Chair- Martha Moore called the meeting to order at 7:10pm. Hearings Scheduled: 1. 0 Small Lane- Assessor's Map 40 & 41 Lot 153, 155 & 29 Dep File No. 270-0748 At the applicant's request this hearing will be continued until May 22, 2024 Motion to withdrawal without prejudice the Notice of Intent for 0 Small Lane- Motioned by Brian Bowe, Seconded by Tony Rodolakis, 6-0-0. The votes were made by roll call vote. 2. 252- 262 Main Street & 10 Pinevale Avenue- Assessor's Map 11 Lot 192, 194,196 Dep File No. 270-0779 At the applicant's request this hearing will be continued until March 27, 2024 Motion to continue heating to March 27, 2024- Motioned by Brian Bowe, Seconded by Andrew Ddbin, 6-0-0. Violation Notices, yard waste and encroachment on Conservation Land, Follow-ups 51 Cross Street, 30 Henzie, shed, 126 Hanscom Ave, 30 Chequessett, 22, 8, 14, Oakridge Road, 38, 34 Bond, Perfecto's 285 Main Street Discussion Items - Perfecto's at 285 Main Street, the owner has agreed to move and keep his vehicle parked away from the 25 -foot ZNV at the back of the location. 14 Oakridge was visited and in compliance and could be removed from the list. Page I 1 34 Bond Street was observed from the street that the area in question was properly growing up and can be removed from the list. 30 Chequessett did not have a resident answer and was not visible from pubic point of view. 30 Henzie owner was waiting for approval from the Conservation Commission to keep a part of his shed off of the property. Owner was informed that the Commission had voted to have the shed moved off of the Conservation lad and solely onto their property and has agreed. 95 Main Street behind the dumpster area was observed with some debris but the debris looked to be old and not recently new trash. Fusilli's was observed to have some of the planting required in the area die off. There is also an old cistern outside of the erosion control but inside where there should be plantings. There is also more trash debris in the back of their lot from the dumpster area. S. Conservation Restriction lot 4 Grove Street Mr. Rodolakis would like to see more added to protect the blue spotted salamanders and was curious as to who's decision it would be where the trails would go. Mr. McCants had read the report as the Commission being the ones to actively manage where potential trails would be considered to go as well as Natural Heritage. Mr. Dribin was concerned for any future invasive species if they want to or could bring in herbicides as the document states non -chemical methods can be used. The Commission has agreed to request a change in the verbiage in section 3.B.5 adding language to section 4 that has been discussed in section 5 about controlling treatments. 6. Draft stewardship plan for Bare Meadow Ms. Moore was concerned about the math on the plans and how skewed the percentages could be from the original numbers. The Commission would like page numbers added to the report. The report states there are four entrances to Bare Meadow and it should read as five. It should also state most entrances are marked by signs. There is also addition parking on Lanetta Lane that should be added. Mr. Rodolakis would like to see the paragraph about history be more focused on the Bare Meadow side of Pearl Street, specifically the shoe shops. There is also clarity needed in sentence two under Natural Assets and Inventory Assessments. Under Figure 2- Topography should address the Saco Mucky Silt Loam in the soil profile discussion. Mr. Rodolakis would like to see a section right above BioMap Areas talk about what an edge habitat is as it brings so much to the particular parcel. Figure 4 mentions the grassland areas but it is only speaking of one area in the paragraph before. The facts sheets should also be included in the appendices because the links could be changed and additional information in the citation before link to help search if link does not work. Ms. Moore would prefer to see a picture in Figure 8 with a type of butterfly that has been spotted in the Meadow. The Commission overall had many changes they would like to see and all recommendations have been sent to Chuck Tirone to discuss with the author of the report. 7. ConservationlDPW Monthly Meeting April 2 8. Bills approved, 9. Administrators Report: 0 Waverley Road survey 0 Waverly is planning to donate a shed to the Conservation Commission and the recommendation is to have the current property owner request that the shed is moved off property prior to accepting the donation. Also, on Monday 3/1/62024 DEP will be at 87 Walkers Brook drive to discuss the illicit discharge coming off of the gas station. Motion to allow Chuck Tirone to purchase a $150 informational sign to post beneath the new Pinevale Ave Conservation Area signage- Motioned by Brian Bowe, Seconded by Andrew Dribin, 6-0-0.
