MINUTES OF THE READING RETIREMENT BOARD MEETING
EXECUTIVE SESSION
November 5, 2013 at 6:00 P.M.
Present at this executive session are the following individuals:
Francis P. Driscoll, Chairman
Joseph R. Vena
Richard P. Foley
Michael Sacco, attorney for the Reading Retirement Board
Lisa Palermo, member of the Reading Retirement System
David Palermo, Lisa's husband
Michael Conley, attorney for Lisa Palermo
Michael Winters, witness
The hearing was recorded and is considered to be a part of the minutes.
The Board's Attorney Michael Sacco discussed the options that the Board has with regard to the Accidental
Disability Application for Lisa Palermo. The various options available to the board are as follows: move to a
medical panel, table for additional information, or deny the application.
Attorney Sacco explained the process of the evidentiary hearing and that the point is to ascertain the facts since
there were issues with witness statements of Michael Winters.
Attorney Sacco requested that the member, Lisa Palermo, go through the day in question, which is April 6, 2012
in terms of what her tour of duty was, what she was doing, and how she came to pick up the generator.
Witness, Michael Winters, also gave his statement as to the day in question.
Before the Board made a decision about this case, Attorney Sacco suggested to Lisa's attorney that they may want
to include checking off ordinary disability as well as accidental disability on the application. There are clearly two
different stories presented. There is no question whether she's able to perform the essential duties of her job, but
there is still the question of causation.
