Chair Brian Bowe called the meeting to order at 7:00 pm. Chuck Tirone noted that hearings for 885 Main St and 695 Pearl St have been continued until May 7'°. Public Hearings 1. Review of Eagle Project in the Town Forest Evan Audley, 311 Summer Ave, presented his project for the Pine Ridge trail steps in the Town Forest. Evan Audley proposed tearing out 8 old steps and replacing them with 8 new steps. Evan Audley described the proposed steps as 50 feet wide, 20 feet deep, and five inches high, which are about an inch narrower than the old steps to allow more room for bikers to the side. Evan Audley said that each step module will be filled with % inch stone and will have landscape fiber to prevent plants for growing in. Evan Audley described this as a two-day project intended for early June; a build day at his house and an installation day at the location. Page 1 1 Evan Audley described a plan to fund this project through a GoFundMe drawing from friends, family, visitors to the Town Forest website, and scout -friendly organizations. Walter Talbott congratulated Evan Audley on going for his Eagle Scout status. Martha Moore asked how much of the project is within 100' of the wetland. Evan Audley said he thought the whole thing is. Martha Moore asked if he is concerned about erosion with the bike path to the side. Evan Audley said that the current path hasn't caused much erosion and that although they could add gravel but the gravel might then flow into the wetland. Brian Bowe agreed that erosion is not currently a problem but raised the concern that non - compacted new dirt might erode and suggested erosion control. Walter Talbot moved to accept the project, Martha Moore seconds, Tim Michel in favor, Walter Talbot in favor, Martha Moore in favor, Brian Bow in favor. (passed 4-0) 2. Continuation on Notice of Intent for DPW Modular Classrooms at Birch Meadow Eva Marie Alessandro Holly Ganser stated that their intent for tonight is to respond to comments from a previous hearing. Holly Ganser stated that the narrative and the stormwater report has now clarified that a pickleball court and a basketball court will be removed and replaced with two basketball courts. Holly Ganser also stated that they revised the site preparation plan to allow drainage from Longfellow to make its way into the wetland. Holly Ganser stated they have now included the preservation and movement of a memorial bench in the site preparation plan and have updated the location for the materials stockpile to north of the existing playground area. Holly Ganser stated that they will make every effort to keep stockpiles outside of the 100' barrier although they may need to move some within the line. Holly Ganser described and showed an updated plan for which trees would be removed, transplanted, or protected; only one tree within the 100' buffer is intended to be totally removed while two others are planned to be transplanted. Brian Bowe and Martha Moore said they have seen two places where trees were already removed and asked where to. Jim Sullivan stated that he thinks Mike Hannaford had those two trees moved to a town cemetery. Brian Bowe stated he thought the transplantation was planned for on -site and possibly being used as partial screening down by Longfellow. Martha Moore stated it was her intent they be moved on site but she may not have been sufficiently clear. Page 1 2 Chuck Tirone stated that there is no connection between the new tree location and this 100' buffer zone, which is where the commission would want the trees. Holly Ganser showed where four more trees are planned to go into the buffer area. Chuck Tirone stated that planting four new ones is sufficient to mitigate the trees transplanted off -site and they have met replacement. Holly Ganser said that the trees they are planting are native trees. Steve Cristafulli stated that the tree inside the buffer zone that is actually being removed is one diseased tree with two leaders. Steve Cristafulli stated they are also planning some additional shrubs and planting and a fifth new tree right on the edge of the buffer zone. Holly Ganser stated that they revised the utility plan to show more clearly where there is a. perforated pipe and revised the lighting plan to more clearly show where the edge of light will be. Holly Ganser stated she believes the town is working on a plan for when the lighting will happen. Jim Sullivan stated that he made a recommendation that these lights turn off at 9 o'clock and mentioned that a timer might be used. Jim Sullivan stated that the final decision on lighting timing is a recreation department decision. Joe Peznola from Hancock Associates said they revised their drainage regulations to the Atlas 14 rainfall date for 2, 10, 100-year rainfalls. Joe Peznola said they also provided recharge calculations. Chuck Tirone asked if Joe Peznola thought the new plan met stormwater requirements; Joe Peznola said yes. 3. 