This meeting was held remotely via Zoom.
Chair Alan Foulds called the meeting to order at 12:46 pm.
Daniel Dewar:
Daniel Dewar Is a resident of Reading and Town Meeting member for Precinct 3. He
previously served on the Finance Committee for three years, and then on the ad hoc
Parking Advisory and Recommendations Committee (PARC). He is looking for another
volunteer opportunity.
Bylaw Committee Chair Jesse Arnold asked Mr. Dewar what drew his Interest in the Bylaw
Committee, and if there was anything in particular that he would like to see while serving on
the Bylaw Committee. Mr. Dewar stated that he was drawn to the Bylaw Committee
because he is a believer In following rules and regulations. He would appreciate the
opportunity to be part of listening to new proposals, addressing them, and coming to a
logical conclusion. There is not any specific matter that drew him, and he is open to all
Issues. Mr. Dewar noted that in his past volunteer Involvement, he demonstrated
punctuality, consistent attendance, and thoughtful listening.
Select Board Chair Carlo Bacci also noted that Mr. Dewar has been a small business owner
in town for many years.
Town Moderator Alan Foulds asked Mr. Dewar if he would consider a leadership role on the
Committee in the future. Mr. Dewar stated that he would absolutely consider It. He Is
never opposed to stepping up when needed, and would appreciate the opportunity. He also
noted that he would be happy to be part of the team.
Mr. Foulds asked Mr. Dewar if he had any known potential conflicts of interest, to which Mr.
Dewar responded that he does not.

Mr. Dewar asked about the frequency of meetings. Ms. Arnold explained that the Bylaw
Committee generally meets monthly via Zoom. Some months a meeting is not needed, and
other months ahead of Town Meeting, they may schedule an extra meeting to prepare.
On a motion by Jesse Arnold, seconded by Carlo Bacci, the Bylaw Committee Appointment
Committee voted unanimously 3-0-0 to adjourn at 12:56 pm.
