1.5 hours. Brian Bowe asked if anyone could do it Monday (8/18) morning. The commission discussed, several said they would be able to make it; Martha Moore and Rick Keogh said they would be not be able to make it that morning. Brian Bowe scheduled the count for 8/18 at 8:30 AM. Page 1 1 2. 885 Main St Continuation of public hearing for NOI. Chuck Tirone asked if anyone is here from Horsley Witten. No one responded. (5/0) 4. 692 Pearl St Continuation of request for determination of applicability filed by Richard Keogh. Brian Bowe stated that the applicant proposes removal of 11 trees within 100' of the bordering vegetated wetland and intermittent stream. Assessor's Map 57 lot 2 RDA 2025-8. Richard Keogh, member, recused himself from this discussion. Brian Bowe stated that the new thing to consider is the latest planting plan and asked for questions or comments. Martha Moore said that she is not seeing on the displayed plan how it connects to the tree cutting plan. She asked how many trees are we assuming are being cut and how does that compare to plantings being put in. Rick Keogh said there were 11 trees discussed at the last conservation commission meeting. He stated that there were 11 discussed in the buffer zone plus one dead one, two already assumed dead, plus two additional trees near the 100' line. Rick Keogh stated that at the previous meeting they really wanted 4 or 5 trees and the number of shrubs as discussed on the plan. Martha Moore clarified that Rick Keogh's plan calls for taking down the trees on the plot with letter labels as well as two others on the buffer line. Rick Keogh stated that one tree (N) was agreed to be dead by the commission. Martha Moore said she has notes on many trees that do seem unhealthy. D, E, F, and K are the trees she wonders if they really need to come down. Tim Michel asked if tree K is outside the 100' or just inside. The commission discussed and concluded that it is, based on two different 100' lines. Walter Talbot asked for clarification on the plan that the red lines are the 100' lines; Rick Keogh said they are. Pag¢ 1 2 Martha Moore said when we're counting 11 trees here, when it goes up to N, N is not counted because it's already dead, but L and M are counted. Rick Keogh said correct so it's a total of 14 because 3 are dead. Martha Moore specified trees A, B, and N are the three dead trees. Chuck Tirone said he did not have any comments at this moment. Brian Bowe asked Rick Keogh to discuss the mitigation plantings. Rick Keogh said he thinks behind the mountain laurel would be a good spot for a tree and maybe they can fit one between the two dead trees. He described two additional possible new tree locations once the trees have been removed. Martha Moore clarified that a red maple is proposed where the trees she was questioning are coming out. Rick Keogh agreed. Martha Moore also asked if removing buckthorn behind the shed is part of the plan. Rick Keogh said he has already done that. Martha Moore and Brian Bowe stated that counts as part of the mitigation. Martha Moore asked if there would be plantings in front of the house. Rick Keogh said yes, minus the boxwood on the previous plan. Brian Bowe asked if anyone in the audience had anything to say. Chuck Tirone asked when the planting is going to take place and asked about survivability. Rick Keogh said he is not sure yet. Brian Bowe described the survivability requirements usual in the conditions for planting. (4-0) Brian Bowe asked what conditions they want to apply. Martha Moore suggested three-year survivability from the planting date. Chuck Tirone asked 9 there is a plant -by date. Brian Bowe said Rick Keogh was saying some in Fall some in Spring which is reasonable. Rick Keogh asked if there was any priority which went first. Brian Bowe and Martha Moore discussed trees as a suggestion. Brian Bowe suggested mid -April. Martha Moore suggested more time. Tim Michel suggested 5/15. Chuck Tirone clarified that the three-year survivability requirement restarts if the plantings die and need to be replanted. Martha Moore moved for a negative determination, Walter Talbot seconded, Tim Michel in favor, Walter Talbot in favor, Martha Moore in favor, Brian Bowe in favor. (4-0) Rick Keogh rejoined the commission as a member. Chuck Tirone asked a member of the audience if he had a phone number for Janet Bernardo. Chuck Tirone specified that it is not the applicant's responsibility to contact her but, if possible, that will make a determination more likely. Page 1 3 The speaker said that their applicant would really prefer to move along today rather than continuing. 5. 