119 Winthrop Brian Bowe announced a hearing on a Notice of Intent filed by James Gallagher to construct a 22' by 24' garage with living space above, all work would be within the 100' buffer zone. Assessor's map 27-274 DEP File 270-0798. James Gallagher, 44 Tennyson Rd/119 Winthrop Ave, said they have an existing cape house and are proposing an extension adding a garage with additional living space. James Gallagher said they have worked with the planning board to try to keep their extension as far from the wetlands as possible and have gotten a variance from planning to extend off to the side rather than behind. James Gallagher said they have had the wetlands surveyed and Flagged and have worked with their engineer with rainwater management. James Gallagher stated that they have two children who are currently sharing a room. Martha Moore asked if they are planning to keep the shed where it currently is which is within 25'. Page 1 3 James Gallagher said the shed has been there since before they bought the house but they have no plans to do anything with the shed. Martha Moore said that there is a play structure within the 35' zone and asked the homeowner to remove that play structure once they outgrow it. James Gallagher agreed. Martha Moore asked that if they replace the shed in the future, they put it further from the wetland. Chuck Tirone said typically what we say is that that shed is fine but if It comes down it will not be going back in the same place. Martha Moore asked if the homeowner knows why there is a stone circle behind the deck. James Gallagher said he does not know but would guess an old fire circle and said they are not planning on doing anything there. Martha Moore said she is concerned that it might be a poorly filled in old cesspool. Martha Moore asked if they are planning to extend the driveway. James Gallagher said yes, they are planning to add about three feet to the driveway in order to make it lined up and the slope gradual. Martha Moore asked if the homeowner would be willing to plant more native plants along the back line. James Gallagher said his wife has tried but deer and rabbits keep eating them. Brian Bowe said that during the walkthrough they noticed a PVC pipe and asked what it was. James Gallagher said that it is an existing sump pump that occasionally dislodges. Walter Talbot said that he noticed that they are discharging on to the mound so there is a lot of erosion and asked if there could be some kind of crushed stone or something there to absorb discharge. James Gallagher said crushed stone would be fine. Brian Bowe said they needed to add a drainage cover that is not on the plan and asked how runoff from the new roof will be handled. James Gallagher clarified that Brian Bowe is asking for the manhole to be shown as well as the easement. Brian Bowe asked what the stormwater management plan is. James Gallagher said the stormwater will be infiltrated into the ground using stone and will possibly utilize a pump or other strategies as well; he thinks that plan will hopefully be ready to submit within the next week. Brian Bowe said we may have to come back to that. Brian Bowe asked how the drainage pipe in front of the addition would be handled. Page 1 4 James Gallagher said that will probably just come down. Brian Bowe stated that they will have to submit a plan handling the runoff from the addition and from the house because there is a place where it now comes out that will be blocked by the new addition. Brian Bowe stated that there is a granite bound on the neighbor's property and asked if the homeowner knows what it is. James Gallagher said he does not know what it is. Brian Bowe asked if James Gallagher could ask his neighbors if they know why that bound is there. James Gallagher said he can ask them but thinks it may be the boundary of the town property. Chuck Tirone said that the wetland line was delineated recently so that bound seems to be out of place to be a 25' bound. [Unintelligible] someone introduced themself and made a comment. Brian Bowe stated brush piles should be removed. James Gallagher said the only yard waste there is one giant vine that was growing out of the wetland. Brian Bowe said you can't throw vines in the wetland even though it came from the wetland but the commission does encourage cutting back the vines. Brian Bowe asked if the homeowner could have the engineer add erosion control to the plan for during the work and asked for a 3' buffer strip of native plants of various types next to the wetland. Martha Moore stated that ground cover plants could be ferns and that there is a list online that shows the native plants. James Gallagher asked if this was behind the addition or the whole property. Brian Bowe said that it should be the wetland line; Chuck Tirone suggested the drainage easement. James Gallagher asked if they could settle on along the drainage easement which Brian Bowe said was fine. Martha Moore asked where the construction entrance and materials stockpiling will be. James Gallagher said they would be in the driveway. Martha Moore asked where their cars will be. James Gallagher said the family will be moving out for 3-4 months during this construction as it involves removing the room. Brian Bowe asked for the stockpile location to be added to the plan. Page 1 5 Brian Bowe asked if anyone had questions or observations. Brian Bowe asked if the homeowner was okay with continuing to May 10 pending plans James Gallagher agreed to the continuance. (4-0) 3. 