Jame Hickey said that Austin Prep was asked to expand parking on -campus by the Reading
Town Police due to parking issues on neighboring roadways.
Greg Hochmuth stated that parking is the main point of this project but most of the new parking
is outside of the buffer zone and therefore not jurisdictional for the Conservation Commission.
He stated that the project involves upgrades to existing softball facilities and stormwater
management that are within the Commission's jurisdiction. Greg Hochmuth showed a map
showing the Conservation Commission's jurisdiction and an isolated vegetated wetland between
Aberjona Rd and Willow St. The plan shows the 100', 50', 35', 25' lines from the wetland.
Greg Hochmuth said there is no proposed tree removal within the buffer zone, expansion of
currently landscaped area, disturbance within the 25', or structure within the 35'.
Greg Hochmuth also showed locations on the map of a certirfied vernal pool and a possible
additional vernal pool that holds water but doesn't have a long -enough hydro -period, according
to Greg Hochmuth's assessment.
Greg Hochmuth showed an image of the softball field and paved parking lot that used to be
tennis courts at Austin Prep. He also showed an image of where the new parking would be.
Greg Hochmuth said between the parking lot and the softball there is an existing infiltration
basin that they are planning to reconfigure in a different location. Greg Hochmuth said that they
are trying to make the softball field ADA compliant and that the court will be rotated slightly in
order to allow for a concrete walkway around the field and a new infiltration system.
Greg Hochmuth stated that Marchiond and Associates designed the stormwater management
components of this project. Greg Hochmuth stated that soil testing showed the soil being well -
drained. He said there are about 70 square feet of the ballfield and a small concrete walkway
that would be within the buffer zone. He confirmed that no trees are planned to be removed and
no disturbance is planned within 25'. Greg Hochmuth stated that he would be happy to add no
disturb markers and remove landscape debris seen by commission members on a site visit; he
asked the commission to clarify where they saw that debris.
Greg Hochmuth showed an image of minor grading planned for the new infiltration.
Martha Moore asked what the gray polygon on the image is. Presenter confirmed that is an
infiltration bed of crushed stone which overflows into an infiltration basin. Greg Hochmuth stated
there will be an operation and maintenance plan and an anti -pollution plan. Greg Hochmuth
stated that he proposed field is synthetic turf with lighting.
Tony Rodolakis asked if those lights are Dark Sky Compliant. Presenter said they are and are
Musco lights; he said he will send that information.
Walter Talbot asked if there is a risk of drainage from parking lot to wetland
Chris Huntress said, no the water management system for the parking lot is designed to be
entirely self-contained within the parking lot. Walter Talbot said that the softball field looks
uneven. Chris Huntress said that it will have a 1 % pitch, which is dramatically flatter than the
current pitch.
Walter Talbot asked so, it's draining left field to right field toward the wetland?
Chris Huntress said, yes that will be caught by the water management system.
Chris Huntress said that the school is not dumping but that any trash or debris will be cleaned
up during the project.

