Clough, Chairman Sharon M. Angstrom Carol B. Roberts David A. Gentile Colleen Loughlin, Retirement Board Administrator Elaine Kelly, Assistant Retirement Board Administrator Mark. Segalla Arty. Michael Sacco Arty. Richard Heavey Jeffrey Zeizel, LICSW The hearing was recorded and is considered to be a part of the minutes. EXECUTIVE SESSION An evidentiary hearing was held regarding the Accidental Disability Application of Mark Segalla, which was conducted in executive session, as requested by the member. Arty. Michael Sacco presided over the hearing. Atty. Sacco stated that this was a fact-finding session to ensure that the Board had a full understanding of Mr. Segella's Accidental Disability Application. Arty. Sacco also stated that he did not anticipate a vote at this session but that it was intended to hear testimony from the member and Jeffrey Zeizel, LICSW (if he chose to do so) and to give the opportunity for the member's council, Any. Richard Heavey, to address the issues at hand.. Mr. Segalla gave testimony to the various events, which he described as contributing factors to the stress of the job as Reading's Chief of Police. Mr. Segalla also answered questions from both Arty. Sacco and Arty. Heavey, relative to the events he described. Jeffrey Zeizel, LICSW gave testimony with regard to Mr. Segalla's mental health. In summation, Arty. Sacco will email Arty. Heavey various legal questions and give Arty. Heavey the opportunity to respond to these questions within sixty days of this executive session. Arty. Sacco will then forward, to the Board members, the response from Arty. Heavey. A follow-up executive session will be scheduled, at which time the Board will vote to either approve or deny the request for a medical panel.