288 Grove St Brian Bowe announced Notice of Intent proposing razing existing storage building and constructing a new 48' by 100' storage building filed by Ron Rice, Manager of Meadow Brook Golf Club. Brian Bowe stated all work would be within the 100' foot buffer area. Assessor's Map 37 lot 4 file D 270-0799 Jack Sullivan stated that they have had Norse Environmental do a wetland delineation and that they want to replace a 40' by 75' building with a similar building; the older building falls partially within the 35' line while the new one proposed would be outside of it. Jack Sullivan stated that the current building has no planned drainage but the new version would have Cultec drainage and he has performed soil tests. Jack Sullivan said they have raised the new building higher than the old one, allowing them to reduce the heights of the retaining wall and maintain the 2' separation from the seasonal high groundwater; he sized the drainage for a 2- and 10-year storm event, larger storm events would be released by a pop-up emitter. Jack Sullivan said he made a table showing existing and proposed impervious services on the table and showed it to the commission. Jack Sullivan stated there are 3,226 square feet impervious area in the current building while the proposed new building would have 4,908. He said this is a 1,682 net increase but the proposal mitigates 4,800 square feet of the roof area so there is a net effective reduction of 3,118. Jack Sullivan said the building itself will be strictly for storage with no indoor plumbing, although an outdoor spout will remain. He also said there will be electric lights. Jack Sullivan said 10 trees will be removed within the 100' buffer zone and said they are proposing to plant 10 new trees from the native tree list and they will provide the specific trees to Chuck Tirone once they are finalized based on availability. Jack Sullivan said they are proposing that a gravel area remain gravel and be slightly widened, they are planning a retaining wall of under 4'. Jack Sullivan stated that he and Meadow Brook concluded they are not looking to service, repair, or wash vehicles in this building so they only are planning an oil/water separator if the building permit requires it. Walter Talbot expressed concern that the trench drains have a steep slope down to where the building is going to be but the slope is made out of sand and grit and dust; he said that there seemed to be grit in the trench drains and he is concerned the trenches will drain all of that sand and grit down into that retention area and asked if they are considering a way to prevent that. Jack Sullivan said they will be regrading and regravelling that area but the drainage system will be subsurface; he reiterated that this is a major improvement from the current drainage system. Page 1 6 Walter Talbot said Cultec seems to recommend some kind of manhole or separator before going into the system. Jack Sullivan said they do but since this will be just the stormwater from the roof it is considered clean and doesn't need pre-treatment. Walter Talbot asked about the runoff coming down the slope. Jack Sullivan said he is not doing anything with that runoff and it will permeate through the gravel. Jack Sullivan suggested they might need a maintenance plan for those trenches. Walter Talbot said if you get any kind of grit in a Cultec system there won't be any access. Jack Sullivan said the Cultecs will be installed in such a way that gravel cannot get nt. Walter Talbot said that in the current building there are gasoline cans and smudges of oil on the floor; how will maintenance and operation avoid that? Pat Hopkins, 83 King St and Meadowbrook board member, said the building is only for equipment storage and they have a separate maintenance facility. He said they can create protocols and signage saying no gasoline storage. Walter Talbot said he is concerned about equipment leaks. Martha Moore said at their site visit they noticed a lot of debris on the ground behind the current garage, including granite slabs and plastic piping; she said she'd like to see all that debris moved away from the wetland when they do the construction. Martha Moore said they did check the locations of the nearest wetland flags and thought they were reasonably located. Martha Moore said she is a little concerned that there is one tree that seemed like it should have been on the plan but was missed between 77A and 76A but if they're not taking it down it's not particularly relevant. Jack Sullivan said he did survey a number of trees but could have easily missed some. Martha Moore said she found flag 64A near the parking lot near the other metal frame building but also found a lot of leaves that had been blown off the parking lot and into the woods there that are at least within 35' of the wetland and stated that yard waste should not be dumped in the wetland area. Martha Moore said that her biggest concern was the proposed Cultec chamber where there is currently a gravel driveway and at that other sites Chuck has been very particular about not compressing the soil where the Cultec chamber is going to do. Jack Sullivan said it's a really coarse sand with stone so it can't actually get that compacted although he would agree with a different type of soil Martha Moore asked if it would be strong enough to be driven on. Jack Sullivan said yes, they're H2O rated. Martha Moore clarified that the dashed line on the plan is erosion control. Jack Sullivan said it is, a mulch sock. Page 1 7 Martha Moore confirmed that Jack Sullivan will discuss trees with Chuck Trone; Jack Sullivan agreed. Tim Michel asked about the temporary storage container that will be removed after the building is done. Jack Sullivan said the plan is to remove that but did not realize it might be an issue. Brian Bowe echoed Martha Moore's concern about the debris