Martha Moore asked how the wetland line was determined and stated that the line seems very
uneven.
Greg Hochmuth said they expect those piles would be from the original construction of the
softball field; he said there is a broad swale that carries water at some times. Greg Hochmuth
described the process of walking the wetland line in different parts of the site and stated that an
area up the swale did not meet the requirements to be a wetland.
Martha Moore asked for confirmation on whether trees will be removed to create a shed; Greg
Hochmuth said yes, outside the buffer zone, only. Martha Moore stated there is bittersweet and
garlic mustard growing on part of the site; Greg Hochmuth said we can discuss that with the
school.
Brian Bowe stated 15-20' off the pole is one location where there is debris. He also describes
grass clippings he saw near the wetlands, near the A of an old windscreen that says Austin
Prep.
Bran Bowe asked where construction equipment would be kept on site overnight.
Chris Huntress stated that equipment and material would be kept entirely outside of the 100'
buffer. Chris Huntress said he would add a note to the plan and also said that the Commission's
conditions were in the project but out to bid.
Brian Bowe asked how they would handle any concrete washout.
The presenter said there shouldn't be any within the 1 00'zone but it would need to be washed
daily and not left to sit.
Brian Bowe asked how they will protect existing subsurface chambers. The presenter said that
note is mostly to remind the contractors of their existence but there shouldn't be any problem.
Brian Bowe asked if there was leakage beyond the ballfield of light.
The presenter stated that they gave Musco a 30-foot setback around the field to make sure
there was no spillover.
Brian Bowe asked Greg Hochmuth to talk more about his assessment of the wetland.
Greg Hochmuth said that this is a really unique wetland and he struggled to find a hydraulic
connection. Greg Hochmuth said he thinks that the wetland has to drain out into an outlet
control structure that was created in the past to treat the wetland like a retention pond with an
emergency overflow. Greg Hochmuth said the wetland across the street is 2' lower.
Chuck Tirone said that the connection with the structure the outfall is probably into Aberjona and
then enters the system; he asked W that is not a connection? Greg Hochmuth said that no, since
it is only active if the connection overflows. Chuck Tirone asked Greg Hochmuth to clarify his
understanding of what counts as a connection based on the WPA.
Greg Hochmuth said in this case, with the different levels, there is usually a disconnect between
the wetland and the stream, except during a major stone event. Greg Hochmuth stated that he
had seen something similar in Stoughton although that one looked more professional that had a
buried continued connection. Chuck Tirone asked if there could be a buried connection at this
site; Greg Hochmuth said there was no place where one could be. Chuck Tirone asked Greg
Hochmuth to explain what it would mean for the Commission if this was also covered under the
WPA. Greg Hochmuth said in this circumstances it would need to be filed with the state DEP as
well as the town.

Chuck Tirone asked about the use of the fields during wintertime and where snow will be
pushed to from the field.
Chris Huntress said the softball field is not usually used in the winter but that there would be
room for the snow on the field or in the parking lot if they wanted to plow.
Chuck Tirone asked if the operation and maintenance plan have provisions from crumb rubber
at the end of life. Christ Huntress said, yes, they have begun requiring end -of -life recycling and
one of the 3 facilities in the US is in Rockland, MA.
Chuck Tirone asked if they have chosen their system. Chris Huntress said they would probably
use crumb rubber but they would be okay with a condition to use organic infill.
Chuck Tirone said the Commission would have to consider it but he would love no crumb rubber
to be a condition.
Steven Dearman, 467 West St, said that he is an abutter; he asked if the issue of lighting in the
parking lot is in the Commission's jurisdiction.
Brian Bowe stated that is not in our jurisdiction.
Steven Eisenman asked about snow removal from the parking lot; Brian Bowe clarified that is
not in our jurisdiction and the system is planned to handle it within the parking lot.
Chris Huntress said that they applied for Planning Board Review and light poles are all
downcast.
Chuck Tirone asked if the potential vernal pool is a vernal pool, are they are still outside the
buffer? Greg Hochmuth said yes.
Chuck Tirone clarified the standard markers condition at the applicant's request.

S. 269 Main St, Continue of Public Hearing on Notice of Intent
Tony Rodolakis moved to continue to 6/11 at applicant's request. Walter Talbot seconded. All in
favor(6-0).
6. 67 Longwood Rd
Applicant is proposing garage addition to a single-family house within 200' of the wetland.
Assessor's map 19, lock 20. DEP File #270-0789.
Elizabeth Wallace (Libby), wetland scientist from Hayes Engineering, representing the applicant
Patrick Troger, described the project as a three -car garage with living space above. Elizabeth
Wallace showed plans of the existing single-family house with paved driveway as well as the
unnamed stream located nearby. Elizabeth Wallace said the existing building in the buffer area
is 44 square feet and the existing driveway and walks are about 1,132 square feet, and existing
walls in the riverfront area are about 104 square feet, existing stone areas are about 75 square
feet, existing vegetated area (mostly grass) in these green areas. She said the owner is
proposing a two-story addition, about 778 square feet, adding on to the existing house. The
current garage would be converted into living space and the new addition will include a three -
car garage. Elizabeth Wallace said the current driveway will be expanded to the left to
accommodate the new addition; a wall will be moved over with it; and there will be a new

