Call to Order 7:01 p.m. Mr. Soucy requested a copy of the final Activilas proposal. Ms. Zicko recommended that the document be posted in a space accessible to the whole Committee. Introductions: This was the first meeting for Mr. Ben Cares, Economic Development Director. Mr. Cappy Popp introduced himself to those he had not met at his first meeting on September 7. Ms. Lannon reminded the Committee that as a hybrid meeting, all votes must be taken by roll call. 11. Public Comment No public comments III. Appointment of Ex-Officlo (Non -Voting) Members (VOTE) At their August 14, 2023, meeting, the Board of Library Trustees (BOLD) authorized the Library Landscape Committee to appoint non-voting 'Ex Officio* advisory members. The BOLT supported adding town employees Fidel Maltez (Town Manager), Benjamin Cares (Economic Development Director), and Andrew MacNichol (Community Development Director) based on their skill and expertise in handling similar projects. Motion: To appoint Fidel Maltez, Andrew MacNichol, and Ben Canes as Ex -Officio (Non - Voting) members of the Ad Hoc Library Landscape Committee. (SloneyPilyaysky) Rollcall Vote for Mr. Cares: Approved 6-0 Rollcall Vote for Mr Maltez: Approved 6-0 Rolicall Vote for Mr. Machlichol. Approved 6.0 Page I I IV. Activitas Landscape Architectural Design Project a. Discuss and establish Activitas Working Group Ms. Lannon discussed expectations for the working group for the Activitas project, stating that it should not include a quorum of Library Landscape Committee members. Mr. Soucy emphasized that the working group should include the new Ex Officio members who have related expertise. Dr. Pilyaysky noted that the meetings will likely be during the normal workday. To avoid quorum issues, there can be three (3) Committee members in the working group. Dr. Pilyaysky asked each Committee member for "yes,' "no,' or "maybe" regarding participation. • Ms. Hogan: Yes. She noted that days should not be a problem for her. • Mr. Popp: No. • Ms. Stone: Maybe. She noted that Ms. Dubois was not present and may be interested. • Mr. Soucy: Maybe. He noted that his daytime schedule might have conflicts. • Ms. Zicko: Yes. She noted that her main interest was in the community outreach and fundraising aspects. • Dr. Pilyaysky. No. The Committee discussed options and the importance of connecting with Ms. Dubois who was not present. Ms. Lannon will follow up with Ms. Dubois. Motion: To establish the Activitas Working Group members with ex officio members Mr. Malrez, Mr. Cares, and Mr MacNichol, and with Committee members Ms. Hogan and Ms. Zicko. A third voting Committee member will be assigned at the next full Library Landscape Committee meeting. (Pilyaysky/Soucy) Rollcall Vote: Approved 6-0 b. Inventory information to pass on to Activitas Ms. Lannon reviewed a binder with the inventory of information that would assist Activitas to get a sense of the Committee's work to date and examples of Library programming. The Committee discussed what other information could or should be included. I. Presentations ii. Meeting minutes III. Existing programming Iv. Additional desired programming v. Current maintenance practices: Ms. Lannon noted there is not much available. She will provide a paragraph regarding ongoing DPW work. vi. Other issues, data, and aspirations: Ms. Lannon mentioned the Community Garden project might be of interest. Dr. Pilyaysky noted that Activitas is already familiar with Reading from other projects. Ms. Zicko supported adding the Library's Strategic Plan. Mission, Vision, and Values. Mr. Soucy recommended sending over as-builts from the Library Building Project that would have recent utility and drainage details. Mr. Cares suggested organizing the materials around the informative presentation. Page 1 V. Future Agenda Items and Action Items Per Ms. Lannon, a tentative date for the Activitas kickoff meeting is Thursday, October 12. Ms. Lannon will follow up with Ms. Dubois and Ms. Stone. VIII.