18 Knollwood Open a public hearing filed by Barath and Anita Batia. Proposed demolition of existing addition and deck and construction of a new addition and deck; all proposed work is within 100' of the wetland. Assessor's Map 11 lot 8 DEP File 207-0801 Jack Sullivan, Sullivan Engineering, said that Karen Environmental performed the wetland determination and the entire house is within the buffer zone. Jack Sullivan said they would like to bump out the garage 5', construct an 8' by 24' porch on the front with a new paver walkway. On the rear, there is an existing deck and sun room in bad condition. They are in the 35' no structure zone already. He said no trees are planned to be cut but the challenge here is to get equipment in. Jack Sullivan showed a construction access plan using the front and the right of the house. He said the access route would need to be between the 25' zone but he will provide a 15' zone between the house and the erosion control for equipment to move through. He proposes to do additional plantings as mitigation. The new addition will comply with the 35' no structure zone and the new proposed deck will be 28' from the wetland but will be smaller and further away from the wetland than the current deck. Pervious material will be used under the deck. Jack Sulivan showed the erosion control planned including avoiding a specific 26" beech tree. Rick Keogh asked if the wetland in the back was discovered during the determination. Jack Sullivan said the owner asked for a survey before purchasing it. Jack Sullivan said around 2011, Anthony's Roast Beef, had removed some trees in that area and Jack Sulivan personally knew there were wetlands back there. Chuck Tirone stated that the town's GIS is a data point but is not considered accurate and would not override the survey. Martha Moore said she and Brian Bowe looked at the wetland flags today and they do seem to be accurate. Martha Moore said she would have asked for mitigation of planting trees, shrubs, and ground cover, which are already included in the plan. Martha Moore said there is a red maple with a very small bunch of Japanese knotweed and stated she would like the removal of the knotweed to be a condition. She also recommended removing bittersweet near flag A15; she also said be careful as there is poison ivy there as well. Martha Moore said she thinks hand pulling would be appropriate but if they are not going to do just hand pulling, they would need a permit. Martha Moore said they did notice the trunk in the back left that is labelled 30" has some damage to the trunk, she is noting it as pre-existing before construction. Brian Bowe said they also noticed bare branches on that tree near the top. Brian Bowe asked about the protection for the tree in the front. Jack Sullivan said they will be using a mulch sock to protect the trunk and also laying plywood on the equipment path to protect its roots. Page 1 4 Brian Bowe said they did note some yard waste, although he is not sure if lt is on the property; he stated that no yard waste should be added. Chuck Tirone asked if Jack Sullivan has a plan for loosening compacted soil after construction equipment. Jack Sullivan said he hasn't given it much thought but they would do so. Chuck Tirone said the only area he is really concerned about is within the 25' where they are going to plant trees. Chuck Tirone asked about the equipment route. Jack Sullivan said it is difficult to go around the other way and they are already disturbing ground. Chuck Tirone specified there would be a tree protection order of conditions and compacting mitigation. Martha Moore asked about material and soil stockpile areas. Jack Sullivan said there will be no soil stockpiling because there is no room for it. Martha Moore asked about stockpiling lumber. Vincent (remote), the builder, said they'll use the driveway to stockpile material for the addition or deck. Joseph Fleury asked about the existing walkway being removed. Jack Sullivan said there would be fill for that. Chuck Tirone said he is not really satisfied with plywood covering the roots and would like to ask the commission to authorize him to work with Jack Sullivan on a plan to protect the roots and not have degraded plywood. Jack Sullivan said he was open to suggestions but the owners are eager to get the work requiring equipment done before winter. (5-0) 6. 886 Main St Continuation of NOI filed by Primrose School Franchising Company. Assessors Map 28 Lot 133 D File 2000-0796. Janet Bernardo, Horsley Witten, is in the remote meeting. Joshua Klein, Stonefield Engineering, stated there are four key items for the commission: storm water peer review was completed, water quality unit was added to the plans, stormwater basins proposed would be underneath the layer of fill, and the items added to the O & M plan. Page 1 5 Joshua Klein stated there will be no adverse impact on neighbors or wetland regarding storm water. Brian Bowe asked if there were public comments in the room or online. Dennis Murphy, attorney for Ms. McKenna, an abutter on Duck Rd began speaking. He said that this is the first time that her house has shown up on the plan and the first time that the plan has shown contour lines. Dennis Murphy stated that stormwater runoff is a major concern for the McKenna property and that the local regulations require very specific things regarding stormwater. He cited section 3N as prohibiting any stormwater runoff off the site to adjacent properties and prohibits altering the direction of flow. He drew attention to two gray boxes to the north of the play area on the diagram, which he described as scour holes shown on the stormwater management plan that are right up against the 35' buffer zone. Dennis Murphy asked if anyone has