walkway added. They also plan to add dry wells to collect runoff and utilize mainly pervious turf
stone for the walkway. Elizabeth Wallace said they are planning a 687 square foot mitigation
area of native vegetation and are proposing to replace an existing retaining wall that is in poor
shape. Elizabeth Wallace said there will be a temporary waste and material storage area that is
designated on the plan. She said they are proposing to relocate a cherry tree into the mitigation
shrub area rather than cutting it down, as previously proposed. She said they are also providing
on the plan a comparison of the pervious and impervious areas of the riverfront area, showing
an increase in the impervious area from 35% to 50% of the riverfront area.
Elizabeth Wallace said the homeowners will park in the road during construction. She also said
they couldn't think of a way to provide erosion control so they have put in the plan that the first
thing the contractors will do is put down binder on the new driveway location to prevent erosion.
Elizabeth Wallace then discussed her proposal to meet the Reading wetland protection
bylaws/redevelopment standards (585). She listed items A, B, and C and described how her
project meets them: A. the area is improved by a stormwater treatment system which the site
does not currently have within the riverfront area; B. stormwater management is provided
according to standards; C. that the project within the riverfront area should not move property
closer to the riverfront than previous structures. She said that while the project extends the
house and driveway the work is entirely within currently disturbed area.
Chuck Tirone asked if the roof infiltration/stormwater treatment system is required by other
regulations. Elizabeth Wallace stated that it is not required in single family houses explicitly.
Chuck Tirone said, okay, I am making sure you are not compelled by the stormwater regulations
because then it could not be used as an improvement but that is not the case.
Elizabeth Wallace said they are outside of the 100' buffer and will not be moving closer to the
river.
Chuck Tirone agreed that the proposed project is within the current footprint.
Elizabeth Wallace stated that they cannot locate another place for this addition and that they are
about 600 ft low on mitigation but are providing as much as possible. She also discussed items
D, E, F, and G of the redevelopment standards and stated they would be met by this project,
including by replacing current herbaceous cover with native shrubs. She stated they are
proposing mitigation from the disturbance although it is not possible to mitigate at a 2-to-1
standard because of the physical size limits of the property. She stated that the applicant is
willing to contribute financially to other projects for mitigation close by.
Martha Moore asked if they had a planting plan for new shrub planting. Elizabeth Wallace says
that is currently to be determined but they are happy to provide one as a condition. Martha
Moore stated that for that planting plan the commission would prefer true natives rather than
varietals.
Martha Moore stated she is concerned that they are moving a cherry tree into a native planting
area and asked if that cherry tree is ornamental rather than native. Elizabeth Wallace said she
thinks it is decorative but they could place it in the back. Martha Moore stated that she doesn't
insist that tree be moved anywhere in particular but it should not be counted as a planted native.
Elizabeth Wallace agreed.
Martha Moore stated she likes the idea of the applicant contributing to other local mitigation
efforts.
Brian Bowe asked about two walkways that are not on the showed plan

