Topics of Discussion:
PD called the meeting to order at 7:0013M. PD elevated VA and AW to voting members. AW
joined on the phone via the Mullen Rule.
216 Summer Avenue
The property owner of 216 Summer Ave submitted an application to replace a bulkhead door,
replace a basement window and replace a basement door. After some discussion, the HDC
decided that the project is not visible from the street and is therefore exempt from HDC review.
VA made a motion to issue a Certificate of Non -Applicability. PD seconded. The motion passed
5-0. The HDC will issue a Certificate of Non -Applicability.
Demolition Delav
PD gave an overview of the Reading Historical Commission's January 6, 2025 meeting with
historic homeowners regarding the potential extension of the Town's Demolition Delay bylaw.
The HDC discussed potential impacts of a Demolition Delay bylaw extension within the Town's
Historic Districts.
Expanding Historic Districts
The HDC held a brief discussion regarding other towns and cities establishing individual homes
as Historic Districts.
Conflict of Interest
EB discussed some conversations he has had with town officials regarding potential conflicts of
interest while serving on a Town commission. No immediate action required.

Nothing significant to report.

PD moved to approve the minutes from the November 20, 2024 meeting. EB seconded. HDC
voted 5-0 to approve the minutes.
PD moved to adjourn the meeting. ADF seconded. Meeting adjourned after 5-0 vote.