evaluated the stormwater discharge from those locations and if they comply with sections 3N and 30 of the local regulations. He stated his client's concern that her property is downhill of this site and already has significant water issues; they want assurance that this site has been designed in full compliance to avoid issues for the McKenna property. Joshua Klein stated that contours and abutting properties have been shown in previous submissions. He stated that none of the system directs water toward the neighbor but does toward the wetland and is in compliance with local regulations. Joshua Klein stated that the home/property is not the low point; he said the low point continues further north and they are very confident in their water plan, which the peer review process endorsed. Janet Bernardo requested drawing C-6 to be shown. She said it does show the contours of the site. She said the property on Duck Rd is to the west while the wetland is to the northwest. Janet Bernardo said the contours on the southern half of the property closest to Duck Rd do sheer toward the Duck Rd property now but in the proposed plan there will actually be less stormwater directed toward the west and the McKenna property. She said the two scour holes will direct the runoff toward the wetland. She said there is still flow but they are not increasing the runoff toward the McKenna property at all as per local regulations. Janet Bernardo said there is a small section — the playground — which will be regraded but that will improve stormwater direction using a small swale. Pete Marfioni, 31 Duck Rd, said he has been there since 1993. He said he doesn't understand how the Town of Reading would consider this project that will cut down 50 to 100 trees and asked if there will be any blasting in the area. Joshua Klein said they don't anticipate any blasting. Pete Marfioni asked the commission to make note of that intention not to blast Brian Bowe stated that is in the record. Chuck Tirone asked how many trees would come down and is the tree replacement met Joshua Klein said they have met the tree replacement policy. He said 28 deciduous trees and 4 evergreen trees are being removed within the 100' buffer and are being replaced within the 100' buffer. Chuck Tirone asked if those are trees or shrubs. Joshua Klein said all of the replacement plants are trees and are native. Martha Moore asked if this project was considering red pine; Chuck Tirone said, no, that was RECAL. (5-0) Rick Keogh asked Chuck Tirone if he had any recommendations for commission. Martha Moore said 3-year survivability 100% on trees and 90% on shrubs is a condition. Martha Moore asked if snow storage should be listed as a condition even though it is already discussed. Chuck Tirone described reporting requirements and requested a no -salt condition for the buffer zone. (5-0) 7. 1503 Main St RDA filed by Garrett PJpha-Cobb The applicant proposed removing an existing deck and constructing an 117' by 15' screen porch and deck. Work includes the installation of approximately 16 to 18 new footings. Assessors map 60 lot 11 reading file number 2025-13. Garrett Alpha -Cobb began presenting remotely. He showed an image of his property, stating that since it was created 25-foot granite wetland markers were installed and silt socks were removed. Garrett Alpha -Cobb said the closest the project disturbance will come to the wetland is 25' or 26' and the deck itself will be outside of the 35' zone. He described the intended steps of the project as follows: removing the decking from the existing small deck and constructing a new deck. They intend to stockpile construction materials on the driveway. He said if they see any instances of erosion they will be addressed and that excavated material will be disposed of. The materials will be pressure treated wood with the deck and trim being composite materials. Garrett Alpha -Cobb said he knows that soil storage and erosion control will need to be kept in mind. Rick Keogh said it sounds good to him if it's outside the 35' but he will refer to the commission members who have visited. Walter Talbot said he was satisfied. Joseph Fleury said yes, and the commissioners confirmed those measurements to the wetland on a site visit. Martha Moore asked to confirm that no trees will be cut down. Garrett Alpha -Cobb confirmed that. Martha Moore asked Garrett Alpha -Cobb to explain whether the porch will be three season or screened in, although she doesn't think it affects her opinion. Garrett Alpha -Cobb said they would design it to be a screen porch that they could add windows to. Page 1 7 Martha Moore asked about erosion control in an area near the screened in porch. Garrett Alpha - Cobb said they are planning to add crushed stone or larger stone to retain the slope. Martha Moore asked Chuck Tirone if stone is adequate. Chuck Tirone said crushed stone should be sufficient under the deck. Martha Moore confirmed that the material stockpile and construction entrance are planned on the driveway. She said she would like to see erosion control around the part of the proposal near the wetland line and asked Chuck Tirone for his opinion. Chuck Tirone asked if the