Elizabeth Wallace said they are on the full plan. Brian Bowe said that is fine, they just need to
be on the submitted plan.
Chuck Tirone asked what the size of the increase of disturbance in square footage is and what
the mitigation in square footage is; he asked how far from 2-to-1 they are.
Chuck Tirone clarified that they are counting this as mitigation rather than restoration?
Elizabeth Wallace said she doesn't think it is restoration; Chuck Tirone agreed. Chuck Tirone
stated that it looks like you have 700 square feet planned but they need to get up to 1100
square feet. Chuck Tirone clarified that is not necessarily set in stone but he wanted to clarify
the numbers.
Brian Bowe asked if the mitigation needs to be within the same watershed? He asked if Castine
Fields might be appropriate as it's within the Aberjona watershed. Chuck Tirone said he thinks
so, the regulation is phrased as in reach.
Chuck Trone stated that the applicant said they would prefer near their house and would have
to approve of a further away mitigation.
Chuck Tirone said there might be some small patch that could be eradicated of invasives but
that it would not be effective to clear part of a larger patch to get to 400'. Brian Bowe agreed.
Chuck Tirone told the applicant that the chair would like them to find 400 square feet and they
shouldn't be afraid of going up to headwaters.
The commission discussed that wildlife habitat boxes might be an option for mitigation if the
applicant and commission agree.
Brian Bowe asked the applicant to come up with an off -the -property mitigation option they would
agree to.
Elizabeth Wallace agreed and stated that the homeowner might consider funding an eagle scout
project as mitigation.
Elizabeth Wallace approved a continuance.
Martha Moore moved to continue to 6/11, Walter Talbot seconded, Walter Talbot in favor, Tony
Rodolakis in favor, Brian Bowe in favor.
Chuck Tirone suggested jumping down to item 8 under old/new business as it is also being
presented by Elizabeth Wallace. Brian Bowe did so.
8. (Old/New Business): Lot 3 subdivision at 16 Nugent Ln
Request for partial certificate of compliance.
Martha Moore described her visit to this site; she stated they had the plan with them that was on
the website as well as the letter from Hayes Engineering with a list of 7 things that were
changes since this was built in 1993. She said that there was a lot of what appeared to be rotten
firewood near pavers on the site. She also stated that the electric outlet near crushed stone
seemed to be sticking out. She said they didn't see significant erosion but she is not sure how
the order of compliance matches these conditions and if they were approved by the commission
over the past 28 years (including, a shed, a patio, and an addition). Martha Moore asked Chuck
Tirone to advise on how to issue a certificate of compliance in this situation.

Chuck Tirone stated that he doubts that permitting was skipped but that those are good
questions for the applicant.
Elizabeth Wallace said that her check of the Register of Deeds did not show any permitting and
that the original documents she found only showed the house. She stated that the addition is
only an enclosure of a second story patio. She said the applicant's attorney could not find any
indication that any of these changes had been approved.
Martha Moore asked about the outdoor kitchen, stating it looks like it is within 35'. Elizabeth
Wallace stated that she is not sure exactly how far It is from the wetland. Elizabeth Wallace
stated she doesn't know if the current pavers are pervious and that the current owner also
doesn't know. She stated the current owner is fairly new to the house.
Martha Moore asked how the current owner was able to buy the house without the certificate of
compliance. Elizabeth Wallace said she does not know.
Brian Bowe stated that he saw leaves had been blown toward the wetlands and prevented
growth.
Elizabeth Wallace stated the owner is trying to sell the house and has a closing scheduled for
next month.
Chuck Tirone stated he found appropriate permits for the shed and the deck.
Martha Moore said considering the permits she feels comfortable about the certificate of
compliance.
Tony Rodolakis asked if certificates of compliance had been issued on the other lots and asked
if there was an expiration on those orders of conditions. Chuck Tirone said there is not and
clarified that this is coming up because of selling paperwork.
Chuck Tirone said that he is concerned that he couldn't find a permit for the patio or a variance
request.
Chuck Tirone stated that the commission will want to see proof that those leaves are removed
and asked the applicant to find some record of a variance for the patio.
Martha Moore suggested adding removing the pile of rotten wood as a condition. Brian Bowe
said he thinks the rotted firewood is already habitat and shouldn't be removed although some
construction wood should be.
Brian Bowe confirmed that Elizabeth Wallace will return for the next meeting, 6111.
Martha Moore asked if it would be appropriate to ask for an after -the -fact variance; Chuck
Tirone said he did not think so.
Chuck Tirone stated that if the work requested is only removing leaves, the applicant can show
Chuck Tirone proof and then he can issue the partial certificate of compliance.
Martha Moore and Brian Bowe clarified that the leaves should be removed to the level where
they are already decomposing into soil.

