Chair Alan Foulds called the meeting to order at 5:56 pm. Kirk McCormick is an incumbent associate member of the Permanent Building Committee. He has been in construction law for over 20 years, and is now Chair of his firm's construction bylaw group. He has helped on the front end of things to avoid litigation. He wanted to be on the Permanent Building Committee because he felt his expertise would be helpful in avoiding disputes and issues. Mr. Wise asked Mr. McCormick if he was an associate member. Mr. McCormick stated that he is, though he would prefer to be a voting member, but is happy to do whatever he can to assist the PBC. The Appointment Committee discussed the potential for swapping Mr. McCormick to a full voting member, and Mr. Congdon to an associate member, as it would be helpful to have a legal perspective on the upcoming Killam School Building project. PBC Chair Pat Tompkins stated that the Committee is a well-rounded group, and non-voting members have as much of a voice as voting members. Though he noted that Mr. Congdon has mentioned a busier work schedule. Brad Congdon is an Incumbent member of the Permanent Building Committee, with a background in Construction Project Management, and has been on the Committee since Its inception. Mr. Wise asked Mr. Congdon his feelings on swapping spots with Mr. McCormick, given his increased workload and Mr. McCormick's legal expertise with the Killam project coming up. Mr. Congdon stated that he had no problem flipping sides if Mr. McCormick was interested, and would certainly remain engaged as an associate member. On a motion by Alan Foulds, and seconded by Mark Dockser, the Permanent Building Committee Appointment Committee voted 3-0 to appoint Kirk McCormick as a full member to the Permanent Building Committee, with a term beginning July 1, 2022 and expiring June 30, 2025. On a motion by Alan Foulds, and seconded by Thomas Wise, the Permanent Building Committee Appointment Committee voted 3-0 to appoint Brad Congdon as an associate member of the Permanent Building Committee, with a term beginning June 1, 2022 and expiring June 30, 2024. On a motion by Mark Dockser, and seconded by Thomas Wise, the Permanent Building Committee Appointment Committee voted 3-0 to adjourn at 6:14 pm.