behind the building and asked how they intend to prevent debris from being dumped near the new building. Pat Hopkins said that all of the doors of the new building will face away from the wetlands so it is not accessed from the wetland side and stated he is talking to Jack Sullivan about making the back of the building a retaining wall. Pat Hopkins also said they would educate staff about where to put leaves and not to put debris back there. Brian Bowe said that's good but he'd like specific language in the proposal saying they won't put debris back there. Pat Hopkins agreed. Brian Bowe asked that the narrative change "in a resource area" to "within 50' of the resource area" and asked them to contact DPW to make a plan for what to do with their yard waste and put it in the narrative. Brian Bowe brought up pesticides, saying that the current building stores pesticide and asking if the new one will as well. Pat Hopkins said he doesn't think so but would have to get back to the commission. Brian Bowe said okay there's a whole section in the narrative discussing pesticides and asked if it can say environmentally friendly will be used rather than just preferred. Brian Bowe asked if there will be any petroleum products in the new building. Pat Hopkins said no, the gas cans currently in the building would be stored in the maintenance building. Brian Bowe asked what procedures they have for equipment leaks within the new building. Pat Hopkins said they would need to develop a standard operating procedure. Brian Bowe said they would need to see that plan. Brian Bowe asked where snow storage areas are planned. Jim Sullivan said he didn't mark any off; snow won't be stored in the area of the new building. Brian Bowe asked the applicants to clarify in the narrative where sand and stone for winter would be stored. Chuck Trone expressed concern about the fact that the entire building will be closer to the wetland than the existing building, the gravel driveway, and that this area is part of the aquifer protection district. Chuck Tirone said if anything spills there we will never be able to capture it and said that this is a very active area of the golf course. Chuck Tirone said he doesn't understand where a proprietary system would be placed; he wondered what other departments Page 1 8 will say about this project, and said if you spill even a gallon of oil or gas it will seep into the aquifer. Chuck Tirone asked about the pop-up emitter. Jim Sullivan said the pipe comes out straight and there is a 90-degree elbow to a pop-up that comes up right to a grass surface and showed specifically where it is. Jim Sullivan indicated where a Cultec inspection port would be; Chuck Tirone approved of the location. Chuck Tirone asked what they could put behind the new building to restore it to natural area. Chuck Tirone reiterated concern about the gravel surface, asking what ends up happening outside the building and asking if any work on equipment will be done on the gravel surface, and asked how they are protecting the aquifer. Jim Sullivan said that gas cans and other maintenance materials will be further away from the wetlands, as well as pesticides and fertilizers. Chuck Tirone asked why this location doesn't meet the conditions to be industrial. Jim Sullivan said this is a storage building on a commercial property and is not industrial. Chuck Tirone said the long-term pollution prevention plan mentions washing vehicles although the presenters said that was not intended. Chuck Tirone said he would like to see some kind of surface and proprietary system there and asked if they've gone to CPDC yet. Jim Sullivan said they talked to Andrew [no last name given] at the planning department who said they don't have to file with CPDC and stated that the club will provide a plan for what will be stored in the new building. Jim Sullivan said if there was a spill, which I don't expect, there would be soil that could be treated. Chuck Tirone said he is still concerned there will be spills and stated that the commission can go beyond the 100' zone if activity is likely to affect the wetland. Chuck Tirone said you don't want spills either but that he thinks preparing for the worst -case scenario for the aquifer is appropriate, he said he would accept a liner or a paved area with an oil/grease separator. Brian Bowe said he shared Chuck Tirone's concern that procedures don't guarantee someone won't deviate from them. Brian Bowe suggested another site visit. Jim Sullivan asked if the commission would prefer a paved area? Brian Bowe said that isn't up to the commission but that might work. Pat Hopkins said he thinks the new building and how it is situated permanently helps the situation so improvement is not dependent on protocols. He said they have a garage in another building. Brian Bowe asked if they agree to a second site visit and a continuation. (4-0) [the commission took a five-minute break] Old/New Business 1. Reading Open Land Trust Brian Bowe stated that the commission will hold item 15B in abeyance for the moment and move forward to agenda item 9, the Reading Open Land Trust. Brian Bowe said they will present plans for a vegetated seating area off of Collins Ave. Bob Connor said they are hiring someone for this project. The presenter showed an image of a location for a new concrete bench pad. Chuck Tirone said Bob Connor has hired a landscape architect and they plan to clean up the