The commission took a five-minute break.
Old/New Business:
7. Old/New Business Item 7: 14 Willow St
Yard waste dumping on the Maillet, Sommes, & Morgan conservation land.
Brian Bowe stated that Chuck Tirone got a report of dumping and generated a letter which Brian
Bowe hand delivered to the homeowner. Brian Bowe reported that the homeowner was pleasant
and agreed to clean it up. The homeowner emailed Chuck Tirone that he had done so. Brian
Bowe said that he followed up at the site and saw that the homeowner had cleaned up the
leaves and moved a donkey statue that was on conservation land. Brian Bowe stated that in his
opinion this was a done deal; no objections from the rest of the commission.
9. S" Summer Ave Certificate of Completion
Chuck Tirone described that the homeowner here wanted direction from the commission. Chuck
Tirone showed the 25' line on this property, which is within the lawn, and stated that the
homeowner has requested permission to put in no -visible rebar.
Chuck Tirone stated it would be nice to have a visible marker of some kind.
Brian Bowe stated that flush but visible marker should be requested.
Chuck Tirone stated that the rebar does not need to be flush because the point is that it can be
found by metal detection underground but that he wants one above -ground for future reference.
Brian Bowe suggested that markers in the lawn are not necessary and raise some safety
concerns.
Martha Moore asked if they should ask for a vegetative buffer.
Chuck Tirone said now is not yet the time to discuss that possibility.
The commission reached consensus that it is okay for the homeowner to have the markers
mostly underground except for one post aboveground at the back of the property line.
10. 50 Johanna Or and JAE Tree Services
Continued to 6/11.
Chuck Tirone said that the homeowner told him he would reach out to JAE tree services and tell
them to come to the commission but he does not know if that actually happened.
Chuck Tirone asked if there is anyone on Zoom representing JAE Tree Services.
No one attended the meeting from JAE Tree Services.
12. Martha Moore's presentation on the CPA (Community Preservation Act)
Martha Moore described her role as the commission representative to the CPA study committee
and asked for questions to be held to the end.
Martha Moore described what the CPA is and stated that the study committee is working on
recommending it to Town Meeting.

She specified the four places the money from the fund can be spent: Historic Preservation,
Open Space and Recreation, Affordable Housing. Each section must get at least 10% of
distributed fund. She said the law states that the town can vote for 1 %-3% property tax increase
for the fund with some exceptions for lower income. Martha Moore stated that no one on the
study committee thinks that they should go for the highest percentage. She stated that, although
this is a new tax, it would gain Reading matching funds from the state that it would otherwise not
receive.
Martha Moore presented a slide with projected revenue numbers from the tax and estimated
that the town would likely end up with about one million dollars a year if it adopted the CPA. She
said the slate's contribution is based on the number of real estate transactions that occur.
Martha Moore said that the CPA study committee intends to present to the Spring 2026 Town
Meeting; if it passes Town Meeting, residents would vote on it in November 2026.
Martha Moore described and showed slides of some examples of recent opportunities in
Reading where CPA money could have been used and some future projects that other
departments in Reading might like to use the CPA funds for.
Martha Moore asked the committee if they have any projects they'd like included for her
presentation.
Brian Bowe asked who would allocate these funds. Martha Moore said the Select Board would
appoint a committee. Chuck Tirone stated that someone from conservation, recreation,
historical commissions, and housing would be on the committee.
Chuck Tirone stated that his one dream would be a grant to install new windows in the Mattera
Cabins, which would be allowed as protecting the structure.
Brian Bowe suggested that repairing the porch at Matters Cabins might qualify.
Chuck Tirone specified that projects the town was supposed to have already paid for do not
qualify.
Martha Moore stated that these categories are things that are often cut out of capital plans in
favor of other things.
Martha Moore also stated that towns can take a loan out against CPA money.
A member of the commission asked if unspent money gets carried over. Martha Moore said she
is not sure beyond the 10%.
Chuck Tirone said that once money has been allocated to a certain category it has to stay there
but the general fund money carries over.
A member of the commission asked for confirmation that recreation and conservation are in the
same bucket. Martha Moore said yes, recreation and open space would be using the same pool
of money.
Chuck Tirone stated that there is a database of projects approved in other towns that can be
referenced.
Tony Rodolakis said a conservation project he would like funded is to contact landowners of
undeveloped land abutting conservation lands, in order to ask if they would grant that land as a
conservation area or offer first refusal to the town to purchase when selling.

