Town Moderator Alan Foulds called the meeting to order at 6:01 pm.
Incumbents Seeking Reappointment:
Gregory Stapler is a charter member of the Permanent Building Committee and was Its first
Chair. He is also a Town Meeting member. Ms. Herrick asked how the Permanent Building
Committee can help with climate resilient Initiatives as a community. Mr. Stapler explained
that in the construction industry resiliency, sustainability and net zero are Important trends
that are gaining momentum, but designers do not design In resiliency, and most designs are
bound by energy codes and building codes. When high levels of performance are required,
buildings are built that way. There is a balance of how much they cost to Implement. The
permanent Building Committee tries to advise making Improvements that will help realize
savings down the line, even If they cost a premium up front.
Patrick Tompkins is the current Chair of the Permanent Building Committee. He stated that
It is a great group of people with diverse backgrounds, and while they may not always agree
on things right out of the gate, the group is able to come to terms. Mr. Tompkins praised
the processes and protocols laid out by Mr. Stapler as the Committee's first Chair. The
Committee has visited the Town buildings and put together a report for them and is
currently working on the Water Tower project. When asked about the Killam school, Mr.
Tompkins recommended finding one of MSBA's designs that fit. Ms. Herrick suggested
inviting Mr. Tompkins to the Financial Forum when the time comes to discuss the school to
help explain the building process and design.
The Appointment Committee agreed that troth incumbents provided valuable experience to
the Permanent Building Committee.
On a motion by Ms. Herrick, and seconded by Mr. Robinson, the Permanent
Building Committee Appointment Committee voted 3-0-0 to reappoint Gregory

Stapler and Patrick Tompkins to the Permanent Building Committee with terms
expiring lune 30, 2024.
On a motion by Ms. Herrick, and seconded by Mr. Robinson, the Permanent
Building Committee Appointment Committee voted 3-0-0 to adjourn at 6:23 pm.