ground, put in native plants, and put in a bench for a quiet space. Chuck Tirone said this is open land trust land near Collins Ave and said this is a great plan but the wetlands are kind of close. Brian Bowe clarified that the slab is not yet there; Chuck Tirone confirmed that. Chuck Tirone said this is supposed to be a quiet spot for anyone to go there. Brian Bowe asked how close it is to the wetlands. Chuck Tirone said about 20', 15-20', or 40' depending on the direction and said it's a high filled area and described this as a restoration plan with a bench and concrete slab. Chuck Tirone said it would need a gravel path to get to the bench. Brian Bowe confirmed that the plantings will be native with Bob Connor and Chuck Tirone. Martha Moore asked what the structure is for the bench in the town forest that looks over the hill; is that on a granite slab? Brian Bowe said at least the nearest one is on a slab. Martha Moore said so the only option is to put it on a slab? Chuck Tirone said concrete slab is generally preferred Brian Bowe requested as small as possible for the concrete slab but enough coverage for people's feet while sitting on the bench. Martha Moore said so this is a structure that is supposed to be within the no -structure zone; asked if the plantings and leaf cleanup is mitigation for an exception. Chuck Tirone said it could be but this qualifies as a public benefit which is a reason for a variance. Brian Bowe stated that he wanted a variance or administrative action through Chuck Tirone so things are consistent. Page 110 4. Hearing on 75B Request by Derek Dirusso, 15 B Street. Assessor's map 29, lot 25, RDA 2025-6. Derek DiRusso described his proposal to put a new pool in a spot where a pool currently is and put in native plants. Martha Moore asked if he has looked at the native plant list. Derek DiRusso said he is thinking about inkberries and switchgrass but is checking to see if they are poisonous for a dog. Martha Moore said he might be able to plant just male plants to avoid berries a dog might eat. Martha Moore confirmed that the highlighted strips on the plan will have native plants planted; Derek DiRusso agreed. Martha Moore asked what the things stored outside will become? Derek DiRusso said it will remain grass with a small gravel area. Walter Talbot said he just looked it up and the berries on inkberries are poisonous to dogs and cats. Martha Moore said you've already got the erosion control marked. Page 111 Chuck Tirone said the commission has actually already done this but there was some billing confusion, so they are just doing this to cover all of the bases and get it into the meeting minutes. Chuck Tirone asks for a motion to release the remaining consulting fees for Joy Lane, formerly Howard St, 135, 139, 149R, to Steve Knight and also to release the bond for Joy Lane, formerly 135, 139, 149R, to Steve Knight also, and that this project is finished and the commission is satisfied. (4-0) Discussion Items: 1. DPW storage container review. Brian Bowe went to look at a water fountain put in by DPW where there had been a gully the commission asked DPW to correct; Brian Bowe said it has been sufficiently corrected for now although he expects there may be some compaction over time. Brian Bowe said the area where containers are stored is fine except that gates are open and the lefthand container is askew, although those are minor issues. 2. Administrator's Report Chuck Tirone said he wanted to let the commission know that he is trying to get a proposal from Millbury Forrest Montessori school and they have identified Matters Cabin as a possible outdoor classroom area. Chuck Tirone said once they have a plan in place they have discussed with Chuck Tirone it will come in front of the commission; they want to have an outdoor classroom and use Matters cabin when it is raining heavily or too cold and said part of the curriculum would be to work on a conservation -approved project. 3. Chuck Tirone announced there will be a community clean-up day at Mullet Saughms Morgan on May W, Saturday. He said we want drop off but only handicapped parking; parking is available at Austin Prep. This is both a conservation and a trails committee sponsored day. Chuck Tirone said the plan is to add erosion control, put up signage, and cleanup from 10-3. 4. Richard Keogh, 692 Pearl St, stated that following up on the last meeting and submitting application, he has had two arborists on site, one of whom wrote a letter to the commission. Richard Keogh said he believes the pine trees are over 100' feet away and said that he could plant some native trees now that he has had a surveyor out. Richard K also said that he can clean up the drainage location. Richard Keogh said he would like to get these trees Page 1 12 down and would be willing to make a $500 donation and participate in the May 10" day. No one responded to this offer. Chuck Tirone asked how many pine trees? Richard Keogh said 21, there are 2-3 that are healthy but most are not; he said almost all are outside 100 feet. Martha Moore confirmed that Richard Keogh has submitted a plan to be considered on May 14' . Chuck Tirone brought up a map showing dimensions of the property and red and blacked marked trees recommended by the arborist. Chuck Tirone told Richard Keogh that the drainage ditch is still jurisdictional. Chuck Tirone thanked Richard Keogh for the map and planned to schedule a site visit by email.
