Chair- Martha Moore called the meeting to order at 7:05 pm. Hearinas Scheduled: 1. 0 Small Lane- Assessor's Map 40 & 41 Lot 153,155 & 29 Dep File No. 270-0748 Continue until November 8 at the applicants request. Motion to continue hearing to next meeting on November 8, 2023- Motioned by Brian Bowe, Seconded by Tony Rodolakis, 6-0-0. The votes were made by roll call vote. 2. 413 Main Street- Assessor's Map 17 Lot 64, 85 File No. 270-0774 Continued until November 8 at the applicants request. Motion to continue hearing to next meeting on November 8, 2023- Motioned by Brian Bowe, Seconded by Tony Rodolakis, 6-0-0. The votes were made by roll call vote. 3. Amended Order of Conditions 62 Range Road- Assessor's Map 46 Lot 16 Dep File No. 270-0761 Mr. Sleger presented his updated plans for this project. He made the minor adjustments from the previous plans that the Conservation Commission asked of him. Two trees that are leaning will be removed and the snagged tree will remain. Twelve -inch mulch socks will be added to wherever there is work being done within the buffer zones of the wetlands. Chuck Tirone had done a site visit to help determine where the best site for the water main connection from Range Road to the existing line behind the ice rink. Also, Mr. Tirone flagged the tree that will need to be removed in the process. Page 1 1 Motion to close the hearing for 62 Range Road- Motioned by Brian Bowe, Seconded by Tony Rodolak/s, 6-0-0. The votes were made by roll call vote. 4. 18 Lenetta Lane -Assessor's Map: 52 Lot: 128 File No. 2023-19 Mr. Malley, homeowner, presented his plans of adding a 15x15 sunroom with stairs leading down to a rebuilt deck. The Conservation Commission did a site visit of the location. Mr. Bowe is requesting that a mulch sock be added to the bottom of the already present sift fence to prevent any potential erosion. The stock pile for the project should be added to the plans. There was also a vine of bittersweet that was recommended for removal as well as a multiflora rose. Mr. Bowe had a question about run off from the roof addition. Mr. Tirone stated that Steve Knight who worked on the project and is still around should be able to answer that question when they reach out to him about the capacity of the dry well. The Commission is also recommending the pavers to be pervious and follow the maintenance plan that comes along with them. Motion to Gose the hearing for 18 Lenetta Lane- Motioned by Bill McCants, Seconded by Brian Bowe, 6-0-0. The votes were made by roll call vote. Meadow Brook Easement Access- No current update 6. Old/New Business 10 Plymouth Drive Certificate of Compliance request, Site visit 10/20/2023 w/Chairs only Mr. Bowe and Ms. Moore did a site visit with the homeowner of the 10 Plymouth Drive property. There were 2 minor areas on the property that should be fixed in the future pertaining to further erosion but they were not immediate to hold back issuing the Certificate of Compliance. Motion to approve issue a certificate of compliance for 10 Plymouth Drive- Motioned by Brian Bowe, Seconded by Bill McCants, 6-0-0. The votes were made by roll call vote. Violation Notices, yard waste and encroachment on Conservation Land, Follow-ups 30 Henzie- shed, 26 Henzie- fence, 126 Hanscom Ave, 30 Chequesseff, 22, 8, 14, Oakridge Street, 38, 34 Bond, 60 Terrace Park Dog fence, the home owner did not remove the pea stone and invisible fence flags 7. Discussion Items a. 30 Collins Avenue- A tree company had come to the property and cut down seven trees (4 oak, 2 sugar maple and 1 pine) with no permit and with no notice to Conservation Commission. The owner will be planting 4 native new England trees and 6 native New England shrubs. A planting plan was also presented. The Commission is speck that only native maples be planted and not a hybrid. After discussion amongst the Commission, the tree company and the owner they have come to an agreement to issue 2 enforcement orders. The owner must plant the proper natives that have been approved by the commission. The tree company and members of the Commission must have a site visit to be educated on wetlands and the regulations. Motion to approve 2 enforcement orders as described by Chuck Tirone- Motioned by Tony Rodolakis, Seconded by Brian Bowe, 6-0-0. The votes were made by roll call vote. b. 19 Joy Lane- Chuck Tirone did a site visit of this property and spoke to Steve Knight about the items the Commission wanted him to address. Mr. Tirone is asking for permission to approve the certificate of occupancy for the property. Motion to approve Chuck Tirane sign off on a certificate of occupancy for 19 Joy Lane - Motioned by Brian Bowe, Seconded by Andrew Walter Talbut, Abstained by Tony Rodolakis, 5- 1-0. The votes were made by roll call vote. 8. Conservation/DPW Monthly Meeting November 7 9. Bills approved, Page 12 10. Administrators Report: Recreational Land Use Summit with Trails Committee, Town Forest, and Conservation Commission, discuss available dates to meet. The Commission agrees that they would like a meeting to happen between the different committees and perhaps hold it at Matera Cabin. Chuck Tirone will take a poll with suggested dates in January to get an idea of when this meeting could be scheduled. No Dumping sign at Lobs Pound. Motion to approve a no dumping sign at Lob's Pond by the parking- Motioned by Bill McCants, Seconded by Brian Bowe, 6-0-0. The votes were made by roll call vote. 11. Minutes for approval: 10111/2023 Motion to approve the minutes from 10/11/23- Motioned by Brian Bowe, Seconded by Andrew Dribin, Abstained by Tony Rodolakis, 5-1-0.