topsoil would be removed before crushed stone is placed. Garrett Alpha -Cobb said that is not a detail they had discussed but it would probably be sensible to remove at least the top layer of soil; he said he is open to suggestion. Chuck Tirone said if they are excavating soil he would say they need erosion control. Garrett Alpha -Cobb agreed. Brian Bowe said that typically when they see a new roof they look for some sort of underground filtration storage and he wants that added in. Chuck Tirone suggested the applicant reach out to the engineering department to see if the currently installed system could handle the additional roof runoff. Chuck Tirone said, if not, they'd like to see drip irrigation or a buried irrigation chamber. Brian Bowe, Martha Moore, and Chuck Tirone discussed the runoff management and suggested continuing until Garrett Alpha -Cobb can discuss this with engineering. (5-0) 8. 50 Longfellow Rd Open hearing on RDA filed by Ian Moss and Jenne Stafford Assessor's Map 27 lot 285 Reading file number 2025-11. an Moss, homeowner, began speaking and said that Demetra from Gardens by Demetra is here with him. Ian Moss said his lot is heavily sloped to an intermittent stream down to the back of the property and he would like to do some natural landscaping. Ian Moss said he would like a field stone or boulder wall, a little bit of which would be in the 25' to 35' zone, none of which would be in the 25' zone. He would like to bring in some loam to make the backyard less steep and put in a pea stone patio near a newly installed shed. Ian Moss said they would like to put in fieldstone steps down to the back of the property that you can't currently get to. They would like to put some native pollinator plantings in that area down near the town forest lands. Demetra Secris, Gardens by Dmitra, said that there is planting they would like to be able to do; all of it would be native. She said this project is to both make the backyard more usable for the homeowners but also to enhance biodiversity for the wildlife. Page 1 8 Demetra Secris said there is a preexisting shed (from prior to the current owners) on the town property that the clients would remove as mitigation, along with a pile of logs, although they will leave the bottom layer for any insects. Walter Talbot asked for clarification on the 25' and 35' wetland zone. Chuck Tirone said he had worked with Demetra Secris and the homeowners and is confident that it is reasonably accurate. Walter Talbot asked if they would be able to move the stone wall back inside the 35' zone. Ian Moss said it would be possible but would leave them with such a narrow area that it wouldn't really be worth doing. Walter Talbot asked if building a walkway has to get approval from the town building department. Ian Moss said he was told no but he is happy to double check. Ian Moss said there will be no trees taken down but they would like to take one tree down to a snag that is in danger of hitting the deck. He said what is being replaced is largely grass. Martha Moore asked if they had finished the roof. Ian Moss said they started but have not finished. Martha Moore said it seemed to her that if they had to bring the wall further from the wetland it would have to be taller so she thinks allowing it within the 35' as discussed is a good compromise. Martha Moore said she had questions for Demetra Secris about the plantings. She asked what AZ refers to. Demetra Secris said that refers to azaleas. Martha Moore asked fi the front area is out of 100' and therefore irrelevant to the commission? Ian Moss said yes. Martha Moore asked what R refers to. Demetra Secris said rhododendron, one of which she'd like to move if possible. Martha Moore asked about GM on the map; Demetra Secris said that refers to green mountain boxwood, which are not native. Martha Moore said she has been digging up boxwoods spreading. Demetra Secris said she thinks that's unlikely to be boxwood. Demetra Secris confirmed that her plan otherwise is to plant true native species only. Martha Moore asked what CV refers to; Demetra Secris said fringe tree. Martha Moore asked if Demetra Secris had checked this list against Chuck's native plant list on the town website. Demetra Secris said no, she was not aware of that list. Martha Moore said most of them look fine. Demetra Secris said that one is a smaller version of a similar tree. Demetra Secris said that the hydrangeas listed are the actual native species that bees like. Brian Bowe asked if Ian Moss had talked to the town about removing the shed and requested that they have something in writing saying they are allowed to remove it. Ian Moss said they will be taking care of removing the shed but someone from the town would have to cut down the tree. Page 1 9 Brian Bowe told Ian Moss to be sure not to encroach on town land. Brian Bowe asked about the point of the stone steps. Ian Moss said primarily for the purposes of sight line and to allow wildlife to pass through. Ian Moss confirmed that they are not planning to try to make a path across the stream. Martha Moore asked if they have plans for the jewel weed. Demetra Secris said they are planning to leave it there. Brian Bowe