The commission discussed whether services could be funded by CPA money; Martha Moore
says some categories of hiring could be.
Martha Moore stated this can be used as a town's match for getting grants.
Martha Moore described that Joe Carnahan stated that he found 2 million dollars Reading left
on the table from the state match over the past 10 years.
Brian Bowe asked if it could pay for signage or equipment on conservation area. Martha Moore
said signage yes but she is not sure which equipment.
Brian Bowe asked if a work vehicle could be purchased with CPA for maintenance.
Tony Rodolakis asked if we could build sidewalks to open spaces.
Brian Bowe asked where they can find the rules. Martha Moore said the Community
Preservation Coalition has a website.

The commission filled out their names and signatures for this previously voted on property.

14. DPW Conservation Meeting June 3'
Martha Moore will attend.
15. Administrator's Report
Chuck Tirone described a successful cleanup day at Maillet Sommes Morgan with good turnout.
He estimated that 15 cubic yards of wood chips were put down by people from the Trails
Committee. He stated Will Finch built an 8' bridge. They successfully used the pile of crushed
stone to fill in places to make the trail ADA compliant. He stated there was also weeding and
planting done, as well as moving of large boulders to limit erosion. He said there were kids and
a few highschoolers helping as well as adult residents.
Brian Bowe stated that this was an extremely effective cleanup.
Martha Moore thanked the DPW for delivering the wood chips and removing other debris.
Chuck Trone specially thanked the members of the trails committee and abutter Joe Flurry, as
well as Jeff Cummings, and Mike Hannaford.

Chuck Tirone stated that the wetland here is constructed stormwater wetland so not
jurisdictional.
He said it is 80' away.
The homeowner wants to add a garage with living space on top 80' from the wetland and wants
to know what the commission is looking for.
Martha Moore said RDA or minor project.
Chuck Tirone asked if there are any conditions. He stated it would be an RDA unless the
commission makes an exception to consider it a minor project because it's at least 80' away
from the wetland and the area is all lawn.
Martha Moore stated she would be more comfortable with an RDA.

Richard Keogh asked to speak to the commission. He asked if the commission received the

Chuck Tirone clarified that he had modified the tree permit to remove dead trees; three trees
that were deemed dangerous can be taken down.
Richard Keogh said he doesn't know which three are dangerous.
Chuck Tirone stated that he should check with their arborist.
Chuck Tirone clarified that non -dangerous trees would have to come through a Request for
Determination.
Chuck Tirone asked if Richard Keogh agrees that he is no longer disputing the wetland stream
designation.
Richard Keogh stated he was disappointed no trees came down in a recent storm.
Chuck Tirone stated that Richard Keogh could have put in a full permit application since the
15°.
Chuck Tirone described that the commission is supposed to understand what the homeowner
wants and also ensure habitat protection and explained the process to Richard Keogh.
Chuk Tirone clarified that just because trees are tall and near a building it doesn't mean they are
dangerous.
Richard Keogh said he has known people to be killed by pine trees and wants to take them
down.

Martha Moore stated the commission is waiting for the RDA to vote on it and that the
commission cannot vote on what Richard Keogh has brought so far.
Chuck Tvone reiterated that up to four trees can be taken down right now and emphasize that
he thinks there is a way forward on this project by submitting an RDA.
Brian Bowe stated that the ball is in the homeowner's court to submit an RDA.
