Chair- Martha Moore called the meeting to order at 7:00pm Hearinas Scheduled: 1. 0 Small Lane- Assessor's Map 40 & 41 Lot 153, 155 & 29 Dep File No. 270-0748 Continued until January 10th at the applicants request. Motion to continue hearing to next meeting on January 10, 2023- Motioned by Brian Bowe, Seconded by Walter Talbot, 6-0-0. The votes were made by roll call vote. 2. 413 Main Street- Assessor's Map 17 Lot 64, 85 File No. 270-0774 Continued until December 13th at the applicants request. Motion to continue hearing to next meeting on December 13, 2023- Motioned by Brian Bowe, Seconded by Walter Talbot, 6-0-0. The votes were made by roll call vote. 3. 87 Walkers Brook Drive- Assessor's Map 13 Lot 3 Dep File No. 270-0777 Mr. Bemadino gave a detailed informational about the projected project on the fuel dispensers and piping at the 87 Walkers Brook location which is surrounded on 3 sides by wetlands. Mr. Bowe is recommending that the gravel trench between the parking lot and the wetlands be extended. Mr. Rodolakis had a concern about the drain channel and some petroleum run off into the resource area. Mr. Bernadino did say it was DOT property but that his team could do a cleanup and do a minor improvement to that drain channel. Perhaps line the bottom of the channel with filter fabric and add fresh riprap. Mr. Bernadino will add bullet points to the plans about having an environmental consultant to observe soil tests so contractor has the info during Page 1 1 the project and on the plans versus it just being a narrative in the plans. There will also be a note to the contractor to keep the stock pile of pea stone as close to the building as possible. Mr. Tirone would like to add a condition that any dewatering would go into a frac tank and any discharge that goes off the site be tested. A more substantial erosion control, like mulch sock, is requested around the stock pile area and along the fence just in case it gets a little dirty and things are discharged directly into the wetlands. Mr. Tirone would like to see more information of when the drain channel was installed and is it legal. It does seem as if it was done as a necessity to drain the puddle and not properly approved by a past Conservation Commission. The Commission would like to get more context about the drain channel and potential drywell that are both on DOT property at the front of the gas station right along the property line. Motion to continue hearing to next meeting on December 13, 2023- Motioned by Brian Bowe, Seconded by Walter Talbot, 6-0-0. The votes were made by roll call vote. 4. 37 Melbourne Avenue- Assessor's Map: 11 Lot: 156 File No. 2023-20 The Commission did a site visit of the property that is requesting permission to construct a deck and a two-story edition to the rear of the house. The homeowners had a company come out to do a wetland delineation and the soils were tested. The flags were noted on the property. Mr. Bowe observed a trampoline with a foundation under it and would like it to be removed once the kids grow older, the home owners have agreed. The Commission has asked that the wetland line in the back of the property be reestablished or restored to its natural state with plants up to the five- ten -foot buffer strip. A planting plant would need to be produced, with layers, and sent the Mr. Tirone. Mr. Bowe would also like the plan updated to show where the stock pile area will be this project. The 8x15 shed that is on the property would need to be added to the current plans as well as the correct deck measurements to 16x16. There are concerns about the roof run off from the extension of the home. Homeowners are asked to get a definitive plan as to where the water will drain and what type of filtration they will be adding. Motion to continue hearing to next meeting on December 13, 2023 and give them permission to put in their foundation only- Motioned by Brian Bowe, Seconded by Walter Talbot, 6-0-0. The votes were made by roll call vote. 5. Discussion regarding edits to the proposed clarifying amendments to Reading's wetlands protection regulations, review by Town Counsel Town counsel only changed two words on the document that was sent over to them for review. Motion to accept the edits from Town Counsel- Motioned by Brian Bowe, Seconded by Walter Talbot, 6-0-0. The votes were made by roll call vote. 6. Meadow Brook Easement Access- No current update 7. OldlNew Business Minor plan change- Installation of water service, 550 West Street Mr. Hams gave a brief overview of the change. He had his water tested and the water pH was 6.4 and the iron was 1.29 mg/L. He would like to add a new water line for better quality drinking water. Motion to approve a minor plan change- Motioned by Brian Bowe, Seconded by Walter Talbot, Abstained by Andrew Dribin, 5-1-0. The votes were made by roll call vote. Request Certificate of Compliance (COC) 59 Forest Street- The project to remove the Japanese knot weed from the property began in 2019. As of late the invasive plant has been removed from the property. The Commission has asked the homeowners to get markers onto the property and Mr. Tirone has agreed he could help with the placement of the six markers. Motion to approve the Certificate of Compliance upon completion of the markers being placed on the property- Motioned by Brian Bowe, Seconded by Andrew Dribin, 6-0-0. The votes were made by roll call vote. Violation Notices, yard waste and encroachment on Conservation Land, Follow-ups 30 Henzie- shed, 26 Henzie- fence, 126 Hanscom Ave, 30 Chequessett, 22, 8, 14, Oakridge Street, 38, 34 Bond, 60 Terrace Park Dog fence, the homeowner did not remove the pea stone and invisible fence flags Page 1 2 8. Discussion Items- The Town is looking into setting up a CPA, Community Preservation Act, exploratory committee and would like a member of the Conservation Commission to join. More details to follow in the coming months. 9. Conservation Tooth Walk on /DPW Monthly Meeting November 7- DPW gave the okay for a sign to be put up at Lobbs Pond. The work being done at Walkers Brook by the Shell gas station is awaiting a portable toilet permit and trucks can park on the already established roadway and not on the wetland. 10. Bills approved 11. Administrators Report: Recreational Land Use Summit with Trails Committee, Town Forest, and Conservation Commission, discuss available dates to meet. Chuck Tirone is going to send out a Doodle poll with dates to choose form that would work best for each person running from January 15"- 210. 12.