said they need to be sure that whoever removes the shed disturbs as little as possible. Chuck Tirone asked about setbacks. Demetra Secris said that they will be marking the lines. Chuck Tirone told Demetra Secris to call him before implementing any changes to the plan. Martha Moore asked about bittersweet around the clump of oaks in the front yard. Demetra Secris said they will remove the bittersweet around the oak. Martha Moore asked for confirmation that no trees are being taken down. Demetra Secris confirmed. Martha Moore asked if they would be moving a grill; IM said yes. Martha Moore said that she didn't see any evidence of clippings or other debris in the stream and requested that continue. Ian Moss said that the neighbors had been but have done so less since Chuck Tirone put up signs. She also confirmed they will have some kind of steps or ramp to the shed. (5-0) The commission discussed the following conditions: 100% survivability on trees and 90% on shrubs, removing old metal grill, and contacting Chuck Tirone if the steps encroach on the 35' zone. (5-0) 9. 0 John St aka 77 Walkers Brook Dr Open hearing on RDA. Assessor's map 12, lot 130 reading file number 2025-12. Carolyn Holowczak, BSC, stated she is here to represent the Massachusetts Electric Company Carolyn Holowczak said the garage building was demolished in 2011 and was used as a storage site. She said the foundation has been in place the entire time and the purpose of this project is to bring the building back in the exact same spot along with underground utility conduits. She said the majority of the surrounding area is paved, some of that paved material currently there would be repaired. Carolyn Holowczak said that the entire property is in a flooding area and much of it is within 200' of the river; none of the proposed work is within 25'. Carolyn Holowczak stated that this work falls under exceptions to the wetland bylaws, such as utility replacement (section 10.022A2), the installation of equipment within an existing electric or gas facility within the developed yard Page 1 10 (section 10022B2K). She said they are not proposing to add any additional impermeable surfaces or change of footprint. Carolyn Holowczak asked a question from the commission site visit asking if there was a condition that required a specific schedule for vegetation management at the substation. Carolyn Holowczak said there was not but there was a condition that if any additional trees need to be removed the applicant needs to contact the conservation commission or administrator for approval. She said the site will be mowed regularly so that they don't have shrubs or trees growing. Brian Bowe asked how often is regularly. Carolyn Holowczak said there is no set timeline but at least 2 times a year. Brian Bowe said that the Audubon society has advised once a year in the Spring. Carolyn Holowczak said they haven't had guidance on that but are open to those suggestions. Carolyn Holowczak said there is a water main on the property. There is a holding tank that will be pumped out as needed. Brian Bowe asked when the water main was last used and what shape it's in; he asked N they might find that it needs to be repaired. Carolyn Holowczak said if they do find that it needs repair, they would bring that before the commission or the town. Carolyn Holowczak said she looked into previous projects and Mass Mapper for DEP tier classified 21 E sites; she found no areas of soil contamination that would release into this area Carolyn Holowczak said National Grid does have some specific best practices for identifying and reporting soil contaminants that she can send to the commission. Carolyn Holowczak described the steps for removing and installing the foundation and stockpiling: she said they will need a stockpile area for the concrete as it's being torn down. Carolyn Holowczak said it will usually be taken out in a dump truck but they will run a location of the stockpile and any BMPs related to that by the commission. She said they will first install erosion control, then demolish the existing structure, then remote that to a legal concrete dumping site, then install the new structure including rebar and a frost wall, back fill outside the walls, provide interior trenching for water sanitary and technical, and install the mesh wire. Carolyn Holowczak addressed the dewatering, concrete washout, and erosion control locations. She stated that there are already silt socks out there that will be refurbished as necessary. She said they will reach out to the commission before construction to show where they will put concrete washout, erosion controls, and stockpiling. Martha Moore said she noticed existing erosion control along the driveway that has green plastic netting around it; she said it seems like that needs to be taken up at some point. Carolyn Holowczak said that is associated with the previous project on this site; the plastic netting and material will be removed. Chuck Tirone said he is pretty sure they can avoid woody vegetation in that area just by mowing once a year. He said that is not a condition but it would be nice for overwintering, escape cover, or foraging for animals.
